Genuine Anti-Rheumatic Salve.
IMIIS well approved remedy, has been by
many repeated trials found to excel all oth
ers as yet offered to the public, for the cure of
all sorts of Rheumatism; its efficacy in giving
speedy relief in this complaint, is astonishing !
not only in easing the pain, but in dissolving
the coagulated lymph which fixes itself on va
rious parts, and by continuing to remain station
ary, produces incureable lameness. Moreover
it is an excellent remedy to allay the pain of the
Gout, Paralytic Pain, help local Palsy, obviate
Gangrene, remove the Cramp, the Tooth-Aclie,
and the Crick in the back. It is superior to al
most every other application for burns & scalds,
and if applied immediately, extracts the fire al
most instantaneously It infallibly Cures bruis
es and sprains, broken breast, sore nipples, ul
cers and sores. It is good for the mumps, sore
throat, the hooping cough, the piles, and any
kind of pain or ache.
Wheq mercury has been used and by reason
of a cold becomes fixed (as it commonly does)
in the joints, by which means a joint swells, is
stiff and painful, by applying the Anti- Rheuma
tic Salve, one may expect to be relieved in a
short trtne; however, in some very obstinate
cases, Or of long standing, the warm-bath may
be had recourse to with advantage, previous to
using the Salve.

ters for some time was sorely afflicted with

After the most minute research and experi
ments made on its efficacy, Dr. Berthelot now
confidently assures the public, that he has in
vented a mixture which will most infallibly des
troy those unwelcome disturbers of our repose,

the Gazettes in this city.

• AN ACT
To establish a tribunal to eriquire into the quali
fications of persons claiming to practice Me
dicine, Surgery, & midwifery, within the city
of Savannah, and to gr ant certificates to the
same if found properly qualified.
Whereas, it appears by a men orial of the
Mayor and Aldermen of the city of Savannah,
that the good people of the said city, and es.
pecialfy thepoor&illiteratepeople thereof, have
suffered heretofore much evil from the want of
proper laws to regulate the practice of medicine,
surgery, and midwifery therein,, the conse
quence of which want has been the indisci infin
ite and arrogant pretensions and undertakings
of many unlearned and empirical persons to
practice therein in the said artsi And whereas,
sound policy and a proper regard for the hea’.dis
and lives of the citizens of a commercial, popu
lous, and growing city, require that the legisla
ture should guard against such an evil for the
future:
$ h Be it therefore enacted by the senate and
house of representatives of the state cif Geor
gia in general assembly met, and it is hereby
enacted by the authority of the same, That the
Georgia Medical Society established in the city
of Savannah, shall be invested with and pos
essed of full power and authority to examine,
inquire into, invesrigate, and determine on the
professional qualifications, attainments, and ca
pacities of all and every person or persons claim
ing to practice within the limits i fthe said city the
said arts of medicine, surgery and midwifery,
or in any two or one of tl.era, and to grant certifi
cates of qualification under the common seal
of the said society, or, if there be no common
seal, under the signs manuel of their presi
dent and secretary, to him, her, or them so
claiming and making application therefor, if,
by a majority of said society, he, she or they
shall be deemed duly learned and qualified. And
it shall be the duty of the members of the said
society, when application shall be made by any
person or persons for his, her, or ‘heir examina
tion to the end aforesaid, to convene at their
customary place of meeting, aril to decide
upon the applicant’s petition, within ten days
after they shall have been summoned to convene
by their president, or in his absence, sickness
or other inablity, by the person or persons dis
charging his duties, or if there be not any such
person or persons, after they shall have been sum
moned by their secretary. And it shall be the
dutv of the said president, pel-son or persons
performing his duties, or secretary, to summon
each and every member of the said society, by a
written citation, expressing the object of the
meeting, the name or names of the applicant
or applicants, a-d the day of the examination,
within ten days after the application shall have
been made to him or thejn: Provided always,
that prior to the examination of any and every
applicant, the members of the said society shall
severally take a solemn oath, to be administered
by the mayor or any alderman of the city of Sa
vannah, well, truly, and impartially to examine
and decide upon the attainments and qualifica
tions of the applicant or applicants, and to grant
certificates of qualification to him, her, or them,
if, in their judgments, he, she, or they shall be
found duly learned and qualified, to practice in
the said arts of surgery, medicine, and midwife
ry, or in any two or one of them: And provided
also, that in their examination the said society
shall be restricted and confined to the investiga
tion of professional attainments aud capacity
alone, without regard to any former or present
professional or moral reputa’ion, and shall not at
any time require as a test of qualification, or any
degree of evidence thereof, that any applicant
should have obtained a diploma from any medi
cal college or university, or should have studied
thereat, or elsewhere.
§ 2. And be it further enacted by the authori
ty aforesaid, That if, after application sliall have
been made, agreeably to the provisions of this
act, the President of said society, or other per
son or persons, performing his duties, or there
being no such person or persons, if the secreta
rv of said society shall refuse, or shall delay till
after thq time heretofore prescribed to issue
summons for convening the members, or if he
or they shall appoint a day for their conveing
the members, or if he or they shall appoint a
day for their convening more remote than the
tenth day from the day of the date of the cita
tion, the person or persons applying may sever,
ally institute an action or suit at law in ti.e Su
perior of Inferior courts of the county of Chat
ham, against the said President, or person or
persons performing his duties, or against the
-.efcretary to recover damages against him or
them, in his or their individual capacities, for his
or their refusal or delay, or improper appoint
ment And if after Oeing summoned to convene,
the said society shall fail to d> so on the day ap
pointed in rhe citation or afterwards on an ad
journed clay, but a day within the time hereto
foro piescribe.j for their convening, or if, hav
ing convened, they sha'l severally fail to take
the oath aforesaid, or having, taken such oath,
shall fail to proceed to the examrition afore
said, and to a decision thereupon or if the said
society shall til any respect violate the provis
ions of this act, it shall be the duty of the Judge
ofthe Superior court of the county ot Chat
ham, upon the petition of the party injured,
setting forth any such, failure or violation and
supported by his affidavit ofthe truth of such peti
tion, to grant as a matter of right, a writofscire
facias, directed to the president and members
of said society requiring them to shew cause
at the next term of the said court, why their
charter or act of incorporation should not be
deemed forfeited. A copy of this and of the
petition snail be served upon the president or
secretary, and'if the allegations be denied, an
issue shall be joined, and the facts be tried by
a jury empannelled and sworn as in other cases.
If the allegationsof the petition be found to be
true, or if they be admitted, and no good cause
be shewn for the former failure or violation, it
sha’l be the duty of the court, upon application
of thejparty injured, to appoint’ a day not more
remote than ten days, on which the society shall
convene, and conform In every thing to the re
quirements of this act, and to the order for this
purpose no return shall be received from said
society but one of absblute compliance under
oath of the President or Secretary; which re
turn shall be filed in the clerk’s office within 5
days after the appointed day. On failure to
make such return, the Judge of said court shall,
in vacation, award a judgment of forfeiture
ofthe charter, upon application as aforesaid; and

but otherwise shall be totally null and void
And be it also enacted, that the said society
shall; before the said first day of Feb. give ml
tice of their said acceptance to the Mayor and
Aldermen of the said city of Savannah, whose
duty it shall be to make said acceptance public
by advertisement in all the public gazettes of
the said city, three times a week, for the space
of one calander month,
5 7. And be it further enacted by the autho
rity foresaid, That in the event of the accept
ance by the said society of this act, agreeably to
the aforesaid section, this act shall continue tin.

There are few so ignorant as not to know
that a work like this, if even tolerably execut*
ed, must possess extrinsic value. The compil*
ation of this book is allowed by competent ju*l
ges, to be performed in a very masterly man*
ner; and the well known character of the gen*
tie man whose name it bears, forbids the idet

ed ; lest he incur the censure as well as incon
venience, of living in society, without knowing
the obligations which it lays him under”

size equal to “ Ingersoll’s Digest of the Laws of
the United States,” and will be furnished to
subscribers at the price that books sell for in
Philadelphia, to wit, 7 dollars per copy, payable
on delivery of the work: which will be ready
by November or December next.
