MOSES SIIFFTALL, Chairman
City Council Savannah September S)th 1822.
It will be seen by the above report of deaths
for the last week, that the city of Savannah is
t present remarkably healsliy_ We most sin
cerely hope it may continue so-
That the yellow fever is contagions, is an arti
cle of faith as implicitly relied cm in New-York,
by the learned and unlearned— as any other ar
ticle in the decalogue. The following article
from- the Commercial Advertiser is written-ivc
presume in the full spirit of that belief. Should
jlr. Stone be asked if it were necesary to com
pel persons, arriving there from a souther n port,
to undergo a quarantine ablution—he would un
doubtedly answer yes. Yet if the yellow fever,
is not catching, if it can be communicated from
one person to another only in the infected district
—where can be the use of quarantine law > 1;
those fron the infected district in New York
who sicken of the yellow fever in various pa; ts
of the city and country, do nut coir.municie
the disease to any one around ‘ hem—where ca>
be the danger in permiti ig persons from s>
Southern port to approach the e'e ■ ? Thus is an
ancient and inconvenient custom tolerated, when
the experance of every year proves its absurd
fy.
Gre tlieflubject of yellow fevef, there is one
error abroad, which should he corrected It is
supposed by many, that the disease nl.iv be com
liuinicatea from one person to another, or, u>
common language, it is said, to be catcfiii'g--;
Thus, when our sick of yellow fever is carried
to I’awles* Hook, Greenwich, or any of ill- j
neighboring villages, or if the person sicken io j
these places after having been exposed to ihe j
poisonous atmosphere io the sickly part of the |
city, die v bole neighborhood is alarmed, board !
inp houses are deserted, and even the streets
ar, avoided, lest someone should catch the ibs
ease. Such apprehensions are g,omul ss, and
a! 4 .rd. „ 1 here was a time, v hen some von
respectable physician i were of the opinio i, thu
yellow fever, like small pox, was unifomiy
spread by contagion; but when its frequent pre
valence in our sea ports, afford great opportu
nity for wit Messing its progress, they becom
satisfied, that if it was'com uunita fie from ore
person o another, it was-only in the impur* at
mosphere; and the present epidemic has afford
ed so much proof to the contrary, that y e be
lieve no physician in our city, now contends, that
it is personally communicable under any circum
stances. ‘There have been, probably not less
tli in fifty persons removed from ihe infecte.i
district, who sickned * i i*er before, or aftr 1 leav
jng it, to varicus part ofthech’ and surround
ing colintrv; and not one instance has occurr
td of any one taking the disease front litem.
Iniiufeclion of cats in A'tie York/ These qut
et domestic severants, have lately shown a n.osi
turbulent and refractory spirit, lit: out-.hoot the
whole of the'territory called the deserted dis
trictin New-Yi rk. ‘Mie dread of starvation Ins
instigated them to several acts of daring insubor
dination; which improper conduct has given
great aunoyance to the u atch an.l police officers
of that city. Large parties, it is stated, of dtsse
hungry animals, suiround and threaten hostili
ty to every individual v-fij may he hardy en
ough to pass through the infecteddistrict . h,
mowing, squalling and catcrwatllhig, ■ up
during the night by those shut up in the desert
ed houses, is also truly alarming ,Y genera
execution of the malcontents is recommended by
several of tlie magistrates
