the fee bill of 1792 from which they are taken, ■
authorizes the secretary of state to appoint a de- 1
puty.
If the fee bill of 1792 to which you refer and i
from which t on quote, authorize the secretary of!
state to appoint a deputy, it likewise authorizes 1
clerks, sheriffs, and every other officer therein
“mentioned” and “enumerated,” the Governor not j
excepted, to do the same tiling, because the ox- !
pressions and words of the act referred to, enu-!

1 shall not myself pretend to determine your
designs in publishing these sections, hut I am led
to the supposition that it was and me either because
you vow-selves were unacquainted with our sta
tute bonk, or because your l-eally supposed that
some of your readers, peradve lturc might he en
| tangled by means of a contrivance so luckily hit
upon. You well knew the arguments about to
appear in your paper, were unanswerable and
in themselves carried a demonstration, that the
secretary of state coukl not legally appoint a de
puty; rid doubtless you thought something might
he gained ior awhile, by assuming gravity, bold
lv. pushing forward and throwing put your fee
bill of 1792, as a kind of decoy. If this Infer
reason prevailed, you owe the public an apology.
