Now that our young Republic is mustering
her youug men into sen-ice for the protection
of our homes and firesides, it becomes the com
panies funning to show their patriotism at the

The Congress met nt the usunl hour ihln
morning.
Tho proceedings of yesterday were reed
and approved.
T. R R. Cobb, ef Georgia, introduced a re
solution in relation to international copy*
rights.
The resolution was resd three times and
passed.
Mr. Clay ton, from the Judiciary Committee,
introduced a bill in relation to tho Fedorel
Courts, which was road and ordered to be
printed.
There being no further business on the
public calender, the President announced that
Congress would go into seorel session.
Col. Braxton Uragg, was confirmed Briga
dier General, and Colonel Wu>. J. Hardee
confirmed colonel of the first regiment of In
fantry.

Sbo. 1. The Congress of the Confederate
States do enact, That there shall be establish
ed in connection with the Department of the
Treasury a Bureau, to be. known as the
Light House Bureau. The chief officer of
such Bureau shall be a captain or commander
of the navy, detailed for this service by or
der of the President of the Confederate States,
who shall receive as his compensation the
same pey allowed to officers of the seme rank
in the navy. There shall be appointed also a
chief clerk, with a salary of twelve hundred
doll are, and au accounting clerk with a salary
of one thousand dollars.
Sec. 1. All light bouses, light vessels, buOya,
and other aids to aavigation, all the officers
connected therewith, and all matters connec
ted with the construction, repair, illumina
tion, inspection and government thereof, and
all duties appertaining to tbr administration
of light hou-e affairs, shall be under the di-
riction and control of the Light House Bu
reau hereby established,subject at all limes io
the Superintendence of the Secretary of the
Treasury.
Skc. 3 The chief of the bureau shall, a* soon
possible, divide the sea coasts of (he Confed
erate Slates into districts not exceeding five
in number, as the .Secretary of tbe Treasury
may deem expedient, and over each of these
districts the President ehall appoiul an In
spector, to be selected from the lieutenants in
the navy, who shall discharge all the duties
of inspection, survey or otherwise which may
be required ol him by tbe chief of the be
rettu For these services th rt Inspectors shall
receive only their regular pay in ibe Navy.
Sko. 4. The President ot ihs Confederale
States may, from time to lime, at the reqoeti
of the Secretary of tha Treasury, detail one
or more of the officers of tbe Eugineer Corps
of theariny, to be employed under the direc
lion of the Light House Bureau, iu superin
tending the construotiou or repair of light
houses or other necessary structure! io con
nection with the light house establishment, or
other similar duty assigned by the bight
House Bureau, in connection (herewith.
' Sbo. 5. The chief of the bureau shall at h ast
once every year make a full report to Ibe Se
cretary of the Treamry, giving a full state
ment of the operations of the Light House es
tablishment. He shall also, from time to
time, give such information to the Secretary
of the Treasury, as lie may require in refer
ence to his Bureau.
Sbo. 0. All laws and par's of laws contra
vening the provisions of ibis act are hereby
repealed.
UNITED STATES,
Washington, March 7.
In the Senate, yesterday, Hon. Mr. Wigfall,
in response to Douglas' speech of yesterday,
said that it was nonsense to talk, as Lincoln
did, of the unbroken Union. Seven States ere
out, and never, never, never will return. If tbe
Government did net remove the troops from
Forts Sumter and Pickens, the Confederate
8tates would. The old Union remains to see
whether it ehall have a decent funeral or an
Irish wake.
Mr. Douglas reiterated that the inaugural
was indicative of peace. He said an attempt
to collect the revenue or to reinforce Fort Sum
ter would be considered coercion. That he
had learned from tbe best military authority
that it would require ten thousand troops and
the whole American uavy to reinforce Sumter,
and they must have bread and salt provisions
for thirty-one days.
The Senate was not in secret session to
day.
EUROPE.
Tbe steamship Bremen, with Liverpool ad
vices to the 20tb ultimo, arrived at New York
on the 7th instant.
Tbe sales of Cotton, at Liverpool, ou Mon
day and Tuesday reached 19,500 bales, of
which speculators and exporters took 1,000
bales. Hewitt's circular says that tbe mar
ket was very dull, bat not lower than Satur
day. He quotes Middling Orleans at 7d. and
Middling Uplands at G|d.

quence of the new duties and responsibilities
growing out of the Tariff Act, February 18th,

Tie Freights down to-day are very heavy. Merchant*
are receiving large shipments of Produce—grain, **•
perjalljr. Large lots of Corn changed hands—princi
pally to Mil former orders. Mach blame has been attach
ed to Merchant* here by parties buying In this market.
In consequence of not getting goods they ordeted. The
facts are these : AH our Merchants had, at the time of
aale, and now hare, luunenae shipments upon the road,
and they sold to buyers 44 goods to arrive,” which all
understood, in consequence of the rush of freights,
expected shipments did not come through on time, and
they could not ship them.
