The Columbus Times learns that Mr. lobert Wicker, overseer on the plantation of [on. A. H. Chappell, was killed on Wednesday it, in Macon county, Alabama, by a negro longiug tj Mr. John Wright. Postmaster-General Horatio King has itablished a Post Office at Mount Vernon, and •pointed Upton H. Herbert postmaster. It ill re eive a regular three times a week sup- ly from Washington. Clayton, of Mississippi, intro ducad a bill to establish sn Admiralty Court at Key West. Hon. E. Sparrow, of Louisiana, introduced a resolution of inquiry as to the condition of the Custom House at New Orleans. Hon.C. M. Conrad, of Louisiana, presented a communication proposing changes in the law regulating steamboats. Th# Army Bill was passed. It is reported that fifty thousand men will soon be ready to taks the field. UNITED STATES. Washimotor, March 8. In the Senate, to day, Mr. Foster, of Con necticut, offered the following preamble and resolution: Wiiekkas, Senator Wigfall has declared, in debate, that he is a foreigner, and owes hia al legiance to Texas and a foreign government, and not to the United States; therefore, Resolved, That he be expelled from the Sen ate. Mr. Clingman, of North Carolina, offcrered the following aa a substitute: Resolved, That as Texas is no longer one of the United States, she is entitled to no Repre sentative on the floor of the Senate. Mr. Wigfall being absent, no action was ta ken. The Senate then went iuto Executive Session and confirmed Mr. Judd as Minister to Berlin. After which the Senate adjourned until Mon- day. Col. Lorenzo Thomas has been appointed Adjutant General in place of Col. Cooper, re signed. Secretary Seward is quite unwell to-day. Messrs. Forsyth and Crawford, of the South ern Commissioners, have, as yet, made no offi cial communication to the Administration, owing to the sickness of Mr. 8eward, and also to the fact that they were informed of an inti mation to the effect that a little time would be agreeable. The Commissioners aro actively engaged iu consultation, and ineffectual intercourse hav ing reference to tbs object of their mission. Great efforts are being mado here to effect a peaceable solution of the question of forts and the revenues. Adjutant General Cooper, a citizen of New York, and a connection of Senator Mason, and Assistant Adjutant General Withers, a citizen of Tennessee, have resigned. Chas. Jones, late in the Register's Office, Treasury building, left for Montgomery. It is believed that several other prominent officers contemplate resigning. The Southern Confed- eracy are selecting and making overtures to some of the best officers in the United States service. Jjf9~ The Legislature of Louisiana has passed a resolution approving the course of General Twiggs. fc*^»Tbe telegraph states that it was cur- rently reported in New Orleans yesterday that Fort Brown, in Texas, has been surrendered to the State troops. fiBc The Charleston Courier is credibly in formed that Gov. Brown, ol Georgia, has at tached the Northern Slock in the Macon and Western Railroad, amounting to about $1,000,- 000. We think this is a mistake. Gov. Pickens has placed James’ Island, Fort Johnson, and a half mile all around the Fort, under martial law. Sullivan’s Island has been under martial law for some time. EUROPE. By the arrival, at Portland, on the 8th in stant, of the steamship North Briton, we are in possession of Liverpool advices to the 21st ul timo. The sales of Cotton during the previous week were 26,000 bales, of which speculators took 2,000 bale9, and exporters 4,000 bales. The market waa very dull, and ail qualities had considerably declined—in some cases Id, and very irregular, the principal causes being the unfavorable advices from Manchester and the high rates of interest. The sales of Tuesday were 5,000 bales, of which speculators and exporters took 1000 bales. The quotations were as follows: Fair Mobiles 79; Middling Mobiles 61; Fair Uplands 7&d; Middling Uplands 6|d. Hewitt 4 Co.’s Circular says that the mid dling and lower grades had declined !@id. There has seldom been such a week of ex treme depression in the Liverpool Cottcn mar ket. The stock in Liverpool was 700,000 bales, of which 600,000 bales were American.
