Mr. Bayard concluded his speech, in the Course of which he favored the recoguition of the independence and sovereignly of the Con federate States, and also urged that a treaty •hould be immediately made with them. Mr. Howe, of Wisconsin, opposed the adop tion of Senator Douglas' resolution. He doubted that the War Department could an- nwer the call, and if it could, he thought i* would not be judicious at this time to do so.— He said it was the filed purpose of the Ad* ministration to maintain the authority of the United States (and not ths authority of this or that section) by peaoeful means, if peaceful means will suffice. He admonished Senators, if another revolution be thrust upon us, that we shall take espeoial care that the future his torian will not be compelled to record that with the friends of the Union were the sem blance of the Cowboys of the Revolution. The Senate went into Executive session. Among the confirmations to day by the Sen ate were Thomas Corwin, of Ohio, as Minister to Mexico. The nominations of Joshua R. Giddings as Consul Qeneral to tbs British Provinces, and Mr. Duuneli, of Maine, as Consul to Vera Crux. Mexico, was made to the Senate. Among some fifty confirmations and nominations sent in, there are only two from the Bonier States. The rumors of the non-evacuation of Fort Sumter, it is said, have been put forth for po litical effect. It is positively certain that that Fort will be abandoned speedily. It is equal ly certain that Fort Pickens will not bt rein forced- All the signs art favorable to a peace ful solution of the present national difficul ties. Alfred M. Barbour, the Superintendent of Harper’# Ferry Armory, sent in his resigna tion to the War Department to day. The four chartered vessels thst recently cleared from New York, sailed with sealed or ders, therefore uolhing but speculation in re gard to their destination. Consols were quoted at 92J @ 92 j The London Times sajs that the new 1 Tariff bill of tbe United Stales establishes protective duties on a most extravagant scale, and that the result will be the almost absolute prohibi tion of all imports from Europe. It states fur* thtr that the operation of the act will prove more detrimental to the interests of the Unit ed Slates than to Europe. Monsieur Boiasey has recently made an at tack, in the French Legislature, on (he alli ance with England, but his remarks wero re coived with dissatisfaction. Demand for Oats dull—but little on hand— 65(^70c, as per quality. The rush of freight doea not abate. We are in reeeiptof letters from merobants throughout tbe country complaining they have received a part but not all of distinct shipments. We only, in answer, can say their lota are or were in store at points above, and have not been Rent. There ie no detention after goods leave Memphis, Naahville, or any station upon those roads. The delay is at those points, and to f iarties having their goods in store, they must 00k for their shipments. Tbe Western 4 Atlantic Railroad brought in to-day 158 loaded cars—principally Corn and Bacon. Receipts for Atlanta, principal articles, are as follows ; Bacon ..23 Hogsheads. Lard 161 kegs.
