Tbe reports in regard to reinforcing Foil Pickens, it is apparent, were put out for the oole purpose of helping the Republican cause in Conneotiout and Rhode Island. No such orders have been issued, or been contemplated. I reiterate my dispatch of some days since, that within n very ehort period Fort Piekeos will be evnounted. It is even now a matter of almost impossibility to land supplies there, and by the end of next week the administra tion will find that it cannot make the attempt, much less succeed. THE POLICY OF THE SOUTHERN COM MISSIONERS. Washington, March JO, 18G1. Tbe nervousness which has been privately developing itself for two or three weeks past at ihe South in regard to the policy of tbe Confederate Stales Commissioners at Wash ington, has broken out at last in a captions leader in the New Orleans Della, which will be followed up, it is understood, by a general volley from the entire war wing of the seces sionists. To the ability and cousumaiate tact and address of the Commissioners, tbe country is indebted for the peace it now enjoys, and the removal of Federal troops from the seced ed State*, which will soon take place. Their policy has been “masterly inactivity'' from the start—parley, diplomacy, the avoidance of all abrupt issues, accepting every overture for time, with the conscious kuowledge that if ike administration could afiord to ask for delay their true policy was to give it. By this means an opportunity has been afforded President Davis to concentrate an overwhelming force on Fort Pickens, rendering its abandonment a necessity, and affording time for deliberation on the question, which must enure to interests of peace. Gentlemen of the Virginia Convention, (big is what Greeley of the New York “Tribune’’ says of tbe report of your Committee. And as Greeley’s “Tribune” is understood to speak the sentiment of the Black Republican masses of the Northern States, you will see what an iuviting prospect there is for the “preservation of this glorious Union,” through your benev olent and patriotic exertions ! Hear what he says: The Virginia Convention, by a unanimous vote yesterday, expressed its preference for the report of the Committee on Federal Rela tions, which will be found in full in our tele graphic dispatches. It proposes that Slavery shall be perpetual in all the territory South of 36° 30' now in possession of the United States, or hereafter to be acquired ; that the Slave holders shall have the right of transit with their Slaves through all tbe Stales; that fugi tive Slaves not given up shall be paid for; and that persons of African descent shall not be allowed to vote or to hold office. Aud these propositions it is proposed to incorporate into the Constitution, never to be amended or abol iahed I If such are the term* on which Vir ginia will iusist as a condition for remainisg in the Union, we hope she will secede without delay. They are too preposterous to be eveu considered by the free States. Greeley is mistaken. The final vote has not yet been taken upon the report which he so indignantly denounces. r J he Missouri Legislature haa passed a reso lution, declaring it inexpedient for the Gene ral Assembly to take any steps for calling a National Convention, to propose amendments to tho Constitution. The vote was 02 to 42. The North Carolina Legislature adjourned without taking any steps for the appointment of delegates to tbe proposed Border State Con vention ; and Governor Ellis will take no step in that direotion. How many other Slave States will be represented, this deponent can not say. But will Virginia go into the Border State Convention without Missouri and North Carolina? Will even the submissionists say •he ought to do so? Wa understand, by tha way, that the advo cates of the Border State Convention, in this region, advocate tbe appointment of delegates by the Mechanics* Hail Convention, said dele gates to be taken exclusively from tbe submis sion party of tbe State. Tbe reader will see, therefore, that they are for turning the “Bor der State Convention” into a more meeting of Union-shrieking politioiaos from Virginia, Maryland, Kentucky and Tennessee. What interest will the true hearted men of Virginia feel in the proceedings of a body thus consti tuted ? What respect will they pay to its au thority ?
