On each hundred dollars worth of merchan dise and atoek in trade, brought into the olty and exposed for sale by any person (exoept such as are refurnishing their former stock) after the time for making tax returns shall have expired, the amount of wbioh stocks shall be returned on oath by the owners thereof, or his agent, to the Marshal of the city, whose duty it shall be to report tbe same in writing to the Tax Receiver and Collector for tbe city, eixty (60) oents.
