M. last Sanday, Lincoln sent ad is patch to Baltimore, inviting Mayor Brown and Gov. Hicks to a consultation at Wasbingtop. Tbs Mayor replied that Got. H. had left the city, when the invitation was renewed to him, end he reached Washington at 10 A. M., in company with Messrs. lV>llis, Brune & Dob bin, where they met the President, Cabinet, and Gen. Scott. Mayor Brown informed Lin coln that no more Northern troops could paes through Baltimore, Lincoln protesting that he only designed them to protect tho ospitsl, and not any aggressive purpoee against the Siwfh. 11s remarked that "being unable to bring them up the Potomac in security, the Government must either bring them through Maryland or abandon the Capital. Gen. 8cott said they might pass by two routes without passiog through Balti more. The Mayor could not answer for the people of the State, nor for tba citizens of Baltimore, should they leave the oity. It 1 finally agreed that no more troop* would at- tempi to go through Baltimore, unless their passage were obstructed at otbor pointi In the Plate, when they would attempt to fight their way through Baltimore to Washington.
