Interview between Lincoln and the Mayor of Bal
timore—The Mayor's Statement.
Baltimore, April 21, 7} P. M.
Mayor Brown received a dispatch from the
President cf the United States at 3 o’clock
A. M. directed to himself and Governor Uieka,
requesting them to go to Washington by spe
cial train, in order to consult with Mr. Lin-
ooln for the preservation of the peace of Ma
ryland. The Mayor replied that Governor
Hicks was not in the city, and inquired if he
should go alone. Receiving an answer by
telegraph in the affirmative, his Honor, ac
companied by George W. Dobbin, John C.
Brane 4 and 8. T. Wallis, Esqs, whom he had
summoned to attend him, proceeded at once to
the station.
After a series of delays they were enabled
(o procure a special train about half-past sev
en o’clock, in which they arrived at Washing
ton about ten. They repaired at onoe to the
President’s house, where they were admitted to
an immediate interview, to which the Cabinet
and Geneaal Scott were summoned. A long
conversation and discussion ensued. The
President, upon his part, recognized tbs good
faith of the city and Siste authorities, and in
sisted upon his own. He admitted the exci
ted state of feeling in Baltimore, and his de
sire and duty to avoid ths fatal consequences
of a collision with the people. He urged, on
tho other hand, the absolute, irresistible ne
cessity of having a transit through the State
for such troops as might be necessary for the
Federal Capital. The protection of Washing
ton, be asseverated with great earnestness,
was the sc le object of concentrating troops
there, and be protested that none of the troops
brought through Maryland were intended for
any purpose hostile to the State, or aggressive
as sgaiust the Southern St>it*s.
Being now unable to bring thtm up to the
Potomac in security, ths Government
either bring them through Maryland or aban
don the Capital. He called on Gen. Scott for
his opinion, which the General gave at length,
to the effect that the troops might go through
Maryland, without going through Baltimere,
by either oarryirg them from Perrysville to
Annapolis, and thence by rail to Washington,
or by briugiug them to the Relay House on
the Northern Central Railroad, and marching
them to the Rely House on the Washington
Rail Road, and thence by rail to the Capital.
If the people would permit them to go, by
either of the routes uninterruptedly, tbs ne
cessity of their passing through Baltimore
would be avoided. If me people would not
permit them a transit thus remote from the
city, they must select their own best route,
and, if need be, fight their way through Balti
more, a result which the General earnestly
deprecat sd-
The President expressad his hearty concur
rence in the desire to avoid a collision, and
said that no more troops should be ordered
through Baltimore if they were permitted to
go uninterrupted by either of the other routes
suggested. In this disposition the Secretary
of War expressed his participation. Mayor
Brown assured the President that the city au
thorities would use all lawful means to pre
vent their citizens from leaving Baltimore to
attack the troops in passing at a distance;
but he urged in the same lime the impossibiN
ity of their being able to promise anything
more than their best efforts in that direotion.
The excitement was great, he told the Presi
dent ; the people of all closes were fully arous
ed, and it was impossible for any one to an
swer for the ocnsequences of the presence of
Northern troops anywhere within our borders.
He reminded the President also that ths ju
risdiction of the city authorities was confined
to their own population, and that he oould
give no promise for the people elsewhere, be
cause he would be unable to keep them if giv-
The President frankly acknowledge this
difficulty, and said that the government would
only ask the city authorities to use their best
efforts with respect to those under their juris
diction.
The interview terminated with the distinct
assurance on the part of the President that no
more troops would be sent through Baltimore
unless obstructed in their transit in other di
rections, and with the understanding that the
city authorities should do their best to isstrain
their own people.
The Mayor and his companions availed
themselves of ths President’s full disoussion
of the questions of the day to urge upon him
respectfully, but in the roost earnest manner,
a oourse of polioy which would give peace to
the country, and especially the withdrawal of
all orders contemplating the passage of troops
through any part of Maryland.
On returning to the cars, and just about to
leave, about 2 P. M., ths Mayor received a
dispatch from Mr. Garrett, announcing the
approach of troop* toCookoysvillo, and the ex
citement consequent upon it in the eity. Mr
Brown and his companions returned at once
to the President, and asked an immediate au
dieace, which was promptly given. Tha May
or exhibited Mr. GarretPs dispatch, which
gave the President great surprise. He iosue
pisteiy summoned the Secretary of War sod
Gen. Scott, who aooa appeared, with other
members of tha Cabinet. The dispatch was
submitted. Tha Pratident at once, in th*

troops, saying that he had no idea they would
be there to-day, and lest there should be the
slightest suspicion of had faith on his part in
summoning tha Mayor to Washington, and al
