SOMETHING ABOUT THE CABINET.
The Cabinet of Mr. Lincoln is understood to
eontaln the representatives of three different
courses of policy—that trinity of aoGon which
generally produces torpid and uncertain mo
tion or comploio root. First, hem am tbom
who would, at any risk, vindicate ibe light*
they claim for tbe Federal Government, ai.d
use force, even though it could only, iu its
most successful application, overrun the Stales
of the South, and compel aiemporiarj submis
sion without leading to the re-ewablishinut
of the Federal authority, or the m incorpora
tion of the States with the Union. Secondly,
there art thorn—men of JoieiJtct asd capaci
ty— who, dissenting altogether from the doc
trines propounded by the leaders of the revo
lution, and convinced that (be separation will
not bo ptrmament, see the surest end eafest
mode or action io tho total abstinence from all
aggrteoive assertion of rights, and in a policy
of leinez alter of indeterminate longitude and
latitude.
Tbe statesmen believe that, like most revo
lutions, tbe seoession is tbe work of a minor-
ty, and that a strong party of reaction exists,
which will come to tbe front by end by, “ ex
pel the traitore,” and return triumphantly with
their repentant State* into the bosom of tbe
Union. Tbe gentlemen who hold those views,
have either a moreaccurate knowledge than ibe
publio, are better read in the tigns of the
times, or have more feith in the efficsoy of in
action, or the love of Americans for tho Un
ion, than is poseevsed by most of the outer
world. The third pirty is formed of those
who are inclined to take the 8outh at their word
—to out tho cord at once, believing that the
loss would be a gain, and that the Southern
Confederation would inflict on itaelf the moot
signal retribution for what they consider as
the crime of breaking up the Union.
THE LOVE FOR TOE CONSTITUTION.
Practically, so far as I have gone, 1 have
failed to meet maoy people who have really ex
hibited any passionate attachment to the Un.
ion for its own sake, or who pretended to be
animated by any strong feelings of regard or
admiration for the Government of the United
•States in itself. Tbe word “Constitution ” i*
forever tinging in ono’s care; its “principles”
aad its authority are continually appealed to,
but the end is no nearer. Tbe other day I
bought the whole Constitution of the Uni
ted States neatly printed, for three half pence.
But tho only conclusion I could draw wee
that it was better for Stales not to have Con
stitutions which could be bought at such mod
erate prices. It is rather en importune mo
ment for tbe Professor of the Harvard Law
School to send forth its lecture on the Consti
tution of the United States, and on the differ
ences between it and that of Great Britian.
Just as the learned gentleman is glorifying
in (he supremacy of (be Judioiai body of the
United States over Congress, Presidents end
Legislatures, the course of events exhibits that
Supreme Courts as a mere nullity in ti e body
politic, unable to lake cognisance or unwilling
to act in regard to mat lets which are tearing
tbe Constitution to atoms. No on* thinke of
appealing to it or invoking itc decision. And,
atter all, if the Court were to decide, what
would be the uae of its judgment if one or the
other of (he two great parties resisted it f—
Tbe ultima ratio would be the only means by
whiebthe decision could be enforced. In the
very midst of the hjtniii which are offered up
around the shrines of tbe Constitution, wheth
er eld or mooded, all celebrating the powers of
the great priceless of the myvterics, there are
heretic voioee to be heard, which, iu addition
to other matters, deny that tbe 8upreme Court
wse ever intendod by the Constitution to ex
ercise the sole and final right of interpreting
the Constitution, that it is competent to do so,
or that it would be safe to give it tbe power,
lie powers are judicial, oot political, aud Mr.
Calhoun oa that very point said :
11“ Let it never be forgotten that if we should
absurdly attribute to the Supreme Court the
exclusive right of construing the Constitution,
there would be in fsot, between the sovereign
and subjeet under such a Government no Con-
stitu.iou, or at Ieaat nothing deserving (he
name, or serving the legitimate object of so
•acred an instrument.”
The argument revolves in a circle ; it ends
nowhere, and there seems no solution except
such as concession or a sword cut may give.
The influence of England and of France on
the destinies of the Republic is grewter than
any American patriot would like to admit. It
must aot be espected, therefore, that there
will be auy proor of exoesaive anxiety affor
ded by the leaders of either parly in reference
to the course which may be taken by the Eu
ropean Governments in tbe present crisis; but
it is not the less to be apprehended that an im
mediate recognition of the Confederated Inde
pendence of the South, or of the doctrine of
absolute individual sovereignty oa tbe part of
thoeo States, may preoipipate the hostile ac
tion* which, in the event of abeolwt* iual sep
aration, seems to be inevitnbie. To the North
it would ben heavy blow nod great discour
agement, tbe coneeqaeueee of wbieb could on
ly bo averted by some very violent remedies.
Separation without war is scarcely to bo ex
pected.
