8«c. 4. Amd be it further enacted. That on the
entry of any goods, wares, or merchandise, im
porwd on «>r afiar the 31st day oi August alore-
»aid. the decision of the Collector ol tbe Cus
tom* at ihe p««rt of impoitation and entry, as
to their liability to duty or exemption there-
iron shall be final end ooncltnive against the
owner, imjiorter, consignee, or agent of any
such gwods, were* and merchandise, unless tbe
owuer, importer, consignee or agent shall,
thin ten days after such entry, give notice to
tbe collector, in writing, of his dissatisfaction
with suoh decision, salting forth thereto dis
tinctly and specially h*a ground of objective
thereto, and shall, within thirty days after
date of such decision, appeal therefrom to the
Secretary of the Treasury, whose decision on
such appeal shall be fiual and conclusive; end
the said goods, wares and merchandise shall
be liable to duty or exemption therefrom ac
cordingly, any Act of Congress to ihe contrary
notwithstanding, unless suit shall he brought
within thirty d«ys after such decision, for any
duties that may nave been paid, or may there
after be pant, on said goods, or within thirty
days after the duties shall have bees paid la
oases where such goods shall be in bond.
Sec 5. Be it further enacted. That It shall be
lawful for the owner, consignee, or agent of
imports which have been actually purchased
or procured otherwise than by purchase, on
eutxj of the same, to make such addition in
the entry to the cost or valae given in the in
voice as, io his epinioo, may raise the same to
true market value ol such imports io the prin
cipal markets of the country whence the im
portations shall have been made, aed to add
thereto all costa and chargee whioh, under ex
isting laws, would form part of the true value
at the port whrre the same may be entered,
apon which the duty should be asseeaed. And
it shall be the duty of the Collealer within
whose District Ihe same may he imported or
entered, to cause the dutiable value of aoch
imports to be appraised, as tins a ted and aseat-
twined, in accordance with the provisions of
existing laws; and If tho appnafeod value
thereof shell exceed by ten per eeatum, er
more, the value so deflated «* edify, then in
