Section I. The Congress of Confederate
Staten of America do enact. That from And after
the thirty first day ol August uext a duty shall
be imposed on all goods, products, wares sod
merchandise imported froiu abroad into the

Site. 2. And be it further enacted, That there
shall be levied, collected and paid, on each
and every non-eouiuerated article which bears
asiinilitude, either in material, quality, text-
are, or the usea to which it may be applied, to
any enumerated article* chargeable with duty,
the lime rata of duty whicu ia levied and
charged on the enumerated article by the fore-
going echedulea which it moat resemblea in
any of the particulars before mentioned; and
if any noo-enumerated article equally resem
bles two or more enumerated articles on which
different rates of dnty are chargeable, there
shall be levied, collected and paid on such
non-enumerated article, the same rate of duty
as is chargeable on tbe article which it resem
blea paying the highest duty. Provided, that
small ariic>es manufactured from two or more
materials, the duty shall be assessed at the
highest rates at which any of ita component
parts may be chargeable. Provided further,
that on all articles which are not enumerated
in the foregoing schedules and cannot be class
ified under ibis section, a duty of 10 per cent
ad valorem shall be charged.
fiac. 3. And be it further enacted. That all
goods, wares, and merchandise, which may be
in tbe public stores as unclaimed, or in ware
house under warehousing bonds, on the 31st
day of August next, shall be subject on entry
thereof fur consumption, to such duty as if the
same had been imported, respectively, after
that day.
Sac. 4. Amd be it further enacted, That on tha
entry of any goods, wares, or msrchandise, im
ported on or after the 31st dav of August afora-
said, tha decision of the Collector ol the Cus
toms at the port of importation and entry, aa
to their liability to duty or exemption there
from, shall be final and conclusive against the
owner, importer, consignee, or agent of any
such goods, wares and merchandise, unless tbe
owner, importer, consignee or agent shall,
within ten days after such entry, give notice to
the colleotor, ia writing, of hie dissatisfaction
with auch decision, setting forth therein dis
tinctly and specially his ground of objection
thereto, and shall, within thirty days after
date of auch decision, appeal therefrom to the
Secretary of the Treasury, whose decision on
such appeal shall bo final and conclusive; and
tha said goods, wares and mercbaodiaa shall
be liable to duty or exemption therefrom an-
cordingly, any Act of Congress to the contrary
notwithstanding, unless snit shall be brought
within thirty days after such decision, for any
duties that may bavo.btnn paid, or m
