In nineteen days Congress is to assemble at Washington in extra session, unless Jefferson Davis should get hold of it before the Fourth of July. Tbo first thing Congress must do is to pass an indemnity bill in favor of the President, to proteot him against tbe legal consequences of those unconstitutional sots wbioh necessity has compelled him to adopt for tho preservation of the Government, in tbe next place, Congress ought to provide for the expenses of tbe war. To do this effectu ally, instead of borrowing from merohants, it ought to establish a national bank, with a capital of one hundred and fifty millions, whence the Government would be enabled to obtain a loan of fifty millions immediately upon the security of the deposits and the in coming revenue. The next thing to be at tended to is tbe inoresse of the navy and the efficiency of the War Department. Laaily, a general bankrupt law must be passed to re lieve merchants from their liabilities, and to enable them to commenoe a new career under brighter auspices. All tbsse measures msy oasily be passed iu three weeks. There if no need of disenseion. It ia oo time for talking. Aotion ia what ie wanted. Leonidas Polk, of the Episcopal Diooeso of Louisiana, has been appointed Major General of the Provision al Army, to command the Department of Red River and Miesiseippi. [Bishop Polk is one of the most distinguish ed prelates of tho Episoopal Church, in the South, and associated with Bishop Elliott, of our own Slate, was mainly instrumental in raising tho fund for tho establishment of the University of the South at 8uwanee, in Ten nessee, where his house with that of Bishop Elliott, was burned by abolition incendiaries. That cause must be just and patriotio that en lists the hearts and bands of sueh supporters.
