He estimates the total receipts into the Treasury for tbe fiscal year at $320,000,000. He thinks tffht the taxing of articles now ex empt from duty, will inereaso the revenue $7,000,000, and estimates the total receipts from tbe sales of pnblio lands and from cus toms, si $60,000,000. 11a recommends the direct tax to be laid ou domestio luxuries, including liquors, beer, to* bscco, bank notes, spring carriages, and leg atee ; and suggests a considerable reduction of the salaries of office holders. In the House of Representatives, tbe follow ing resolution was adopted: That the House, during the extra session, wilt consider only bills aod resolutions concerning Military and Naval affairs, and financial affairs connected therewith: and that all other matters, exoept raising revenue, be referred without debate to the proper committees, to be considered next session. Owen Lovejoy, of Ohio, offered the follow ing: 44 That it is no part of the duty of the army to capture and return fugitive slaves; and that the Judiciary Committee inquire in to the expediency of repealing the Fugitive Slave Law.” Passed—ayes 92, nays 55. The proceedings thus far have been confin* ad to the consideration of revenue and judi- oiary matters. A Committee of five, with power to send for persons and papers, baa been appointed. It will examine into the details of army con tracts, and has the privilege to report at any time. The House passed & bill appropriating $0,000,000 to relieve, immediately, the dis tress of the army. The President has been called on by Con gress for tbe correspondence of the Spanish Government in relation to the annexation of San Domingo to that country. The Senate has passed a bill remitting the duties on imported arms. Senator Trumbull, of Illinois, delivered a eulogy on Douglas. Gen. Scott has forbidden tbe telegraph to report the movements of the army. Fortress Monroe, July 10.—The “Quaker City,” an armed frigate, with several gun boats, are preparing to attack Sewell’s Point. A cartridge chest exploded, killing two Rhode Islanders, and wounding many. The Garibaldians—a mutinous company— are imprisoned, and tbe leaders will be made examples of. An undue mortality is prevailing in several of tbe New York Regiments—attributable to excessive drinking. Baltimork, July 10.—The latest Martins- burg advices are up to Saturday night. Gen. Patterson was motionless. Louisville, July 10.—Travel between the North and South is but little interrupted.— Passengers from Nashville via the Edgfield Road, meet with but little delay. Hence, South, the detention is six hours. The trains 8outh hitherward, arrived to-day two hours behind time. The Memphis trains both ways oonnect closely. Rev. G. B. Overton, Pastor of Asbury Meth odist Churoh South, left here on Sunday night with volunteers for the Confederate States.— He preached to bis congregation Sunday.— Volunteers leave here in squads of probably one hundred a day. If the South is whipped in this contest, Kentucky’s best families will go in mourning. Kansas City, July 10.—The Fort Seott Democrat of the 7th instant reports a battle between Gov. Jackson and Col. Zeigler, near Carthage. At the first onset, the Missourians were driven back. Tbe officers ordered a re treat, but the order was not heard on the wings, which advanced as the centre of the forces gave way—thus nearly surrounding the federal forces, who retreated. The fight ing wu mainly by the artillery—the Feder alists retreating as the Miesouriane advanced. They finally reached Carthage, 7 miles dis tant from the place where the fight commenc ed. A night attack on Zeigler Is reported, when ha retreated towards 8arcoxie. Gov. Jackson is fortifying himself. Zelgler’s force is badly cut op. The lose ia variously estimated from 300 to 1,000. On Friday, Gan. Price and Ben McCullough arrived at Neoaho, 20 mile* south of Car thage with a fora# of 10,000. They there eaptnred 200 Federal*. Richmond, Va., July 10.—Tbe Adjutant General of the State bat issued orders to the commanders ef regiments In Green, Orange, Madison, Culpepper, Rappahanncok, Fan- quiar, Prince William, Loudoun, and Fairfax oonntiea, to call out the entire military force and report to General Beauregard. A letter received here from near Phillippl, states that 0. Jennings Wise's company, in a skirmish previously reported, killed a Fede ral Captain, 0 or 10 men, and took 25 prison- POST-OFFICE.
