And be it further enacted, That there shall be levied, collected and paid, on each aud every non-eaumerated article which boara asimihtude, either m material, quality, text- lure, or the usee to which it may be applied, to Tany enumerated articles chargeable with duty,! the same rate of duty whicD is levied and charged on tho enumerated article by the fore going schedule# which it moet resembles in aDy of the particulars before mentioned; and if any non-enumerated article equally resem-J bles two or more enumerated article# on which different ratea of duty are obargeabla, there shall be levied, collected and paid on such non-enumerated article, the same rate of duty as is chargeable on tbe article whioh it resem bles paying the highest duty. Provided, that small articles manufactured from two or more materials, the duty shall be assessed at the highest rates at which any of its component! parts may bo chargeable. Provided further. that on all articles which are not enumerated! in the foregoing schedules and cannot be claasl ified under this section, e duty of 10 per cent] ad valorem shall be charged. 8ho. S. And be it further enacted, That all goods, wareg, and merchandise, which may be iu tbe public stores gs unclaimed, or in ware house under warehousing bonds, op the Slstl day of August next, snail be sobtect on entry thereof for conaumption, to such duty ea if the same had been imported, respectively, efter that day. See. 4. Atnd be it further enacted, That on the entry of eny goods, wares, or merchandise, im-j ported on or after the 31st day of August afore-l •aid, the decision of the Collector of the Cus toms at the port of importation and entry, at to their liability to duty or exemption there* j from, shall bp final and conclusive against the owner, importer, consignee, or agent of any ■ such goods, wares and merchandise, unless tbe [owner, importer, consignee or agent shall, within ten days after such entry, give notice to the oollector, in writing, of his dissatisfaction! with such decision, setting forth therein dia tinctly and specially his ground of objeotiool thereto, and shall, within thirty days after date of such decision, appeal therefrom to the Becretary of the Treasury, whose decision on such appeal shell be final and conclusive; and the said goods, wares and merchandise shall be liable to dutv or exemption therefrom ac-l cordingly, any Act of Congress to the contrary notwithstanding, nnlpes suit shall he brought within thirty days after sqcb decision, for anyr duties that may have been paid, of may there after be paid, on said good*, or within thirty days after the duties shall have been paid In| cases where such goods shall be in bos4.
