Tije Southerners era c mcentrating at Win chaster. Much uneasiness is felt from an apprehsnd- ad attack on Harper’s Ferry. Sr. Louie, July 26.—Gen. Fremont has or ganised his staff Mr. Smith Martin. We are gratified to learn from a telegram re ceived yesterday, by Col. F. W. Simtns, from Captain Ba'laid, that Mr. Smith Martin, who waa reported killed in tbe battle of Manassas, is alive mod unhurt. Thanksgiving and Praise. Hon. C. G. Memminger, tbe able and accom plished Secretary of the Treasury, who is an eminently upright Christian gentleman, on Monday last offered tbe following resolutions in the Confederate Congress, which wereunsn- imousiy adopted. Resolved, That we reo>gnisa the hand of the Most High God, tbe King of Kings and Lord of Lords, in tbs glorious victory with which He hath crowned our arms at Manassas ; and that tbe people of these Confederate States are invited, by appropriate services on the ensu ing Sabbath, to offer up their united thanks giving and praise for their mighty deliver ance. Resolved, That, deeply deploring the neces sity which has washed the toil of our country with the blood of so many of her noblest sods, we offer to their respective families and friends our warmest and most corditl sympathy, as suring them that tbe sacrifice made will be oonseersted in the hearts of our people, and will there enshrine tbe name of the gallant dead aa tbe champions of free and constitution al Government. Resolved, That we approve the prompt and patriotic efforts of the Mayor of the city of Richmond to make provision for the woun ded, and that a committee of one member of each State be appointed to co operate in the plan. We hope this request will be duly observed in all our Churches in this city aud through out the whole South. To the Cltlxeus of Atlauta. Upon leaving for Virginia, I desire to ac knowledge as contributions for the General Hospital of tbe Department of the Potomac, committed to my charge, through the hands of Mrs. J. L. Rogers, one hundred and ninety one dollars and fifty cents iu money, besides about fifty dollars in wines, cordials, groceries and dry goods. Alao voluntary contributions from other ladies, in clothing and bedding to a large amount, and through l>r. J. N. Simmons, one bale cotton, (450 pounds.) And be it further enacted, That all goods, wares, and merchandise, which may he in the public stores as unclaimed, or in ware house under warehousing bonds, on the 31st day of August next, shall be subject on entry thereof for consumption, to such duty a* if th« tame had been imported, respectively, after that day. Amd be it further enacted, That on the entry of any goods, wares, or merchandise, im ported on or after the 91st dav of August afore said, tha decision of the Collector of the Cus toms at the port of Importation and entry, as to their liability to duty or oxemptkm there from, shall be final and conclusive against the owner, importer, consignee, or agent of any such gooda, wares and merchandise, unless the owner, importer, consignee or agent shall, within ten days after such entry, give notice to the collector, in writing, of his dissatisfaction with such decision, setting forth therein dis* Itinctly and specially hta ground of objection thereto, and shall, within thirty days after date of auoh decision, appeal therefrom to the Secretary of the Treasury, whose decision on such appeal ehall be final and conclusive; and the said goods, wares and merchandise shall I be liable to duty or exemption therefrom ac- oordiogly, any Act of Congress to the contrary notwithstanding, nnlees suit shall be brought within thirty days after such decision, for any duties that may have been paid, or may there after be paid, on said goods, or within thirty days after the duties shall have been paid in easee where anch goods shall be in bond. 8*o. 5.
