A company of Southern Cavalry came with in three miles of Arlington* The correspondence called for by Congress, has been refused by Lincoln, as it is incom patible with the public safety. The House has passed the Senate bill appro priating $2 000 000 for the transportation of arms to the loyal citisensof the seceded States Gen Cadwallader supercedes Gen. Mansfield, and Gen. Ryan retires. In the House the direct taxation bill has pas sed by a vote of 78 to 28. Tho Hera’d says that Secretary Wells (Na vy) has ordered a powerful naval force to guard the crossing of the Potomac below Washing ton. There i« a story that General Lee intends to cross the P Romeo South of Harper’s Ferry, but it is improbable. Four regiments from Fortress Monroe have been ordered here to check the contemplated aggressive m»veiuenls of tho rebels on this city. An entire change in the army organization is probable. Th re was a collision of the federal pickets near tho Chain Bridge (near Arlington.) Burch, of the party who went after Colonel Cameron’s body, has returned. His compan ions are held as prisoners, and himself sworn to silence. The Tribune says that Col. Lander is author ised to spend the summer here and organize a body of men of the mountains and plains with whom he whs popular while opening theover- land mail route in 1853-9. Loi'isvillr. July 23 —Green, the Policeman who killed Tompkins for hurrahing for Jeff. Davis has been discharged. Ctrao, July 28—Ti.e Southerners at Union City aro on the move. It is rumored that a fleet of steamers came from Memphis jester- day, and to-day are transporting troops to New Madrid (on the Missouri side of the Mississip pi River, • nearly opposite the line between Kentucky and Tennessee.) Scouts are reported in large numbers—their object being to concentrate at Bird’s Point (in Missouri just opposite Cairo.) Baltivori, July 29.—The members of the “ National Guard” (a three months regiment) were pathetically appealed to by Gen. Dix and consented to remain in service till Wednesday next In Forsyth. Taney county, Missouri, the fed- erals have possession of the town. They found several tons of lead concealed in the wells.— They killed five Missourians. That all goods, wares, aud merchandise, winch may bo iu the puoiic stores as uuciatmed, or iu ware house uuder warehousing bonds, on the 31st day of August next, shall be subject on entry thereof lor consumption, to suen duty as if the name bad been imported, respectively, after that day. 8kc. 4. That it shall be lawful for the owner, cousignee, or agent ol imports which have been actually purchased or procured otherwise than by purchase, on entry of the same, to make such addition in the entry to the cost or value given in the in voice as, in hisopinioa, may raise the same to truo market value of auch imports in the prin cipal markets ol the couutry whence the im porlations shall have been made, and to add thereto all coata and charges which, under ex- sung laws, would form part of tho true value at the port wh re the same may be entered, upon which the duty should be assessed. And itahell be the duty of the Collector within whoae District the same may be imported or entered, to cause the dutiable value of auch imports to be appraised, estimated and ascer tained, in accordance with the provisions of existing lawa; and if the appraised value thereof aball exceed by ten per oentum, or more, the value so declared on entry, then in addition to the duties imposed by law on the same, there shall be levied, collected and paid a duty of twenty per Centura ad valorem oo such appraised value: Provided, nevertheless. That under no circumstances aball the duty be ised upon an amount leas than the invoico or entered value, any law of Congress to the contrary notwithstanding. 8bo. 6.
