And be it further enacted, That all goods, wares, and merchandise, which may be in the public stores as unclaimed, or in ware house under warehousing bonds, on the 31st day of August next, shall be subject ou entry thereof for consumption, to such duty as if the same had been imported, respectively, after that day. Sxc. 4. Amd be it further enacted, That on the entry of any goods, wares, or merchandise, iin-~ ported on or after the 31st dav of August afore said, the decision of the Collector of the Cus toms at the port of importation and entry, as to their iiabiiitv to duty or exemption there from, shall be final and conclusive against the owner, importer, consignee, or agent of any such goods, wares and merchandise, unless the owner, importer, consignee or ageut shall, within ten days afler such entry, give notice to tbe oollector, in writing, of his dissatisfaction with such decision, setting forth therein dis tinctly and specially bis ground of objection thereto, and shall, within thirty days after date of such decision, appeal therefrom to the Secretary of the Treasury, whose decision on such appeal shall be final and conclusive; aud the said goods, wares and merchandise shall be liable to duty or exemption therefrom ac cordingly, any Act of Congress to the contrary notwithstanding, nnleaa suit shall be brought within thirty days after such decision, for any duties that may have been paid, or may there after be paid, on said goods, or within thirty days after the duties shall have been paid in cases where such goods shall be ia bond. 8xo. 5. Be it further enacted. That it shall be lawful for the owner, consignee, or agent of imports which have been aotually purchased er procured otherwise than by purchase, on entry of the seme, to make such addition in the entry te the ooet or value given in the in voice as, la hisopiuioa, may raise the same to true market value of each imports in tbe prin- eiptl markets of tbe country whence the im portations shall have been made, and to add thereto all ooett and charges which, ander ex isting laws, would form |>art of the true value at the port where the same may be entered, upon whieh the duly should be assessed.
