An Act to preicrllie the rate* of Postage In the Confed erate State* of America ami for other purpose*. The Congress of the Confederate State* of America do enact, That from and after such period a* the Post master-General may hy proclamation announce, there Nhall he charged the following rales of postage, to-wit : For every single scaled letter, and for every letter In manuscript or paper of any kind, upon which Informa tion shall he asked for or oo»wnN*U»tsd In vriltug or hy mark* or signs, conveyed In tt.e mall for any dis tance bet ween place* within the Confederate fttates of America, not exceeding five hundred miles, five cents ; and for any distance awcsedlng Svet Imndred mile*, double that rate; and every letter nr parcel hot etceed- Itlg half an ounce In weight shall be deemed a single letter, and every additional weight of half as ounce, —" shall bt l pari' r mdlten mat ter—and money package* are included in title clan* for I transmission but for delivery only', ahall he charged w it li postage at the rate of two cent * each | and lu all the foregoing cams the pottage must bo pre paid by stamps ; and In all the letter* which shall hereafter be advertised as remaining over or uncalled for in any p<.st-oflic* shall be charged with two cents each In addi tion to the regular nostage, both to be accounted for a* other postages of this Confederacy. POSTAGE ON NR\VSI*AI‘EK8, PAMPHLETS, AND OTH ER PRINTED MATTER, INCLUDING HOOKS. And be it further enacted, That all the Newspaper published within the Confederate States, not exceeding three ounces iu weight, and sent from the office of pub- | licatlon to actual and bona file subscribers within th amount; papers published six tlmn a week, six times that amount, ami papers published dally, seven times that amount. Ami on Newspapers weighing more than theee ounces, there shall b« charged on each additional ounce In addition to the foregoing rates, on those pub lished ones a week, tve cents per ounce, or fraction of an ounce, per qoarter; on those published twice a week ten cent* per ounce per quarter ; on those published three time* a week, fifteen cents per ounce per quarter; on tins# published six times a woek, thirty cents |*r ounce per quarter; and on those published daily, thirty- live cents per ounce per quarter. And periodicals published oltensr than bi-monthly shall be charged as newspapers. And other periodicals, sent from the office of publl na tion to actunl and lonajide subscribers, shall be charg ed with postage as follows, vli: The postage on the reg* nlar numbers of a Periodical, published within the Con federate States, not exceeding one and a half ounces in weight, and published monthly, shall he two and a half rent* per quarter ; and for every additional oum fraction of an ounce, two and a half eents additional; if published semi-monthly, double that amount. And pe riodicals published quarterly or bi-monthly, shall he charged two cents an ounce; and regular subscribers newspapers and periodical* shall bo required to pay one quarter's postage thereon In advance, at the oflii of delivery, unless paid at the office where published. And there shall be charged upon every other news paper, nml each circular not sealed, hand-hill, engrav- (tig, pamphlet, iwriodtcal and maga/.loe, which ahall be unconnected with any maim script or written uiatter, r and not exceeding three minces In weight, and publish ed within the Confederate States, two cents; and for each additional ouuce or fraction of an ounce, two cents additional; ami iu all cases the postage shall be pre-paid by stamps or otherwise, a* the Postmaster- General shall direct. Anil Books, bound or unhnnnd, not weighing over fonr pounds, shall be deemed mailable matter, mid shall he charged with postage, to be pre-paid l»y stamps or oth erwlse, as the Postmaster-General shall direct, at twe cents an ounce for any dlst -nee. And upon all newspapers, |*riodlcals and books, in aforesaid, published beyond the limits of the Confed crate States, there shall he charged postage at doubh the foregoing specified rates. The publishers of news|>apers or periodicals within the Confederate States, may send and receive to and from each other, from their respective office* of publi cation, one copy of each publication, free of postage. All newspapers, unsealed circulars, or other unsettled printed transient matter, placed in any post-office. l<>r transmission but for delivery only, ahull be charged postage at the rate of one cent each.
