with Governor Brown.
EXECUTIVE DEPARTMENT, )
Milledgeville, Ga., Jan. 27, 18f>2. j
Hon. Robert Toombs :
Dear Sir—It becomes my duty to inform
you that you were elected by the General
Assombly of this State at its late Session, a
Senator in the Congress of the Confederate
States. It ia a matter of the utmost impor
tance, in the present eventful period of our
history, when we are surrounded by a pow
erful foe, stimulated by wounded pride, and
revengeful hatred for us and our institutions,
that we have in our national councils our
ablest, wisest and most experienced men,
who will be able to give proper direction to
all matters pertaining to the future policy oi
the government, and to conduct our national
deliberations in suoh manner as will best
promote the public good. The whole people
of Georgia look to you at the present critical
moment, and rely with the fullest confidence
upon your known patriotism, your enlarged
experience, and your splendid talents. Had
the election for Senator been left to the vote
of the intelligent masses in this State, 1 do
not hesitate to express the opinion that you
would have been chosen by a large majority
over any other citizen of the State. Allow
me, therefore, to express the hope, in which
I have no doubt the whole people concur,
that you will accept the laborious and re
sponsible position to which you have been
invited by the General Assembly of the State,
which has so long confided in you and de
lighted to honor you. I have directed my
Secretary to forward your commission to
Richmond ; and I direct this letter to you in
duplicate, at Richmond and Manassas.
I am, very respectfully,
Your obedient servant,
JOSEPH E. BROWN.
Richmond, Va., Feb. 14, 186*2.
To His Excellency, Joseph E. Brown,
Governor of Georgia:
Sir—Your letter of the 27th ult., accom
panied by a commission, authorizing me to
represent (he State of Georgia in the Senate
of the Confederate States for six pears, from
and.after the 18th inst., has been received.
For the kind and flattering terms in which
you are pleased to refer to my public servfo
ces, accept my sincere thaokA I regret that
I am constrained to decline the proffered
honor. Upon a careful review of the person
al and public considerations which ought tu
control my judgment and action in relation
to this subject, I have determined that I can
now better serve my State and conntry in the
Army than in the Senate. I deem it not in
appropriate on this occasion to say that the
manner in which the legislature thought
proper to confer this trust upon me, relieves
me from any obligation to sacrifice either my
personal wishes or my convictions of public
duty in order to accept it. I shall, therefore,
as soon as my duties in the Provisional Con
gress terminate, return to the army.
With sentiments of the highest considers
tion and regard,
I am, very respeotfully,
Y'our obedient servant,
R. TOOMBS.
