Due thing is certain; there Is a wide-spread
dissatisfaction on account of a general opin
ion that the President baa not beet prosecu
ting the war with the vigor that he might,
and that he is not availing himself of the ad-
va itag, s of the o -unsels and judgment of the
best minds of the country. To a man know
ing nothing of the circumstances, these char
ge • wou.d seem to be unreasonable on their

we w*-re strongly impressed with the belief
that they were not unfounded, and we so ex
pressed uuislives. Now, however, it appears

Your touching appeal in behalf of the suf
fering sold ers with which Atlanta is crowd
eii, met with a noole response in our neigh
borhood. 1 know the ever.to-be-emulated
Florence Nightingale, in all htr wandering.-,
never risked so wild a horse, never climbed as
many tall fences, or trudged over so many
rough, p)< ugbed fields, as did my amiable
cousin and I the morning we set out on our
charitable expedition | and oh, how encoura
ging to be met everywhere with sympathetic
hearts and generous responses!

Chattasooga, Tesx., March 20, 1862.
No news of a very exciting or reliable na
ture this morning. There is not even that
abundance of rumors usually to be heard on
the streets. It turns out that only about 18
of onr men and about Si horses were talen
by the Yankees at the late Jacksboro’ raid.
Gen. Smith is concentrating a large force in
that vicinity, and no apprehensions are felt
for the safety of the place.
A gentleman who lives near the town of
Livingston, in this State, and who is favorably
known to parties here as a man of truth, says
that a company of tories from Kentucky went
to hia house a few days since, during his ab
sence, and dr-jve away all his horses and live
stock, destroyed his household furniture, car
ried off all his beds and bed clothing, not even
sparing hia wife’s wearing apparel and chil
dren’s clothing, and turned his family out
of doora thus entirely destitute. He gives
this incident merely as a sample of what is
going on in that vicinity, as many other fam
ilies have been similarly, or perhaps worse
treated. Many men have had to leave their
homes at the dead hour of the night for fear
of being banged, and their famil'es either
broken up and scattered, or left to the ten
der mercies of these ruthless vagabonds. It
will be remembered that the citizens of Ten-
nfeee have been toreed by the Executive to
give up their arm3 to the military authorities
of the State, and that they are now entirely
dependent upon the military for protection:
while the marauding bands of tories are made
up of renegade East Tennesseeans and Ken
tuckians, who are well armed with Minnie
muskets and Colt’s revolver*.
The New York “ Herald” of the 14th, which
has by some means found its way over the
lines, contains a map of Chattanooga and vi
einity, and in the accompanying article the
