We commence to-day the publication of a
«< Hand Btok of Miscellaneous information for
Soldiers and Offloer#,’’ by Major J. M. Rich
ardson, late of too of the 31st Regiment N. C.
Tr 'opr, but now of the Georgia Military In
stitute. This valuable work will appear in
chaptera, one or two each week. Person# who
xttjsh (n socore it entire had better send in
their order# at one. Wo shall not long be
able to supply the paper* containing the first
portion of the work.
It is copyrighted, and hence will appear
exclusively in the 11 Confederacy, until it is
published in book form.

city charter, passed by the Legislature the
12th December, 1S59, reads as follew#:

Wilmihstow, N C. f April 29.—Fort Macon
surrendered, conditionally, on Sunday last —
A portion of the garrison arrived here at 12
o'clock last night. It ii reported that Colonel
White saved all the public papers. The offi
cers were allowed their tide arms. We will
give particulars as soon as we can gather
j them. Seven of our men aro reported killed,
and a number wounded.

We hav? no wish to detract from what is
justly due Mr. Smith and Mr. Harbin for
their services. They did all they could, wilh
a willing heart and hand, and this is all any
body did. We make these remarks simply
because our correspondents at Rome, in onr
judgment, claim (hat Smith and Ilarkin ac
complished more by their effjrts than others

Wn-MixaTOH, April 29.—Fort Macon sur
rendered on Friday the 25th, and not on Sun
day, after a bombardment from the enemy’s
land batteries of ten and a half hours.
The batteries were planted behind heavy
sand banks. Tho breaching battery was 1100
feet distant, and tho mortars 1,400 feet, and
entirely concealed from the Fort.
The garriton was allowed the honors of war
from the officers retaining their side arms. All
were paroled. Seven were killed and eight
een wounded—two mortally. The enemy’s
loss is not known.
Col. White and 150 of his command ar
rived off the bar yesterday afternoon on
board the Federal gunboat “Chipewa," were
transferred to a river steamer under a flag of
truce, and reached here as stated in a former
dispatch. The others were sent up the Sound
from the Fori.

Memphis, April 25.—The Louisville Jour
nal of the 17th inst says the Federal CoDgress
has ordered an investigation into the surprise
of the Federal force at Shiloh. The indigna
tion of the people at the unnecessary and
heavy loss of life, through the surprise, is
said to be great throughout the North.
It is reported, says the Journal, that Mr.
Stanton, the Federal Secretary of War, has
resigned, owing to political differences with
the administration.
Matters at Corinth and the neighborhood
remain as they were at the date of my last
dispatch. There is no immediate prospect of
a renewal of the fight.
The Federals seem to have taken a second
thought at Fort Pillow. Accounts juBt re
ceived from the Fort report all as quiet.

Rome.
THAT KAIL BOAD CUASK, AND OTHER MATTERS.
Rome, Ga., April 26, 1862.
Iu your graphio description of “The Great
Rail Road Chase,’’ published in the “Confed
eracy” of the 16th inst., you have doubtless
unintentionally omitted to mention the name
of one of the most important actors in the
chase. 1 refer to our worthy, obliging and
gallant bachelor friend and townsman, Capt.
Cioqro Smith, the popular conduotor of the
Rome Rail Road. Had he not promptly ten
dered bis services and that of his engine, to
pursue the Lincoln emissaries, this—“the
most daring undertaking that Yankees ever
planned or attempted to execute”—would
certainly have been executed to the letter, as
before Messrs. Fuller, Murphy and Cain (I
hope the latter i# not related to the wicked
Qian that killed hie brother) could have fired
up another engine, the nefarious scamps
would base out off the pursuit by burniug
several bridges before they could have been
overtaken. Capt. 8mith accompanied his
engine and did more than his share of the
ba?d work in ^moving obstructions and re
placing rails where they had been torn up.
Thus you perceive, through the indefatigable
exertions of cur Cicero, “this most extraordi
nary and astounding" adventure was com
pletely thwarted. Although this ia not ex
actly the “Ciceronian age,” yet we, as Ro-
vum, will always render unto “Cieiro” the
meed of our praiae for all his meritorious ac
tions. Our Smith is none of your J. Henlye or
common Butter milk Cheeee Smiths, but a
genuine Smith, of the “Cicero -nian order!
In doing justice to Capt. Smith, I would
not detract one iota from the justly merited
encomiums you have lavished upon Messrs.
Fuller, Murphy and Com. All acted well
their part and deserve the plaudits and grati
tude of their countrymen and country women
too. Our Cicero prefers the smiles of the
Utter, 1 know.

Guntersville, in Alabama, on the Tennessee
river. This point js only about 75 miles from
Rome, and they may take it into their fool

Rxmaxkj.—We regret that no more notice
was taken of Mr. Smith, the Conductor, and
Mr. Harbin, the Engineer on the Rome Road,
than was in our account of the matter. A few
days ago, we published a short note from our
old correspondent Bacrcs on this subject,
and now publish the remarks of Wgxy Not
above. W« have this to say, however : that
however willingly they rendered their ser
vices, aad however valuable, the capture of
the thieves did not depend upon the engine of
the Rome Road. The down way freight t"in
we# there at the tiqie, *ud voqld have been
t*ieg—it waa prepared by Fuller
aad Murphy to start in pursuit, when Mestra.
Smith and Harbin tendered their engine and
•ervices—a very eredltable thing on their
part, for which they desert® great praise.
Every body, indeed, seemed anxiotxa to da all
they could.
It ia not impossible that the villains would
base been overtaken while tearing up the
track above Kingston—and certainly they
would base beta sooner overtaken any way
—if pursuit from Kingston bad been made
Our Gunboats at New Orleans.
The Charleston “Mercury of Friday last
says:_
“We have the best authority for stating
that the powerful iron-clad steam-ram Louis
iana is now readf for action. She is com
manded by the gallant Captain R. B. Pegram.
It was intended that she should have ascend,
ed the Mississippi, to co operate with Beau
regard, but the people of New Orleans were
unwilling to part with her at so critical a
juncture, and hence the Louisiana wag de
tained. We should not be surprised to hear,
at any moment, that she has shown her teeth
to the Yankee Fleet.
From Corinth.
A letter from Gen. D. C- Buell, dated head
quarters of the army ot the Onio, to Gen
Beauregard, commanding the army of the
Mississippi, was received on the 10th, ratify
ing the exchange of wouuded prisoners, as
arranged by Gen. Breckinridge.
Col. Jacob Thompson expected to leave for
llichoiouk on the 20th, witn a large number
of the enemy’s flags—trophies of the battle
of Shiloh.
We find the foregoing in the Memphis Ap
peal of the 23d inst.
Then Buell is not dead.
Mr. Thompson passed through this city
yesterday morning accompanied by one of
Gen. Beauregard’s aids.

Our New Terms.
On the 15th of April our increased Terms
went into operation. We very much re
gret the necessity which compels us to take
this step in order to insure our ability to
keep up the publication of our paper. We
cannot afford to publish it at a loss, and we
Know our patrons do not desire us to do so.
When the cost of paper, ink, and everything
connected with the publication of a first class
daily paper, again, diminishes, we will either
reduce our terms or increase the size of our
paper.
Our object has been to make our paper
useful by an extended circulation, at rates
so low that every body could afford to sub
scribe. We have succeeded in getting a very
large circulation, aad if times had remained
as they were when we commenced the paper,
W® would now, with our large circulation,
have been able to increase its size and en
hance its interest.
We shall labor earnestly to make our paper
useful and interesting. Our object shall be
to Berve the people and promote the best in
terests of the country. We shall do this as
cheap as we possibly can, so as to make our
paper meet expenses.

an independent regiment I am authorised
by the Secretary of War to raise.
Companies or individuals tendering their
services at my Camps, or by writing to me,
will receive orders for transportation to this
place. I will receive fractional part# of com
panies on the same terms, and give them time
while in camp to fill up.
Fifty Dollars bounty will be paid as soon a#
they arrive at my camps. The money is here.

T HE “Ladies' Soldiers’ Relief Society” beg
leave to correct the erroneous impression
a# to the removal of the Hospital# from At
lanta. The Hospitals have not been removed,
nor wiil they be removed soon. The Bociety,
therefore, earnestly solicits contributions of
hospital stores. Should the Hospitals be re
moved to some point nearer the army, these
stores will then be promptly forwarded to
