Sko. 9. Be it further enacted, That persons
not liable to military duty may be received as
substitutes for those who are, under such
regulations as may be prescribed by the Sec
retary of War.
Sec. 10. Be it further enacted, That all va
cancies shall be filled by the President from
the company, battalion, squadron or regiment
in which suo vacancies shall uccurr, by pro
motion accordin to seniority, exoept in
cases of disability or other inoompetency :
Provided, however, That the President may,
when, in his opinion, it may be proper, fili
such vaoanoy or vacancies by the promotion
of any officer or officers, or private or pri
vates from such company, battalion, squad'
rou or regiment, who shall have been distin
guished in the service by exhibition of valour
and skill, and that whenever a vacanoy shall
occur in tho lowest grade of the commission
ed officers of a company, said vacancy shall
he filled by election : Provided, That all ap
pointments mado by tfce President shall be
by and with the advioe and consent of the
Senate.
Sec. 11. Be it further enacted, That the pro
visions of the first section of this aot re
lating to the election of officers shall apply
to khose regiments, battalions and squadrons
which are composed of twelve mouths and
war companies oomhiued in the same organ'
lxatien, without' regarl to the manner in
which the officers thereof were originally ap
pointed.
Sec. 12. Be it further enacted, That each
company of iuiantry shall consist of one hun
dred and twenty^fivs rans and file; each
company of field artillery of cne hundred

2 After the besr, as it la called by saltpetre
makers, has settled, draw it off into another
vessel and add common ley to it until it ceases
to curdle or elodd, t hen it may be boiled until
it thiokana, or until s drop of the beer thrown
•>n a cold surface crystalize3. The beer should
then be suffiored to cool, when the saltpetre
will form in beautiful white crystals. The
saltpatre should then be dried ia the sun, and
afterwards put up in 'begs or boxes for ship
ment.
The mother beer—after the crystallaea salt
petre haB been taken out—should bo put back
in the boiler age in, for it contains considera
ble saltpetre not crystelksed. Should the salt- j
petre have a dingy color, it is because too
much ie- has been put in it. The petre may
be purified by soaking it in a tub of e ear water,
and in that case the waler should afterwar.-s
be put into the boiler, because it contains a
great deal of the saltpetre in solution.
It will be remembered that the beer, follow
ed through the entire process of manufacture,
was first passed through hopper No. ! twice,
and then once through hopper No. 2. This
was d^ne to give a beer holding a large quan
tity of saltpetre In solution, and thereby ma
ting tho boiling process that much lees. Now,
to keep this up, pa&e the water through No. 1,
then through No- 2, and afterwards through
No. 3, snd thence to the boiler - Now, No. 1
a as been dripped three titties, and is axbeua*-
eu of saltpetre, aad may he em tied and re
filled with new earth. White this is being
done to No. 1, pass water through No 2, then
through No. 3, and lastly through No. 4, and
then to the boiler. No. 3 may now be re
filled, and wh.la it ia being done, pass water
through No. 3, then thiough No- ■», then
4, then through No. 1, and then to the
boiler. By tbi» mods you always have one
nopper being refilled with new earth, and ms
king the beer lew, the boiler without e stop."
You can increase the number of hoppers to
twelve if you have three hands, and then you
can make a proper division of tne work—one
engaged in boiling, one refilling the hoppers,
and the third making lye. When the earth
contains an average amount c-f sultpetre,
three hands can make r.bout ^>ne hundred Tbs.

The government is giving 60 cents per po’d
for ail saltpetre delivered at any depot on a
railroad, in good condition for transportation
on tho cars, until the first day of January,
IS68, and payment will be made on the re
ceipt of the depot agent, by any quartermas
ter in the Confederate Bervic*,.
p, g,—Common alum may be used to erys-
taiice the saltpetre instead of lye, but the
writer is not familiar with the use of alum in
making saltpetre, and therefore cannot give
the quantity to bo ured. The manufacturer
can experiment until he gets the proper pro
portion.

regiments, by electing all their officers, which

days, with transportation home and back,
shall be granted to all those retained in the
service by the provisions of this act beyond
tho period of their original enlistment, and
who have heretofore not received furloughs
und*r the provisions of an act entitled “An
Ac; providing for the granting of bounty and
furloughs to privates and non-commissioned
officers in the Provisional Army.” approved

one, said furloughs to be granted at such
times and in such numbers as the Secretary
of War may deem most compatible with the
public interest; and Provided further, That
in lieu of a furlough, the commutation value
in money of the ransportaiion hereinbefore
granted, shall be paid to each private, musi
cian, or non commissioned officer who may
elect to receive it at Bach time as the furlough
would otherwise be granted : Provided, fur
ther, That all persona under the age of eigb
teen years, or over tho age of thirty**flve
years, who are now enrolled ia the military
serrice of the Uonlederaie States, in the reg
iments, batiaiions and companies hereafter
to be organized, shall be required to remain
in the.r respective companies, battalions and
regiments for ninety days, unless their plaoes
can sooner he supplied by other reoruiia not
of eighteen and thirty-five years, and all laws
and parts of laws providing for the re-enlist-
raent of volunteers, and the organization
thereof into companies, battalions or regi-
imenis, shall be, and the same aje hereby,
repealed.
Sec. 2. Be it further enacted, That such
companies, squadrons, battalions, or regi
ments organized, or in process of organiza
tion by auihoriiy from the Secretary of War,
as may be within thirty daya from the pass
age ol this aci so tar completed as to have
ihe whole number of men requisite for or
ganization acuaily enrolled, not embracing
in said organizations any person now ia ser
vice, shall be mustered into the service ot
the Coniederate States as part of the land
forces of the same, to be received in that arm
of the service in which they are authorized
to organize, and shall eleot their company,
battalion and regimental officers.
3 ec. S. Be it further enacted, That for the
enrolment of all persons comprehended with
in the provisions of this act, who are not al
ready ia service in the armies of the Confed
erate filiales, it shall be lawful for the Presi'
dent, with the consent of the Governors of
the respective States, to employ State officers,
and, on failure to obtain such consent, he
shall employ Confederate officers, oharged
with the duty of making such enrolment n«
accordance with rules and regulations to be
prescribed by him.
Sec. 4. Be it further enacted, That persona
enrolled under the provisions of the preced
ing section shall be assigned by the Secretary
of War to the different companies now in
service, until each company Is filled to its
maximum number, and the persons so en
rolled shall be assigned to companies from
the States from which they respectively come.
Sec. 5. Be it further enacted, That all sea
men and ordinary seamen in the land forces
of the Confederate States, enrolled under the
provisions of this act, may, on application
of the Secretary of the Navy, be transferred
from the land forces to the naval service.
Sec. 6. Be it further enacted, That in all
oases where a State may not have ia the army
a number of regiments, battalions, squadrons
or companies, sufficient to absorb the number
of persons subject to military service under
this act, belonging to such Stale, then the
residue or excess thereof shall be kept as a
reserve, under such regulations as may be
established by the Secretary of War, and
that at stated periods of not greater than
three momhB, details, determined by lot,

Exemptions Under tbe Conscript Law ol
Congress.
The following exemption bill was passed
by Congress, and signed by the President
just before the adjournment:
A biU to be entitled ll An act te exempt certain
persons from enrolment for service tn the armies
of the Confederate Stales.”
Section 1. The Congress of the Confederate
States of America do enact. That all persona
who shall be held to be unfit for military ser
vice under rules to be prescribed by the Sec
retary of War ; all in the service or employ
of the Confederate States; all judicial anu
executive officers of the Confederate or State
Governmem8 ; the members of both houses ot
Congress and of the legislatures of the sev
eral States and their respective officers ; all
clerks of the officers of tbe 8tate and Con
federate Governments allowed by law ; all
engaged iu carrying the mails; all ferrymen
on post routes ; all pilots and persons engag
ed in the marine serviee, aud in actual ser
vice on rivor and railroad routes of transpor
tation ; telegraphic operatives and ministers *
of religion iu the regular discharge of min
isterial duties ; all engaged in working iron
mines, furnaces bnd foundries; all journey^
man primers actually employed in printing
newspapers; ail presidents and professors ot
Colleges aud academies, and ail teachers hav
ing aa many as twenty scholars • superin
tendents of the public hospitals, lunatic asy
lums, and the regular nurses and attendants
therein, and the teachers employ ed in the
institutions for the deaf and dumb and blind;
in each apothecary store now established one
apothercy in good standing, who is a practi
cal druggist ; superintedeents and operatives
in wool and other factories, who may be ex
empted by the Secretary of War, shall be,
and are hereby, exempted from military ser
vice in the armies of the Confederate States.
