Section. The Congress of the Confederate
States of jnenca do enact, That the President
be, and h is hereby, authorized to eall out
and placein the military service of the Con
federate iates, for three years, unless the
war sh&llhave been sooner ended, all white
men who ere residents of the Confederate
St&te3, btween the ages of eighteen and
thirty -fi-; years at the time the call or calls
may be rade, who are not legally exempted
from miitary service. All of the persons
aforesaiu who are now in the armies of
the Confideracy, and whose term of servioe
will expTe before the end of the war, shall
bo ccmiimed in the service for three years
from the date of their original enlistment,
Unless t^e war shall have been sooner ended:
Provide-, however, That all such companies,
battalions and regiments, whose term of orig
inal enlsiment was for twelve months, shall

to be fisod by the commander of the brigade,
to re organize said companies, battalions and
regimens, by electing all their officers, which

HOW TO ASCERTAIN THE PRESENCE OF SALTPE
TRE IN EARTH.
Take the earth that you may wish to test,
and pass water through it; then add lye—
made of c niTioa wood ashes—to tho water
until tha clouding ceases; afterwards boil
down the water until it is thick, then immerse
a slip of paper in the water, which, when
thoroughly dried, apply to a live coa! of fire
—if it burns with a cracking noise the earth
| has more or leas saltpetre in it. Nearly all
• the limestone cavc3 in East Tennessee and
j Western Virgin a, that are free from running
water or drips, contain more or less saltpetre.

Pot up four hoppers, suea as are used in

• After the beer, as it is called by saltpetre
makers, has settled, draw it off into another

| will form in beautiful white crystals. The

be purified by soaking it in a tub of c ear water,
and in that case tbe water should afterwards

! was first passed through hopper No, 1 twice,
* end then once through hopper No. 2. This
j was douc to give a beer holding a large quan-
j tity of saltpetre in solution, and thereby ma-
; leg tho boiling process that much less. Now,
j to keep this up, pass the water through No. 1,
| then through No. 2, and afterwards througu

for all saltpetre delivered at any depot cu a
railroad, in good condition for transportation
on the car3, until the first day ui January,
1863, and payment will be made on tho re
ceipt of tho depot agent, by any quartermas
ter in the Confederate service,
P. S.—Common alum may be used to crys-
talize tho saltpetre instead of lye, but the
writer i3 Dot familiar with tho uso 01 alum in
making saltpetre, and therefore cannot give
the quantity to be ured. The manufacturer
can experiment until he gets the proper pro
portion.

ther, That all persons under the ago of eigh
teen years, or over the age of thirty-five
years, who are now enrolled in the military
servioe of the Confederate States, ia the reg
iments, battalions and companies hereafter
to be organized, shall be required to remain
in their respective companies, battalions and
regiments for ninety days, unless their places

of eighteen and thirty-five years, and all laws
and parts of laws providing for the re-enlist
ment of volunteers, aud the organization
thereof into companies, battalions or regi
ments, shall be, and the same aae hereby,
repealed.
Sec. 2. Be it further enacted, That such
companies, squadrous, battalions, or regi
ments organized, or in process of organiza
tion by authority from the Secretary of War,
as mav be within thirty days from the pass
age of this act so far completed as to have
the whole number of men requisite for or
ganization aciually enrolled, not embracing
in said organizations any person now in ser
vice, shall be mustered into the service of
the ’Confederate States as part of the land
forces of the same, to be received in that arm
of the service in which they are authorized
to organize, and shall elect their company,
battalion and regimental officers.
Sec. 3. Be it further enacted, Thai for the
enrolment of all persons comprehended with
in the provisions of this act, who are not al
ready ia service in the armies of the Confed
erate States, it shall be lawful for the Presi-.
dent, with tbe consent of the Governors of
the respective States, to employ State officers,
and, on failure to obtain such consent, he
shall employ Confederate officers, charged
with the duty of making sucb enrolment iu
accordance with rules and regulations to be
prescribed by him.
Sec. 4. Be it further enacted, That persons
enrolled under the provisions of the preced
ing section shall be assigned by the Secretary
of War to the different companies now in
service, until eaoh company le filled to its
maximum number, and the persons so en
rolled shall be assigned to companies from
the Stater from which they respectively come,
Sec. 5. Be it further enacted, That all sea
men and ordinary seamen in the land forces
of the Confederate Siates, eurolled under the
provisions of this act, may, on application
of tbe Secretary of the ^tavy, be transferred
from the land forces to the naval service.
Sec. 6. Be it further enacted, That in all
cases w here a State may not have in the army
a number of regiments, battalions, squadrons
or companies, sufficient to absorb the number
of persons subject to military service under
this act, belonging to such State, then the
residue or excess thereof shall be kept as a
reserve, under such regulations as may be
established by the Secretary of War, and
tha* at stated periods of not greater than
three months, aetaiis, determined by lot,
shall be made from said reserve, so that each
company shall, as nearly as practicable, be
kept fulL Provided, That tbe persons held
in reserve mav remain at home until called
in-0 service by the President. Provided,
also That during their stay at home, they
shall not receive pay. Provided, turther,
That the persons comprehended m this act
shall not be subject to the rules and articles
i 0 f -yar until mustered into the actual service
1 of the Confederate States; except that said
! persons, waen enrolled and liable to duty, if
! . hev ^all wilfully refuse to obey said call,

i and punished as such under said articles:
j Provided further. That whenever, m the opm-
! ion of the President, the exigencies of the
public service may require it, he shall be au-
| fhorized to call into actual service the entire
reserve, or ?o much as may be necessary, not

diers now serving in the army or mustered
in the military service of the Confederate
States, or enrolled in said service under the
authorisations heretofore issued by the Secre
tary of War, and who are continued iu the
service by virtue of this act, who have not
received the bounty of fifty dollars allovitd
by existing laws, shall be entitled to receive
said bounty.
Sec. 8. Be it further enacted, That each
man who may hereafter be mustered into the
service, and who shall arm himself with a
musket, shotgun, rifle or carbine, accepted
as an efficient weapon, shall be paid the value
thereof, to be ascertained by the mustering
officer under such regulations as may be pre
scribed by the Secretary of War, if he is wil
ling to sell the same, and if he is not, then
he shall be entitled to receive one dollar a
month for the use of said received and ap
proved musket, rifle, shotgun or carbine.
Sec. 9. Be it further enacted, That persons
not liable to military duty may be received as
substitutes for those who are, under such
regulations as may be prescribed by the Sec
retary of War.
Sec. 10. Be it further enacted. That all va
cancies shall be filled by tfie President from
the company, battalion, squadron or regiment
in which sue vacancies shall uoourr, by pro
motion accordin to seniority, except in
cases of disability or other incorapetency :
Provided, however. That the President may,
when, in his opinion, it may be proper, fill
suoh vacancy or vacancies by the promotion
of any officer or officers, or private or pri
vates from such oompany, battalion, squad
ron or regiment, who shall have been distin
guished in the service by exhibition of valour
and skill, and that whenever a vacancy shall
occur iu tbo lowest grade of the commission
ed officers of a oompany, said vacancy shall
be filled by election : Provided, That all ap
pointments made by tue President shall be
by and with the advice and consent of the
Senate.
Sec. 11. Be it further enacted. That the pro
visions of the first section of this act re
lating to the election of officers shall apply
to those regiments, battalions aud squadrons
which are oomposed of twelve mouths and
war companies oombioed in the same organ
ization, without regard to the manner in
which the officers thereof were originally ap
pointed.
Seo. 12. Be it further enacted, That each
company of infantry shall consist of one hun
dred and twenty^five rank aud file; each
company of field artillery of one hundred
eons subject to enrolment, who are not now in
tbe service, under the provisions of this act,
shall be permitted previous to such enrol
ment to volunteer in companies now in the
service.

Exemptions Under the Conscript Law ot
Congress.
The following exemption bill was passed
by Congress, and signed by the President
just before the adjournment:
bill to be entitled “An act to exempt certain
persons from enrolment for service tn the armies
of the Confederate States.”
Section 1. The Congress of the Confederate
States of America do enact, That all persons
who shall be held to be unfit for military ser
vice under rules to be prescribed ny the Sec
retary of War; all in the service or employ
of the Confederate States; all judicial and
executive officers of the Confederate or State
Governments ; the members of both houses of
Congress and of the legislatures of the sev
eral States and their respective officers all
clerks of the officers of the State and Con
federate Governments allowed by law ; all
engaged in carrying the mails; all ferrymen
on post routes; all pilots and persons engag
ed in the marine serviee, and in aciuai ser

apothercy in good standing, who is a practi
cal druggist; superiutedeeuts and operatives
in wool and other factories, who may be ex
empted by the Secretary ot War, shall be,
and are hereby, exempted from military ser
vice in tb£ armies of the Couiederate states.

A Sealed Note, given by Jos. J W. Wilson
to B. V. Willingham or bearer, on the
1st July, 1853, for $139.15, and due one day
after date. It has on it a credit o $10, the
10th August, 1855. All persons are warned
not to trade for said note, as it has not been
paid, or disposed of by me.
