The us and abuse of spirituous liquors in
[ this community have become a nuisance ; and
it is hereby ordered that from "this date, all
certificates for the purchase of liquor must be
approved by the Post Surgeon and be coun
ter-signed at this office. No other order from
| any source whatever will hereafter be recog-
| uized.

The duty of attempting to restrain the im -
[ proper use ot ardent spirits in this city, has
i beeu accepted by myself, at the earnest Boli-
| citation of the Commandant of the Post, and
in opposition to my wishes. Having under
taken to discharge the duty, however, all per
sons interested in the above order of the Com
mandant of the Post, are informed that no
certificate in the hands of any soldier, for pro
curing spirituous liquor, will he approved,
unless it is given by a Surgeon in charge of
one of the hospitals of the oity, and no certi
ficate for the same purpose in the hand j of any
citizen will be approved, unless it is furnish
ed by the attending physician of the individ
ual for whom the liquor is required, with the
statement that it is necessary for the treat-
I rnent of the patient, accompanied with the
| name and disease of the person prescribed for

As I predicted on our arrival at Knox
ville, our next “ base ” will be the line of
the Tennessee river, and judging from the
fact that McCook’s corps d'armee has arrived
at Nashville, in time to keep our forces,
now at Murfreesbro’ from anticipating him
and marching in first, I am led to believe
that an attack on the City of Rocks, was
never intended by Gen. Bragg, and the
moving of Gen. Breckinridge’s command
to that vicinity, was for the purpose of con
cealing other important movements from
the sharp-sighted Rosenerans, who, if all
reports are true, promises to keep us from
ennui during the coming winter.
Among our military men, I find the idea
prevailing that Rosenerans will not rein
force McCook any farther, but trusting to
his ability to hold Nashville successfully
with his present force, will move his main
army to the scene of his latf campaign,
and with his tremendous force crush Gen.
Pemberton, and thus succeed in opening
the Mississippi despite the stubborn resist
ance of little Vicksburg. This plan, 1
know, would meet the approbation of
Northern fanatics, if successlully carried
out, and place the wreathe so lately worn
by Buell, and not quite settled as yet, more
safely on his brow, besides, with their im
mense transportation, their army could
easily be transported to the vicinity of
Corinth, and would he not prefer trusting
to that plan, rather than risk a general en
gagement with the troops whose mettle he
has so often seen tested ? Quien sale.
Gen. Hanson’s brigade, composed of the
heroes of Fort Don el son, were, day before
yesterday, encamped within three miles of
Nashville. This is getting pretty close, and
unless be has been ordered to tall back,
would not be astonished t» hear any mo
ment, of some heavy skirmishing in that
quarter, but beyond that, I am quite cer
tain there will be no engagement for a long
time, all sensation stories to the contrary
The rumor that Gen. Morgan had de
stroyed the pontoon bridge at Nashville
and an immense amount of rolling stock
on the-Louisville and Nashville railroad, is
without foundation, for, upon his arrival at
Edgefield, he found a large force stationed
there to receive him. And after losing
about twenty-five men, he was compelled
to fall hack to where he can operate
on the enemy’s line of communications.
The country lying between here and Se
quitchie Valley, is filled with bushwhack
ers, whose deeds of horror make the blood
curdle in one’s veins. They are princi
pally composed of those who have fled
from their homes to avoid conscription.—
Yet, friend and foe share the same fate as
their only desire seems to be to pillage.
Gen. Helm, the commandant of the Post
at Chattanooga, is taking active measures
to drive them out, and render travel safe
once more. Many urge the destruction of
every habitation and grain field in that re
gion, as the surest and most expeditious
method of ridding the country of these
Thugs, but from what I know of Gen
Helm, he will be the last man thus to entail
untold misery upon the innocent as well
as the guilty.
Every day large numbers of exiles from
Kentucky and Middle Tennessee pass by
here on their way to Georgia and Alabama,
they are allowed to leave upon parole.—
The Federals say that they now have that
country and do not care to have traitors
among them.
The bridge at this point is being rapidly
completed and I learn from the contractor
that his work will certainly be completed
by the time specified in his contract, which
it is devotedly to be hoped will be done.
The old question of foreign intervention
is exercising the minds of our military
chieftains as much as war, and in a discus
sion around a camp fire last night, 1 was
struck by the remarks of a General noted
for his good sound judgment as well as his
gallantry, said “if England does not inter
fere before the first of January next, rest
assured she never will, for by that time the
United States will have a navy that can
defend her parts against the world. Can
not England build Monitor’s and Merri-
mac's as well as Uncle Sam? asked some
one. Certainly they can, replied the Gen
eral, but they can never make them sea go
ing vessels, and it is this fact that has so
stirred up Mr. Gladstone and other gentle
men rather than a desire to befriend us. For
England sees her proud boast for years,
Britania rules the wave” fast melting in
to an airy nothing and this may stimulate
her the more. Like the General 1 am .tru
ly glad to see that our men are every day
relying more upon their own strong arms
to secure our independence than to trust to
the vain and delusive hope of interference
upon the part of foreign powers.
And here I would give my cardinal sanc
tion to the pert remarks of my Held
friend Paul, in regard to the strictures up
on Gen. Bragg’s Kentucky campaign. In
God’s name let them cease. Gen. Bragg is
again in command and do these grumblers
expect to make our gallant i*.en better sat
isfied with their lot, and urge them on to
those deeds of daring again by asking to
weaken their confidence in their leader,
whose explanation has evidently satisfied
the War Department, if not the letter wri
ters? I have the highest authority for say
ing that as soon as it is possible for him to
do so Gen. Joseph E. Johnston will take
command of the department, and until
that time if our grumblers can find noth
ing else to dc let them exercise the talent
they display in grumbling ; in providing
clothing for our ragged troops, and food
and bedding for those lying in the hospi
tals at Chattanooga and Atlanta. I have
no doubt but what they could serve their
country equally as well in so doing as by
trying to shake the confidence of our army
in the Commander-in-Chief.
Our old friend Dr. John M. Johnson at
present Acting Medical Director of the
left-wing is as indefatigable as ever in min
istering to the wantsof the sick, and under
his direction everything that can possibly
be done to alleviate their sufferings has
been done, and from “early morn till
dewy eve,” his—not exactly—syph-like
form can be seen moving among the troops.
And I risk nothing in saying that his ad
ministration here will be as successful as it
was in Atlanta.
