it is hereby ordered that from this date, all
certificates for tho purchase of liquor must be
approved by the Post Surgeon and be coun-
tcr-sigacd at this office. No other order from
any source whatever will hereafter be recog
nized.

The duty of attempting to restrain tho im-
proper use of ardent Bpirite iu this city, h:u
been accepted by myself, at the earnest soli
citation of the Commandant of the Post, and
in opposition to my wishes. Having under
taken to discharge the duty, however, all per
sons interested in the above order of the Com
mandant of the Post, are informed that no
certificate in the hands of any soldier, for pro
curing spirituous liquor, will be approved,
unless it is given by a Surgeon in charge of
one of the hospitals of the city, and no certi
ficate for the Bame purpose in the hands of any
citizen will be approved, uuless it is furnish
ed by the attending physician of the individ
ual lor whom the liquor is required, with the
statement that it is necessary for the treat
ment of the patient, accompanied with the
name and disease of the person prescribed for.

The Highest Balloon Ascent.—The Eng
lish papers contain reports of ascents made
by M. Giaisher, an aeronaut, who has reached
a Higher elevation v han had ever before been
attained. Ou a recent trip he ascended to a
height of five mites and three quar.cis (30,
860 leet.) Approaching that point, he ob
serves, the corrected bar, meter read 10 l
inches. “In attempting toreadihe wetbuib
I could not see the column of the mercury.—
I rubbed my eyes, rhea took a lens, and also
tailed. * - I endeavored to reach some
braudy which was lying ou the table at about
the distance of a foot, and found myself una
ble to do so. My sight became more dim.—
I looked at the barometer and saw it at 10
inches still decreasing last, and just noted it
in my book. Reading was at this time about

miles, as a change of an inch in the reading
of the barometer at this elevation takes place
j on a change oi height of about 2,600 ieet.
I felt 1 was losing all power, and endeavored
to arose myself by struggling and shaking.—
I endeavored to lock at the barometer again;
my head fell on one side. I struggled and
got ii right, and it fell on the other, and fi
nally fell backwaids. My arm, which had
been resting on the fable, fell down by my
aide. It became misty, and finally dark, and
I sank unconsciously as in sleep.”
The writer continued insensible for some
time, but his place was taken by a Mr. Cogs
well, who ascended still higher, until the
barometer is believed to have marked only
eight inches, implying that they were then
six and a half miles above ground! The
temperature was then some degrees below
zero ; on leaving the surface it was then fifty-
nine degrees fahrenheit. The descent was

Commanding Officer, and exhibit their au
thority for being absent from their posts.—

In obedience to orders received from Gen.
G. T. Beauregard, Commanding Department
of South Carolina and Georgia, all commis
sioned officers must report to these Headquar
ters immediately upon arrival, and not remain
longer than twelve hours at this Military
Post, unless they have special permission or
are under written orders.
Non-commissioned officers and soldiers will
not be allowed to remain in this city unless
they should be waiting the depr.iiure of trains
leading to their respective commands, and
then they must report to these Headquarters,
In view of tho fact that an extensive con
valescent camp has been ordered to be loca
ted at this point, it is thereby ordered that
no person whatsover shal* sell, or cause to be
sold, in any quantity wl-tever, any Liquor of
any kind; and if liquor is sold, in violation of
this order, by any citizen of this place, or tor
five miles around this city, the person so vio
lating shall f jrfeit hia or her liquor, and it
shall be Immediately seiied; unless the ap
plicant wishing to purchase liquor is furnish
ed with a written order from 4^e surgeon ot
said convalescent camp or by the commander
of the post.
No soldier who is, or may be, an inmate of
any of the hospitals at this post, will be per
mitted to roam around me city or its environs
without a written order from the surgeon in
charge of their respective hospitals, which
order must be countersigned at this office.

Cincinnati, November 4.—Mvjor-Gencral

bus, en route for Corinth, where he is now as
signed to the lats command of Genera! Ros-
encranz.
One hundred and forty-five more Tennessee
refugees arrived in Covington yesterday, mak
ing 590 in all now being organized into regi
ments. They are coming in sqads, and are
the most destitute and fori >rn. looking people
the human eye ever taw. several hundred
more are on the way. and it ia thought a suf
ficient number will arrive to form two regi
ments. Their description of the condition of
affairs in Tennessee is pitiable.
Cincinnati, Novemocr 5.—Tne rush at the
customhouse jesterday afternoon to receive
postal currency iras very great, and the ex
citement ran high. A company of the private
