Savannah, or any other Military Post in the
Department, will report at (he office of the
Commanding Officer, and exhibit their au
thority for being absent from their post.—
Commanding officers are expected to be rigid
and vigilant in enforcing this order.

In obedience to orders received from Gen.
G. T. Beauregard, Commanding Department
of South Carolina and Georgia, all commis
sioned officers must report to these Headquar
ters immediately upon arrival, and not remain
longer than twelve hours at this Military
PoBt, unless they have special permission, or
are under written orders.
Non-commissioned officers and soldiers will
not be allowed to remain in this city unless
they should be waiting the departure of trains
leading to their respective commauds, ami
then they must report to these Headquarters.
In view of the fact that an extensive con
valescent camp has been ordered to be loca
ted at this point, it is hereby ordered that
no person whatsoever shall sell, or uause to be
sold, in any quantity whatever, any liquor of
any kind ; and if liquor is sold in violudon of
this order, by any citizen of this place, or for
five miles around this city, the person so vie
lating shall forfeit his or her liquor, and it
shall be immediately seized; unless the ap
plicant wishing to purchase liquor is furnish
ed with a written order from the surgeon oi
said convalescent camp or by the commander
of the post.
No soldier who is, or may be, an inmate of
any ot the hospitals at this post will be per
mitted to roam around the city or its environs
without a written order from the surgeon ia
charge of their respective hospitals, which
order mast be coanteisigned at this office.

I hope, Mr. Editor, it willl not be consid
ered presumptuous in me, though one of the
humblest of hie fellow citizens, to make this
appeal through you to our brave and patriot
ic Governor—for that, he is both of these, no
one who knows him will deny. But however
ft may seem, I must speak. A sense of duty
nay, more—a sense of danger compels me to
Speak. I wi.h to urge him, and if need be, I
will entreat and implore him to convene the
legislature without a moment 1 s delay. Time is
precious, Our all is at stake. IV e have not
a moment to lose. The enemy is upon us—at
our very doors. He is rapidly marshalling
all his strength to subdue us. We must put
forth all ot ours to meet him ; or we are lost
—irretrievably lost. I am no alarmer. Nev
er have been. Indeed I am well known to
have never had the shade or a shadow of a
doubt of our ultimate success in this our life
and death struggle for our dearest rights.—
No despondent thoughts of subjugation and
ruin—of chains and slavery, have ever flitted
across my mental vision. But then we must
do our duty—our whole duty ; or our subju
gation is certain and inevitable. We must
tiae all the means of defense which a kind
Creator has placed at our disposal; or else
our early reduction to worse than Egyptian
bondage, is as certain slz that we now breathe
the -ii r of freemen. What then is to be done?
How is the foe to be driven back, and our
Stale saved from the curse and horrors of his
fiendish occupation? Unquestionably, this
can be done by calling out and patting in the
field against him all the able-bodied, non-con
script men of all ages in the State—from
the beardless youth of sixteen to the gray-
hsired sire of seventy fivo. But how are
they to be got ? Only by compulsion. Let
ihis be distinctly understood at once. A mis
take. herp is fatal. Let us not deceive our
selves by supposing that we can get any re-
spictable number of the thirty or forty thous
and able-bodied men now remaining at home,
to vo’unteer for the defense of the State, even
though the safely of themselves, and all they
hold most dear in life be at stake. I tell you,
sir, t;«ey will not. It has been fully tried,
and as fully tailed. Better—far better is it
that wo now look the naked truth in the face,
and be convinced of the fact, unpalatable
■ hough it be; that the day of voluntary en
listments has passed; for if we do not, we
shall wake up to the sad reality at a time
when it will he forever too latoto prevent our

not appreciate the danger; and cannot see

The few that do see, are mostly those who,

to avoid conscription and the draft, are still
anxious to throw the burden on other shoul
ders, and themselves stay at home.
Hence it is that neither the plan of Gover
nor Brown, as developed in his recent elo
quent and patriotic appeal to the old me t
nor the act of Congress lor the formation of
volunteer companies for home defense; nor
tho suggestions of the Missis siypian, in its
appeal “ to the members of the legislature j’*-.
nor that “ universal uprising of the people”
so urgently recommended by the Grenada
Appeal, can be at all depended upon “to stop
the onward progress of the foe.” There is
just reason to believe that neither, nor all of
these combined will avail anything of value
toward effecting that end. Compulsory le
gislation, and that alone will do it. To this
end we again urge the Governor to convene
the legislature. Let him do this at once, and
all will be well. We have no fears that, when
that body shall meet, it will promptly ad >pt
all his recommendations, even including the
repeal of the exemption laws now in force
Tho foregoing thoughts, hastily penned, I
submit for the consideration of his Excellen
cy, believing that he will attach to them such
weight as the importance of the subject de
mands. So far as they relate to the necessi
ty for legislative action, it is but just to state
that they embody the views of one of our
county Representatives, Mr. Harper, freely
expressed by him with much force and em
phasis in the presence of the writer and oth
ers several weeks ago, and doubtless since
that time communicated by him to Governor
Pettus. I am glad to see the same so ably
enforced by you, Mr. Editor, in your issue of
Thursday last. May we not hope that the
Governor’s judgment will be convinced, and
that ha will yield to our joint solicitations.

P. S.—Wednesday, A- M., Nov. 5th.—The
enemy is not yet in eight, and from a man-
who came up from below last evening, we
hear that they are still at Saluria wharf, and
are repairing damages, received from us on
Friday, 31st ult, as some unmistakable sign
of the same has drifted on shore, we having
hit them three or four times that day that we
feel certain of. On the second day of the
fight we did not fire a gun, for they had
learned by experience the range of our guns
the day before, and as they had guns that
weuld throw three or four times as far as
ours, they of course took their own distance,
and went through an hour of target practice
at their leisure, and we are at a loss what they
quit lor, ‘'for our flay was still there!' 1 But
our conjectures are that they got ashamed of
themselvis firing at empty houses and at such
a shameful advantage ; others think that they
have gone to repair damages; others, that
ffiey have gone to get fuel, ammunition anc}
help, and that they will shortly be back to
demolish us. Be that as it may, they will
not get us, except at a costly outlay on thair
part and a gallant deienge on ours. Major
Ehea told me last night that the only w&y
they would get us would be at the point of
the bayonet and with an overwhelming force.
Oh, for those two big guns that are lying in
the mud at Houston, that have oost our Gov
ernment so many dollars 1 for we could then
sink the rascals and no mistake. We have
not a largo force here, but our officers and
men have behaved very gallantly so far, and
we have great confidence that they will con
tinue to the end. D. B.

have just seen a letter from Dr. Decrow, who
lives opposite Saluria, which says that they
put ashore one of cur men, whom they cap
tured on a small schooner, aud he reports
that their big ride gun, which threw a slug of
110 lbs., bursted at the forty-first round, but
the^ would not tell him what damage it done
them, nor whether they were hit by our shot,
(our prisoner not being on either steamer,)

Dear Sir : I closed my last while theshel -
ling of our city wrs going on, but they quit a
few minutes after, say about 11 A. M., throw
ing seventy-four shells that morning. They
moved off like whipped dogs, and we have
seen noihing of them since, but we le3rn they
are down at. galuris, twenty five miles below
here anil close to the bar, and that another
lame steamer «nd two or three sail vessels are
ou^rde the bar, so that we expect another at
tack and c*n a grander scale—probably this
time they expect to burn us to the ground.
Many blame Major Shea for locating bis bat
teries drrecily in iront tf the town, by which
means our bouses suffered the whole shock of
the bombardment, thereby doing great dam
age to many of them, but we have now suf
fered about all we can suffer and our minds
art- fully madeun to fight them to the death,
for we know they can but burn the town, and
if they attempt to land that is just what we
want. Me don’t know exactly how this mat
ter will end, but we would not swap to-day
wi*:h Galveston our chance for a page in history.
We are thus far a second Vicksburg, and if we
low* ’* our flag at all, it will be to a crushing,
ovu ,r helming force. We are thus far very
proud of our position, and intend to keep
