possible, and thereby strengthened for the dead-

Y And whereas. The dreadful alternative now
forces itself upon ns ss Legislators, humanita
rians and kindred, in all its startling import,
whether our brave boys shall be clothed by ex
traordinary energy, unusual effort, and resorting
to menus apparently harsh, but really necessary,
or whether u>ey shall be suffered to shiver and
• die, away from home and kindred, in mhoBpita>.
ble climes, for the want of shoes and clothing
which are in our midst, but cannot be obtained
without the means hereafter recommended,
therefore,
Resolved, ly the Senate and House of Repre',
sintatixes. That his Excellency, the Governor
of Georgia, be, and he is hereby authorized and
requested, ii satisfactory arrangements cannot
be made with the proprietors otherwise, to seize
all the factories and tanneries and manufactured
articles in ibis State, or bo many of them aa he
may fiuu necessary, and appropriate their whole
products to tho use hereinbefore indicated, till a
good pair of shoes and a good suit of clothes are
turnished to every Georgia soldier in service
who needs such assistance. Provided, That he
seize no factory now in possession of the Con
federate Government: And provided further,
That he interfere with no bona fide contract or
ci ntractti which have been made with the Con.
federate Government or its authorized egent, or
any of said articles.
2d. That the following prices shall be paid
by his Excellency for the articles herein set
forth, viz:
For les.ther per pound, one dollar.
' For shoes, such as arc suitable for soldiers
per pair, three dollars.
For ea:h block or bunch of cotton yarn (5 lbs)
two and one half dollars.
For co- ton osnaburgs, per yard, twenty-five
cants.
For wt olen jeans, per yard, two dollars.
For cotton shirting. 2 yard wide, per yard,
twenty esnts, and in the same proportion for
shirting of any other width.
For Georgia cassimere, per yard, two and ono
half doll irs, or buch other prices as will afford a
reasonable profit upon tbe prime cost of said ar
ticles.
3d. That should any other article made,
raised, imported into, or manufactured in this

our soldiurs, in such case his Excellency, tbe
Governor, is authorized to pursue the course
hereinbefore pointed out in reference to the ar
ticles specified, and pay just compensation
therefor.
4. That in the event of his Excellency, the
Governor, seizing any factories, tanneries, and
shoe she;*, that he be authorized to employ op
erativss to work therein, and pay just compen
* sat ion'for their services.
5. That the Governor of tbe State be, and
he is hereby authorized, if necessary, to extend
..the limit of tho Resolutions for and during the
year 1863 so as to ensure clothing and shoes for
our necessitous Georgia troops tor said year.

Colonel' The General Assembly having au
tborized the Governor to provide doming and
shoes for the destitute Georgia troops in the.
Confederate service, and aa that duty properly
apertaina to your Department, I am instructed
by his Excellency to tprnish you with a copy of
the resolutions approved November 23, 1662,
(herewith enclosed, and to direct you t j proceed.
personally, or by accredited Agents, into all pans
ot the State, and to adopt such measures as
may be necessary for you to accomplish prompt
ly and tully the intentions of the Legislature.
The Resolutions arc clear and precise, and
will furnish, themselves, your best guide in the
discharge of the duty devolved upon you by tbe
Governor under them- W hatever of men ana
means may be necessary will be employed, and
•vary exerticn bronght to bear to relieve, as
speedily as possible the destitution ofonrtroops.
Measures will be adopted by this office to ascer
tain the neceisities of our men, which, when
known, will be communicated to you, with in
structions as to tbe articles to be sent, and the
points, of destination ; but until then you had
better assume twenty-five tnousand suits of
clothes and twenty-live thousand pairs of shoes,
as immediately needed.
The necessary funds will be furnished to you
upon requisition, and should you be obliged to
employ any disbursing agents, other than those
now under your control, you will put them un
der proper bonds and security-
Whatever of authority is granted by the Res
olutions, immediately, or by reasonable infer
ence, tho Govurnor directs you to resort to for
their complete and prompt fulfillment.

To Ira R. Poster, Quartermaster General:
The General Assembly has pasted the resolu
tion hereto appended as amendatory of the res
olutions passed at this session, authorizing the
seizure ot faotories, tanneries, and manufactur
ed articles, for the purpose of clothing our self-
sacrificing troops in Confederate service from
this State. I have not approved and signed
these resolutions, because they are accompanied
by another which limits the seizures to be made
to a time not to extend beyond the 20th day of
this pratsnt month. I could not, under the pro-
Visiona of the Constitution, sanction the reso
lutions copied below without sanctioning the one
which limits the term of the seizure.to the next
nine days, and 1.could not do this without vir
tually defeating this object* of the original reso-
lutiona. It is impossible tor yon to take pos
session within the next nine days of oil the fac
tories and tanneries of tho State, and it would
be unjust to seize part of them and limit them
to the prices contained in the resolutions, and
leave the others to grow rich by extortion with
out limit as to pries. Nor would it bejnat to
seize the good* in the hands of one merchant,
and 1st another keep his goods for speculation,
been successful inhiding them till alter tbe 20th
of the month. Again, if the power of seizure
is limited to soshort a time, it may be impossible
to procure a supply of clothing and shoes suffi
cient to afford substantial relief to our troops.—
As the prices .fixed by the original resolutions
wsre, however, con ttderod by the General As
sembly, upon, more mature consideration, to be
inadequate, and as discretion was allowed me to
vary tna prices then fixed, and aa the resolutions
below contain tho latest expression of the will

You will therefore proceed to execute the
orders issued through the Adjutant and In
spector General only as may be necessary
to conform prices to the orders herein con
tained.
In case any manufacturer, or tanner, or
other person, attempts to protect his goodB
or articles seized under a contract with a
Confederate officer, you will require the ex
hibition of a written oontraet, as directed in
resolution number 8. It is not expected or
Intended that any conflict be produoed be
tween you and the officers of the Confedera
cy, but it is expected that you will, in a spirit
of harmony, mutually assist one another in
the accomplishment of the great object of
clothing oar gallant Georgia troops.

The following are the resolutions referred
to in the above order:
Resolved 1st, That the Governor be; and he
is hereby, authorized and requested to order
to be paid to such parties not engaged in
manufacturing as have sold, or may sell,
their goods to the proper authorities under
the resolutions above referred to, and whose
goods have been or may be hereafter seized
by theauthority aforesaid, ten per cent, on
the cost to the owner of all such articles so
sold or seized; provided, That, in every case,
the party owning such goods shall make an
affidavit eetting forth the price paid by him,
and the name of the person or persons from
whom he purchased said articles; And provi
ded further, That in all cases where the officer
of the State may suspect the correctness of
the price reported by the owner, it shall be
determined by arbitration as follows, to-wit
The officer and owner each shall choose i
disinterested person to whom the question
shall be referred ; and these, in case of disa
greement, shall call in a third person who
shall act as umpire. And where such cost
when ascertained, exceeds the market value
of the article, the officer must abandon tho
seizure in that particular-case; and may do
so in his discretion when such cost exceeds
the rates fixed by the original Resolutions.
Resolved 2nd, That all goods taken from
manufacturing establishments be paid for at
the rate of twenty-five per cent on the prime
cost of manufacturing said articles—said
cost to be ascertained as provided in tho
foregoing Resolution, and subject to the
same conditions.
Rseolved Zrd, That no contracts made with
the Confederate Government shall interfere
with the execution of said Resolutions as
herein amended, except such as were made
and reduced to writing previous to the pass
age of the original Resolutions, unless tho
Governor or his agents exercising their sound
discretion, may conclude that public welfare
will be promoted by allowing such contracts
to stand.

Instructions to Assistant Quartermasters
and Agents for the State of Georgia in exe
cuting the resolutions of tbe Legislature and
the instructions bf the Governor to clothe
and shoe tbe destitute soldiers from Georgia:
1st, The President, Superintendent, Agent,
and Proprietor of each Factory or Tannery
where Government contracts are claimed to
exist will be required to exhibit the written
evidence of such contract, and to state the
capacity and probable amount of production
of such Factory or Tannery, with character
and quality of such productions; the Assis
tant Qvr term aster or Agent may in his discre
tion require such statement to be made in
writing under oath.
24, Wh n Faotories or Tanneries have
contracts with thi Confederate States which
do not absorb tbe whole productions of such
Factory or Tannery, ihe State of Georgia will
require tbe suiplus to be furnished to its A-
gems to carry uut ibe instructions alluded
ro.
31, Where no contract with the Confeder
ate States existed at the date of the passage
ot the i evolutions to-wit: On the 25th of No-
eember, 1862, the Factory or Tannery will
be required to furnish their whole productions
to ibe S ate for tho purpose aforesaid; Pro
vided, the productions are suoh as can be thus
used.
4.b, The President, Superintendent, Agent
or Proprietor, of each Factory and Tanner >
will be required to state in addition to tie
quantity and quality of their production-, at
what lime the receipt of their produc .„ns
may be relied upon by the State.
5th Assistant Quartermasters and Agents will
contract to pay the Proprietors of Factories
and Tanneries contracted with 25 per cent;
profit on the actual cost of tho article pro
duced, when payment shall be made month
ly-
6th, Goods purchased or seized fromprivato
individuals shall be paid for on delivery, the
actual cost to the date of purchase or seizure
with 10 per cent, thereon (to be ascertained
by the invoice and the oath of tho party.)
7th, When contracts-with the Confederate
States shall appear to have been made by Fao
tories or Tannerios since the 25th of Novem
ber, 1862, the faots and circumstances shall
be stated under oath and submitted to the
Quartermaster General for his consideration
and decision.
8th, When goods have been or may beseiZ'
ed which are not suitable for tho use of the
army, Assistant Quartermasters are author
ized to release them, and when such goods
arc suited to tho objects contemplated by the
Legislature and the instructions of the Gov
ernor and tbe cost to the State at the prices
above stated shall exceed tho market price of
such goods, they shall be released, aud when
tbe price of such goods shall exceed the price
fixed by the Legislature aud the directions of
the Governor, Assistant Quartermasters may
in their discretion release or return such
goods.
Sib, Assistant Quartermasters are author
ized to employ such Agents, Clerks and La
borers, and to rent such store houses and shops
as may be necesssary to carry into effect the
intentions of the Legislature, and should it
be necessary, they may employ men to guard
the goods stored.
10th, Assistant Quartermasters will report
to the Quartermaster General as soon as they
are organized, and monthly thereafter, the
number of Clerks and other persons employ
ed with the amount of the wageB paid each
person so employed, and the number of suits
of clothing and pairs of' shoes they are able
to produce.

the great cause in which wc arc engaged, ele
vate you above the paltry considerations of
dollars and cents, and meet the demands that
may be made on you for your private proper
ty like patriots as I believe you will, feeling
that the consciousness of having assisted in
so holy a cause will be a sufficient recom

From the foregoing it will be seen that the
delicate, and unpleasant duty of procuring
material, by seizure, if necessary, for shoe
ing and clothtng our destitute troops in the
Confederate service, has been committed to
my charge. Although the provisions of the
resolutions under which I act, may seem un
just and severe to some, yet, in view of the
fact that thousands of our brave, noble and
self-sacrificing troops are now exposed to the
rigors of a Northern winter, destitute of
shoes and clothing sufficient to fhield them
from the unrelenting blasts, and in the face
of the blood thirsty and hateful foe, defend
ing your liberty and mine, your wives and

ber 18tb, of the Georgia Legislature for the mpport of
truen persons, are requested to call In person at tbe store
of Owen A Strange, Decatur street, Atlanta, by the 26th
of January, and have their names registered:
1. Widows residing in your county oi soldiers whobavo
died or been killed in the military service or the State or
Ccnfoderate States during the exuring war, cr have died
after having been discharged, of richness contracted or
wounds received In tbe service, and who are unable to
support themselves, and have not tho means of support,
•i. The nnmbor of soldiers who have been discharged
and who are redding within tho county, disabled by sick
ness or wounds In the service, and who are not able to
support themselves, and have net tho menus of support.
8. Tho number of women, whother they are wives of
soldiers in service, or of disabled discharged soldiers; or
whose son or other person upon whom they have usually
depended for support heretofore, has died, been killed,
disabled or 1* then absent in the military service, and who
are indigent and without tbe means of support.
4. The number of orphans under the age of twelve
years, of deceased soldiers os above descr.bed, who are
wltbont the means of support.
6. The nnmber of cbllaien of othsr women, not widows
as above described, (as of wives of soldiers now in service,
for Instance,) who are n- der twelve years or ago, who
have not the means of supperrt.
6. The nnmber ot chUdren of indigent disabled soldiers
who have been discharged, and who are under sa-d age,
who ora indigent and without the means of iuppor:.
1. The number of aR children, and other indigentp/r-
ronr,usually dependant on the soldier for support, who
are over tho age of twelve years, but who turn bodily in
firmity, or other like cause, are unable to support them
selves, The same persons must in no cue be returned
twice in two classes.
