know y ou have been somewhat overshadowed
by the military, but you are yet a useful and
intlispensable protection to the iives, peace
and property to our taxpayers, who pay your
salaries. We know of no dsreliclion of duty
of any one, but we only desire to say that
there is a special necessity for activity and
vigilance. . Thieves, lightfingered gentry and
accomplished burglars are no doubt amoug
us. Move round, watch and catch them.

Tho Glascow Herald publishes a letter from
i British officer in America, in which tho fol-
owing opinion appears :
In the range of human foresight, tho North
lever can conquer the South. The lifltcr, sup
plied with a veteran and welLnnpointed army
ot half a million, the finest irregular cavalry in
thO' world, and a spirit of* demoniac hatred to
their opponents, nro nnsty tints to crack. I
ow tins much, wo could nut conquer them ;
and I question if the Yankees can do what we
cannot. 1 have now seen both sides, and have
formed what I consider to be a pretty correct
opinion.
We have no doubt that it is from those tor-
igners who visit the United States that the
most intelligent opinions are derived with regard
to the ability ol the parti- s to the conflict as to
their respective powers of conquest and resist
ance. There are other elements in this ques
tion besides that of relative numbers., which
nothing but personal observation can properly
estimate. *

S9* Colonel George Walton, a eon of one
of the signers of the old Declaration of
Independence, died in Petersburg, Va., a
few days since, aged seventy three years.
He was formerly Territorial Governor of
Florida, and later in life the Mayor of Mo
bile. He was the father of the well-known
Madame Octavia Walton LeVert.

Death of Ex-Govf.rnok Branch.—Ex-Gov
ernor Branch, of North Carolina, died at
Enfield, N. C., on the 4th inst, in the 88th
year of his age. He was Secretary of the
Navy under Gen. Jackson’s administration.
General Wheeler is a “wheeler as
is a wheeler.” He makes a “hub” of Rosen-
cranz and his army, and “wheels” round it
three or four times a week.

Richmosd, Jan. 21.—Dispatches to North
ern journals, dated Cairo 16th, report the
gtory*of the capture of Arkansas Post, and
say the rebels were cat off from retreat on
both sides of the river. No official informa
tion has been received hero concerning the
affair. Northern dispatches confirm the sac -
cess of Gen. Wheelor on the Cumberland and
destruction of Federal transports and gun
boats, but give credit to Forest, instead of
Wheeler.
The building of a railroad by Federals to
wards King George C. H. f and a corduroy
road across the swamp and protecting the
same by a strong redoubt, would indicate
that a movomeut on the Rappahannock was
designed to he made in earnest, while opera
tions in North Carolina were designed as a
feint to draw oar troops from Gen. Lee.
Alexander Galt, the gifted young soulptor,
died here yesterday of small pox.
Tho Secretary of the Treasury, in bis re
port, recommends a tax upon property and
gross income, sufficient to yield revenue of
at least forty-eight millions, and shows that
the amount may be increased to sixty mil
lions—a sum sufficient to pay tho interest
on public debt, and-provide a - sinking fund
also. - *
Two hundred Federals attacked ft scout
ing party of Confederates near YVindsor, on
Black Water, yesterday, and wore repulsed
and driven into Suffolk.
Tho American of the 17th, says relible in
formation has been received from scouts,
that efforts are being made by tho rebels to
cut Rosencranz army off from supplies* and
then crush, it. Ro3?ncranz will not move
upon Longstreet until a certain expedition
effects the destruction of a railroad, and the
capture of Forest
Petersburg, Jan. 21.—Advices from Nor
folk to the 18tb report that a serious row
occurred on the 17th amongst the soldiers
and negroes at the fortification below the
oity, which was finally quelled by two regi
ments from the oity.
A dispatch from Old Point announces the
arrival of a few transports with troops.—
Their destination is believed to be to streng
then Newport News and York'town.
Corcoran’s brigade is believed to be in the
vicinity of Windsor, on the Norfolk river.—
Throe prominent Union citizens were assas
sinated on the night of tho 17th.
Something for iioxencramx’ Army to Eat.
The Louisville Jaurnal of a late date says
it is ‘officially informed that the army of the
Cnmberlaud is at present supplied with sub
sislence in sufficient quantity to meot Us
wants until the 2ath inst., even should it be
cut off immediately from its surce of supply.
Tho Cumberland river is' now open to navi
gation, however, an 1 there need be no fear
indulged that our victorious army at Mur
freesboro will suffer from a lack of subsis
tence. ” ' ;
It appears, owever, that tie navigation
of the Cumberland is a delusion and a snare
Gen. Wheeler has blockaded that np—cap
taring and destroying a gunboat that was
sent after him, and to protect the transports
laden with something for the Yankees at
Murfreesboro to eat. Verily it looks like
the invading raecals will be compelled to
skedaddle. The 25th inst. is nigh at band
Uore Gum Tor Bragg’s Army.
The Louisville Journal of a recent date
says:
Four complete batteries were shipped from
Indianapolis on Jan. 6th, to supply tbe place
of those lost in action at Mnrfieesboro, and
large supplies-of arms and ammunition were
forwarded on the same day from Colnmbns,
Ohio. -
Let them come on with these guns. Bragg’s
army is waiting for the thieves to bring them.
We don’t stand in any special need of them
as gabs—having enough of these playthings
on hand. Iron, however, is somewhat scarce
and costly with us, and they will do to plate
gunboats with, or at any rate, make pot me
tal.
Gathering Up Conscript a.
We ask special attention to the card of
Capt. G. W. Johnson. It appears from his
card that the Secretary of War has authorized
him to conscript men and take them into his
company—though at the same time he offers
all the chance to volunteer. The time is near
ot band when the services of every able-bo
died man will be required. Conscription will
no doubt soon be extended to those forty-five
years of age.
