Lincoln on the Fluaneiid'Question.
The following Message was sent to the Yan"
kee Congress on the 19th:
To the Senate aud Souse of Representatives :
I have signt d the joint resolution to provide
for the immediate payment of the array and na
vy of the .United States, passed by the House of
Representatives on tbe 14th,■ and by the Senate
on tbe 18th.
The joint resolution, however, is 'a simple
authority, announcing, however, under existing
circumstances, to t direction to the Secretary of
the Treasury, to mike.an additional issue ot
$100,000,000 in U. S. notes; if so much money
is needed for the payment of the army and navy.
' Aly approval is given in order that every fa-
cility may be afforded for the prompt discharge
of ait arrears of pay due to our soldiers and our
sai'ors. While giving this approval, however,
I.think it my duty to express my sincere regret
that it has been found necessary to authorize so
large an additional issue of Treasury notes,
when their-circulation and that of the suspended
banks together have already become so reduna
dant as to increase prices beyond their real val
ue, thereby augmenting the price of living to the
injury of labor, and cost of supplies to the injus
ry of the whole country. '
It seems very plaip that continued issues
of United Slates notes, without any check
of issues to the suspended banks, and with
out any adequate provision for the raising
of mony by loanB, and forfundingthe issues,
so as to keep them within due limits, must
soon produce disastrous consequences ; and
this matter appears to me so. impartial, that
I avail myself of this occasion to ask the
attention of Congress to it.
That Congress has the power to regulate
tbe currency of the country oan hardly ad
mit of a doubt, and that a judicious measure
to prevent a deterioration of this currency,
by a reaspnable taxation of bank circulation,
or otherwise, if needed, seems equally clear.
Independently of this general consideration,
it would be unjust to the people at large to
exempt banks enjoying the special privileges
of circulation from their just proportion of
the public burden.
' In order to raise money by way of loans
most easily and cheaply, it is clearly neces
sary to give every possible support to the

jects which will be submitted to Parliament
soon after it has assembled will be the
apanage of the Prince and Princess of Wale3.
What the exact proposition will be that the
Ministers will submit to the House of Com
mons on behalf of the - Crown, it is imposs
ible to say, and it would be premature
even to guess, but our readers may form an
approximate notion by remembering the
provision that was made for thePrincess
Charlotte and Prince Leopold. Parliament
voted them £60,000. a year, £10,000 of
which was for Iho sole and personal use of
the Princess—pin money, infact—with the
reversion of the £50,000 to the Prince . in
case he survived the Princess. The Prin
cess Charlotte, though heiress-apparent,
had-no income except that which the Par
liament voted, whereas the Prince of Wales
is in possession of the revenues of his
Dukedom of Cornwall. These are, nom
inally, about £50,000 a year; and making
ell possible allowance for salaries, deduc
tions, and expenses, the net revenue may
fairly be taken at £35,000 a year. The
accumulations during the Pripce of Wales’
minority are admitted tp be half a million,
and this must have been very badly inves
ted, indeed if his Royal Highness has not
now a clear income of £50,UOO a.year; but
there is little doubt these figures are well
within the mark. The main consideration
for the House of Commons will, therefore,
necessarily be the provision for the Princess,
under possible contingent circumstances.
The comparison • with the provision for
Prince Leopold and Princess Charlotte is
fairer, and more applicable than any tha.t
could be made with that of George IV.
when Prince of Wales; and it is only just
to the memory- of that 1 Prince, as some
excuse for his follies aud extravagance, to
state that George III,, though' a model
father in many respects, was greedy both
of money and power, and not only abso
lutely withheld from the Prince of Wales
the revenues of the Duchy of Cornwall,
which were bis birthright, but appropriated
them to his own privy purse,—Court Jour

of certain persons from military service,” yon will ate
that I am empowered to authorize nn Ordnai ce officer to
exempt alt “Artisans, mechanic* aud employees in the
establishments of such person* as are or may be engaged,
under contract with the Government, In tsrniahlng arms,
oidnance and ordnance stores, and other munitions of war,
sadolea, harness and army supplies." These men must all
be enrolled, and then detailed, as provided In secction six,
General Orders No 88. .

of the greater embarrassment sure to come
if the necessary means of relief be not affor

I feel that I should not perform my dnty
by a simple announcement of my approval
of the joint resolution, which proposes relief
only by increasing oirculation, without ex
pressing my earnest desiro that measures
such as I have just referred to, may receive
the early sanotion .of Congress. Ry euoh
measures, in my opinion, all payments will
certainly seour.e, not only to the army- and
navy, but all honest creditors of the govern
ment, and-satisfactory provision made for fu-
ture demand’s oq the Treasury.

Glorious News from Kentucky.
A friend who has just reached Knoxville
from Kentucky, and who heard Woolford's
speech at Lebanon, the telegraphic account
of which we have already presented, gives
us this version of it : Gen. Woolford, after
disbanding his cavalry, told them that if
Lincoln did not, within twenty days modify
his Emancipation Proclamation, he (Gen.
Woolford) if he were forced again to take
up arms, would fight for the South.. Upon
this announcement his men cheered .him
enthusiastically, and called him the “Mor
gan of the North.”- .
Col. John M. Harlan, in command of
the forces at Lebanon, was present, and
after the meeting expressedhis approbation
of Woolford’s coarse.
The Federal force at Danville, when our
friend was there, numbered about 4,000.
A brigade detalched from that town, en
route to Frankfort, passing through Har-
iodsburg and Lawrenceburg, stole over 250
negroes. - An old man named McLain, (fath-
er»in»law of Dr. Eastland,) followed thU
thieving brigade to Frankfort to reclaim his
negroes, bat on reaching the camp of the
contrabands, was brutally beaten and oth
erwise maltreated by the white Abolition
commander*
At Lexington the private houses are all
occupied as hospitals. * Mrs. Tom Bnllen’s
-house, a fine' residence, was. completely ru
ined by the. vandals.
Our. informant met Carter with his'force,
twelve miles this side of Lebanon, just re
turning from Lis East Tennessee raid, but
had no opportunity to hear his report. - *
The people of the bide grass region are
represented as being a unit for the South
ern Confederacy, and looking anxiously for
the return of our army io relieve them from
the abolition despotism.
- There is no question that a great revolu
tion in pnblic sentiment has occured not
only in Kentucky, but in the Northwestern
States, since the publication of the Emanci
