Ye have Heretofore refrained from publish
ing tie speech of Hon. Clement L. Vallan-
dighmut lately delivered in the U. 8. House
of Representatives, and had intended, on ac-
•oount of its great length, and the unusual
.pressure upon our columns, not to publish it.
Hut the public desire to see and read the
great Speeob of this noblest roman of them
all is so extensive, universal, that we ex
clude almost every thing else from our col
umns and.lay 4 before our nnmeronsreaders.
But while our readers peruse with delight
this bold and masterly Speech, let them not
forget, that his sentiments are not those of
the people of the North—not even of the
North-Western Democracy, but of only a part
* of them; aud that Mr. Y. himself does not
propose to aoknoweldge our independence,
•but looks to a cessation of hostilities and the
patting doVn of the usurpers, to oanse us to
return to the Union with the North, which
•wo have broken off from and shed rivers of
•our best bloed to maintain. If such be bis
calculations he is sadly mistaken. To this
•we will never consent under any circumstan
ces that can be proposed or imagined.
Bat from the distinctness and emphasis with
which he condemns a war on us tor existing, or
like cause, we may safely conclude that he
would, after exhausting all other means, let us
go in peace, and not resort to coercion in the
first instance, or continue it since if is begun, if
the matter was left to him. He would try to
. win ee back, but would not fight us to force us
into a union against our unalterable determina-
not logo back voluntarily or compulsorily..For
ibis, and for hia boldness, honesty and liberali
ty, we can honor him;.but we cannot attach any
great importance to hia speech until it isthe au
thorised sentiment of the majority of the people
ot the United States.

Henceforth we will take no individual shin

bills of any of our regular banks, or of the
State Road—none others. If anybody sends

Frbdericksbubo, Feb. 17.— Northern
dates of the 16th have been received.
Dispatches from the United States Consul
Alexandria, Egypt, and Mr. Dayton, Were
laid’beiore the Senate, which state that the
Viceroy ot Egypt has furnished the Empe
ror of France with several hundred negro
soldier? to garrison Vera Cruz. The Consuls
it Alexandria had all demanded explana
tions from the Viceroy, and the European
Consuls had tolcgraphed for instructions
from their Governments.
The Empire City, which left New Orleans on
the 4th, reports Banks’ forces in a condition to
take the field. It waa thought that a forward
movement would be made at once.
The water flows through Williams’ cut, near
Vicksburg, and a steamer had passed through.
A second regiment of blacks is to bo formed
Port Royal, with Montgomery,of Kansas, as
leader.

The Senate was occupied to-day in the fur
ther consideration of the Senate Exemption
bill. An amendment was adopted excluding
from exemption Department Clerks appointed
since April last.
The House was in secret 'session on the cur<»
rency question.

Grenada, Feb. 12.—The Chicago Times of
February 5th says the committee on Federal re
lations in the Illinois Senate, reported a pream
ble and resolutions, declaring that the only
means by which the Union can possibly be re
stored is by condemning with ringing emphasis
the assaults of the administration at Washing*
ton upon the Constitution.
They denounce abolitionism and secessionism
as alike inexcusable and wrong, and demand
that the war shall be stopped, and recommend a
convention oi Representatives from all the States
for the settlement of all national difficulties.—
They also propose an armistice, pending the ef
forts for a permanent peace and reconstruction
of ihe Union.
Their passage, says the Times, will be an
event in the history of the war and the country;
and as the voice of a great Spate, they must be
heard and heeded. They embody the great pub
lic sentiment of Illinois.
Proclamation of General Beanregard to
Non-Combatants.
Charleston, Feb. 17. —The following
proclamation from Gen. Beauregard will-ap
pear in the papers of to morrow:

authorities aud citizens of Charleston and
Savannah that the movements of the enemy’s

that all persons unable to take an active part
in ihe struggle shall retire. It is boiled,
however, that this temporary separation of
some of you* fiom your homes will be made
without alarm or undue haste—thus showing
that the only feeling whioh animates you in
the hour of supreme trial is the regret of
being unable to participate in tbe defense of
your homes, your altars, and the graves of
your kindred.

at hand to prove your devotion to your coun
try’s cause. Let all able-bodied men, from
the sea bo*rd to the mountains, rush to arms.
Be not too exacting in the choice of weapons.

Mobile, Feb. 18.—The Advertiser has a
special from Jackson. The New Orleans
Bicayuneot the 14th, received at Taugipaho,
says tbe Delta has been suppressed on ao
count ,of objectionable artiolea. It is sup
plied by the Era, a new paper.
It is reported that Banks has been shot at
from a window. The Delta says an officer
carelessly threw some explosive cartridges
from tho window, whioh exploded.
The Bank of Louisiana was burned on the
14th.
The Delta mentions a rumor that Butler
was. shot by J. E. Bouligny.
Gen. Grant has. suppressed the Chicago
Times in his aimy.
The federals are making good headway at
Yazoo, Miss., but ample efforts aro being
•made to arrest their farther progress

• The able artioles of ou> ve eran and distin
guished Associate Editor, in Review of the
Report of Mr. Memminger, in which the
views of that officer are fairly and ably criti
cised, and in .our judgment shown to be
greatly at fault and erroneous, have been
read with the deepest interest by thousands,
and heartily indorsed «by large numbers of
the first minds of the age. Mr. Cardozo has
been an editor for fifty years, and during his
long career has ketn every where reoognized
as one of the ablest of financial and moneta-
ry.writers aqd one of the most thoroughly
informed me i in America on the financial
history of the wqyld.
We have teen written and applied to by
a number of eminent gentlemen, for copies of
our paper containing Mr. Cardozo’s artiejes,
which we cannot supply, while others have
expressed an earnest desiro ts see them issued
in a more enduring form.
Mr. Cardozo has, therefore, been prevailed
upon to issne the numbers in pamphlet. It
will make some sixteen pages—perhaps more,
and will be sold at the low price of 25 cents
a copy, whioh barely covers the cost of prin
ting and mailing them, &b it is not his design
to make money, but to meet a public demand,
and afford an opportunity to those who desire
to read these able numbers. *
Personal.
Yesterday we were called upon by A. F.
Crutchfield, Esq., Editor of tbe Petersburg
(Va.) Express. We never before had the
pleasure of . meeting him; bnt we shonld
judge by his appearance (fat and well) that
the Express is doing well, and affords him a
bountiful support. It is one of onr most in
teresting exchanges.
.We.were also called upon by our old friend
Capt. J. M. Jackson of Dalton, now Senator
in our State Legislature. He was here to
attend the session of the committee to inves
ligate tbe accounts of tho State Qaarter Mas
ter and Commissary: For several causes, tbe
committee adjourned to meet again in March,
when they will remain in session till the in
vestigation is complete, and make their report
to the Legislature when it meets again in
April.
