The elitborate and compreheusive review
which, in his mpsvage to Congress,' Presi
dent Davis has taken of the foreign ami
domestic relations of the Southern Confed
eracy during the past two years, will com-
u and the admiration of every one. It re,
iu truth, a remarkable production. With
terseness, with a vigor, but at the same
time with a calmness which not oven the
sincere conviction of having been unjust
ly treated by the great Powers of Europe
oan for one instant disturb, the Chief
Magistrate of the Infant. Republic relates
the trials and the 'vioisaitude* which over
shadow its fortunes, obstacles which were
cast in its path by the power of its foes
and by the apathy of strangers, and the
constancy and patience with which those
trials anti vicissitudes were borne, and the
indomitable courage and perseveranoe by
which those obstacles were overoome. We
disapprove of much that is contained in
this State document. We may deny the
justness of many of the inferences which
arc drawn, but we cannot refuse to accord
to those who prepared it tho merit of hav
ing advanced their impeachment of Euro
pean neutrality with temper and with fair
ness, and of having supported their charges

carry conviction to the hearts of many. *

Greet Britain an.d France, being especially
interested in the American war, took the
initiative in all action respecting that con
test ; and Mr. Davis docs not err when he
says “that by some understanding, express
or tacit, Europe had decided” to allow
them to do so. Great Britain and France
are perfectly willing to take the. responsi
bility of the course they adopted, and
which they by their example recommended
to the other European Powers. The first
objeotiou taken to their policy by the
Southern President is that they refused to
treat the Confederacy as an independent
Government, “If we were independent
States, the refusal to entertain with us the
same international intercourse as.was main
tained with our enemy, was unjust and
injurious in i.ta effects, whatever may have
been the. motive which prompted it.” It
is, in fact, on the contingency with which,
this extract begins and the meaning which
e to be given to the wo.rd “independent,'?
that the whole question turns. It will not
be, necessary to follow Mr, Davis through
the. precedents ami-nrglWaenie by.wbtoh
he demonstrates that in entering hvo the
A.merican Confederation the several States
composing it did not p^rt with their
sovereign rights. We sgr.-. vith hint tn

by the. letter and spirit of tns American
Constitution, But although each several
State in America may be sovereign and
independent, it by no means follows that
it is entitled at any time and under all
circumstances, to expect from foreign
Powers the recognition of that, indepen
dence, Before entering into that Confed-,
erney. which has nom been so roughly dis
solved, the several States composing it
might, it' th.ey had bo pleased, have deman
ded recognition and established diplomatic
intercourse with other independent pow
ers, They did not dp so. They voluntarily
waived their rights, and created a Confed
erate Government, whose recognition, as
representing all, was acknowledged by
pjther nations. The time came when cer
tain of the States thought proper 'to retire
from the confederation, and to demand the
recognition of their independence whilst
simultaneously the Federal Government
denied their right to secede, and proceeded
to enforce submission by force of arms. At
this juncture what course was-indicated
to neutral States by international law ?
Foreign Powers knew tb.e Confederation
as an independent Power duly accredited;
but they did hot know thjat the States com
posing it were independent, because they
had never demanded recognition as such,
and they could not constitute themselves
into tho interpreters of that constitution
which gave the Confederation a distinct
existence. They we.re consequenfly obliged
to treat the seceding States in the same
manner as a nation in revolt against the
constituted authority, and patieutly wait
dll they had established their daim3 to
recognition by proving that they Were able
to maintain their independence. -■
Nor are the objections taken to the neu
trality of the European Powers in respect
to the closing of their ports against prizes
taken by either belligerent, and their refu
sal to treat the blockade its non-effective,
better founded. Absolute neutrality bn
the part of foreign Powers has proved more
hurtful to the South than to the North;
but, if BO, it ia an accident over which they
possess no control. If the Navy of the
North can find “no hostile commerce on
the ocean," it ia n.ot because this blockade,
whjch is condemned as ineffective, prevents
the Confederate merchantmen leaving
port? If England is now supporting by
charity some hundreds of thousands of
her • menu factoring population, is it not
because a blockade is maintained, which
in its inefficiency can only be compared by
the Southern President to those declared
. by the decrees of Berlin in 1806, and the
a* British Orders in Council in 1807 ?
The time will come when the Southern
Confederacy will do the maritime Powers
of Europe justice. She ha3 now passed
through a fiery ordeal, and has established,
on grounds far stronger than any based on
fine drawn mterpretationsof constitutional
law, her claims to that recognition of in
dependence which must speedily be accord
ed to her. The recognition of the Confed
eracy in tbp spring of 18gl by the Euro
pean Powert never would nave prevented
the present war; on the contrary, we
believe it would hove envenomed it still
more, and precluded any subsequent at
tempts at mediation. On this point the
European Powers have a olear conscience.
The war has been terrible, the carnage has
been unyu-ecedented; but let us hope that
the evilB .which it has occasioned may not
be altogether unproductive of good. If
the blockade which has been described by
the Southern President has been productive
of no other results, it has at least'develop
ed to a wonderful extent the industrial
resources of his country.
