staples of the country have partially been
employed l.y the Government in its foreign
operations, and could some plan be ma>-
tured for using them to a greater extent
much assistance would be given to other
measures for enhancing the value of the
Government paper. Governments are gen
erally unfortunate speculators, and specu
lation is outside of the general duties and
powers of Administration. Yet circum
stanced as the country is, there is every ex
cuse that a Government coaid have for
adventuring upon a trade which must bring
certain lesults.

Tin- following Views from the Richmond
Dispatch coincide very nearly with those we
have been expressing for some days past,
in this paper.
The Enquirer of yesterday and the day
preceding contained a very able paper from
Mr. A. J Marshall, of Fauquier, a member
of the Slate Senate, recommending the
adoption of the sinking fund system by
the Confederate Government as an efficient
means of strengthening its credit and ac
complishing Hie. ultimate liquidation of
.the public debt at the earliest possible
period. Mr. Marshall, who is a well in
formed gentleman, argues the subject with
-clearness and force. The system he pro-
jKises, if properly inaugurated, would no
doubt achieve for the Government all he
claims for it.
11 is absolutely indispensable thai some
measure should be adopted that will
strengthen the credit of the Government
and iit least impede the rapid increase of
Government paper. The amount now
atloat is so much in excess of the wants of
commerce that it has sustained a heavy*
depreciation. As great as it must be, as a
matter of course from tbid excess, it is still
further increased by speculators and ex
tortioners, who find the cuirency a ready
scape goat upon which to lay their enorm
ous crimes.
As if these causes of the depreciation of
the public credit wero not sufficient, the
Confederate Senate Finance Committee
have gravely proposed a repudiation of
the eight per cent pledge upon all notes
not presented by a certain day, and to re
pudiate,' temporarily at least, all notes of a
certaie issue not brought in by another
date; these latter notes declaring on their
face that they are receivable in all dues to
the Government, and the committee pro
posing that they shall be rejected by the
Government. ,
The financial expedients of the Treasury
Department have proved- abortive. The
payment of interests in gold— the promise
of eujfu per cent on the notes have had no
effect than the finance of the man in the
moon upon the credit of lho Confederate
Government. If those expedients have
had any effect at all it has been adverse.
Either might prejudice the standingof the
financial management of the Department,
as well ns the credit of the Government
which was supoosed to stand in need of
the bolstering of such, superificial mea-
sureps. [
Let < digress turn away from tne ridi
culous propositions to coerce a conversion
of notes into bonds. They must fail in
every respect except to injure most seri
ously the public credit. Let them pass a
liberal tax bill and Immediate y afterwards
adopt measures looking to the retiring of
the. notes without compulsion and tho ul
timate redemption of the issues of the
Government. The sinking fund wouM be
an invaluable auxiliary if pi operly applied.
To this might be added a plan for substitu
ting State credit for a part of the floating
Confederate currency. 1’his would retire
a great deal, and increase largely the public
confidence since it would 1-e a guarantee
against repudiation. To these again- might
be further added a plan for the sale of the
Confederate bonds; for these measures
wovld so increase tho standing of those
bonds that they could be sold, if not at
par, at a price so near it that it would be a
great saving to the Government to sell
them instead of issuing notes end buying
stores and arms at the increased price of
a further degeneration of t lie currency.
'I he Confederate Government has greater
re ources than any Government in the
world. The war in a great degree prevents
them from being available now. But if
the public finances can be so managed as
check the dreadful depreciation of the pa
per curency now going on, the public credit

The columbiad is re-mounted, and we have
no further casualties.
Chattanooga, March 4.—Gen. Van horn
attacked the enemy at Franklin, 18 miles
south of Nashville, on Sunday with cavalry
and light artillery, capturing 3,000 Federate,
with stores and equipments. Several foraging
wagons belonging to Wheeler’a brigade wero
captured by the enemy noar Wartraee, ou the"
1st inst.. The Yankees oontinne to commit
depredations around Murfreesboro. Aeiti-
zou of Rutherford county - was taken out of
his house and whipped by order or the Fed
eral officers.

SECOND DISPATCH.
Confirmatory reports havo been received
from Van Dorn’s successful raid on Frank
lin. He is now in possession of that place.
Thirty-nine wagons with stores were captur
ed. The Federal loss is 1,000 kilted* and
wounded; oars heavy. Thenumbero'f«pris-
oners taken is 2,600. _ •

Quite a number of Militia Officers have
reported to theso Headquarters in response to
the Governor’s Order; many of them bring
ing with them or reporting the names of Vol
unteer exempts dr-siring to serve with them.

clads, also opened on the'Fort with 13 inch
shell.
One of the iron clads withdrew about 3J
o’clock, p. m., the other two and the mortar
boats continuing to keep up the lire. At 4
o’clock a second iron-clad withdrew, and the
third twenty minutes after. The mortar boats
continued to keep it up until a late hour.
There are thirteen vessels below in Ossabaw
Sound.
It is gratifying to report that the Fort jo-
oeivod but slight injury throughout the ter
rific bombardment, and that - but two men
were injured, and that very slightly. The
carriage of the 8 inch Columbiad gave way
early in the day; it has been, however, re
placed by a new carriage, which was sent

We, the Grand Jury, sworn, chosen and
selected for the County of Paulding, beg leave
to submit the following general Present
ments:
Through tbe proper Committees, we have
examined the various books of the County Of
ficers, except that of the Clerk of the Inferior
Court, who is absent, and whose office is clos
ed, and we find them neatly and correctly
kept. We respectfully but earnestly call the
attention of the Inferior Court to the.bad con
dition of the Court House, especially to the
leak at the nortnern chimney, and recommend
such repairs os the Court may think neces
sary. By re/erence to the books of the County
Treasurer, we find that since the last Term of
this Court,Ve has received into his hand the
sum of $419 25; that he has paid out the
the sum of $415, and his commission being
$1 35, leaves nothing in bis hands. The
whole amount of the School Fund received last
year was $1714, deducting the Ordinary’s
commissions, $85 70, left a remainder of
$1628 30. Amount paid out to insolvent chil
dren is $1084 28, whioh leaves but $245 82
to be paid teachers by the parents of solvent
ohildren, lacking but twenty-two and a-half
per ceent. to be paid by parents. This result
is certainly gratifying to the people of tbe
county^ We recommend that a tax often per
cent, be assessed for school purposes for the
present year.
We would, also call the attention of the
Clerks and of the Sheriff of this county to the
necessity of keeping the doors of the Court
House closed. We notice with pain the shame
ful injuries committed on the building by per-
s ma who are allowed to enter the jury rooms
al pleasure.
In view of the gieat scarcity of grain and
other articles of food, the exorbitant prices,
and the destitute condition of a great number
of women and children whose husbands and
fathers have entered tbe service of our coun
try, we most urgently recommend to tbo In
ferior Court of this County not to grant any
licenses to make or retail any spirituous li
quors distilled from grain of any kind. This
prohibition is not only a wise and wholesome
public policy, bat is dictated by the strongest
feelings of sympathy for the families of those
noble men whi have sacrificed every thing in
defense of onr honor and our national rights.
We would call the attention of the people
of cur county to the brilliant military achieve
ments of our gallant army since the last Term
