The Enquirer on Impressments. j SAVANNAH CALLS!
The Enquirer, in likening impressments to ’ _
conscription, shows that it does not under- i RALLY GEORGIAN S.
stand the grounds of the present opposition >
to the former. Conscription is authorized i
and regulated by law. impressment is not
only without law, but, as it has been con
ducted in this State, is in disregard ..and
violation of-the fundamental law, which
forbids the property of the citizen to be
taken without nis consent or that Of his
lawfully elected representative. It is. not
to a law authorizing and regulating im
pressments (as the law now authorizes and
regulates conscription,) that, the people
object. On the contrary, that is exactly
what they demand. But they do objeqt to,
aud with an increasing emphasis that will
soon make itselt respected, the seizure and
confiscation of their property without law,
right or necessity. They pr

ibbery, and that
P rotest must be regarded—or force will yet
e met by force. Bureau decrees and mil
tary dictation are not recognized as author-
ty by our people—and if these are to he
enforced by the strong hand, it requires no
prophet to see that they will be resisted by
the strong hand. It is to avoid this, and
to rebuke the insufferable thought that
this is anything but a Government of law,
that we have felt it our duty to urge in the
most strenuous terms the passage of a
proper law on this subject.
But the Enquirer seems to fear that if a
law be passed providing that “just compen
sation” which the Constitution guarantees
to every man when his property is seized
for public use, the public debt will become
so large as to endanger repudiation—and
so, if we understand its argument, it wpuld
repudiate the Constitution from fear of
having to repudiate the debt. It lias a
right to choose, but its- choice is not the
one we would make. If wo begin by repu-

constitutes our money—destruction, too,
by means worse than repudiation, since it
would imply and involve the destruction
of every thing else dear^to us as a people.

The Yankee mode of warfare on the
Mississippi is taking great water courses
out of their beds and diverting them in
other channels by a system of “ditcbcut-
ting.” The public are already familiar with
the project of cutting a ditch through the
main land opposite Vickspurg, by which it
is hoped to force the current of the Missis
sippi into an unacustomed course through
which to pass their vessels'without going
within range of our batteries.
But this is not the. only enterprise on
foot. General Grant has sent an order' to
General Sherman at Helena, to open a
channel to the Coldwater river, through
which it is designed to fbrward boats' into
the Tallahatchie, and thence ! into the
Yazoo arid to the rear of Vicksburg. Yazoo
bayou or pass is eight miles below Helena,
at what is called Montezuma bend. Form
erly flatboats were navigated through this
pass, and enabled to float through an im
mense section of fertile country a distance
of nearly three hunered miles. A large
hranch of tho Tallahatchie almost joins
Yazoo pass and when the Mississippi over
flows there is an .abundance of water in
that region. This water level of the Mis
sissippi is now about ten feet above the
coon try on the east side, which is only pro
tected by $ levee artificially formed; apd
the drifts arid debris which have accumu
lated.' The Tallahatchie is navigable far
up, and the Yazoo, which is. formed of the
Tallahatchie’and Yallobnsha, is-navigable
for the largest sized steamers. The design
of this project is to cut off a large part of
the supplies to Vicksburg by sending up a
fleet to capture our boats on the Yazoo,
and render other aid to the operations of
tbe main body of the army in the prose
cution of the siege of Vicksburg.—Rich

with the emigrate from any other nation—
France, England, Germany Or Ireland—and
entitles them to the benefit of the naturaliza
tion laws.
