We ask attention to the letter of our eorres
pendent from this far off outpost, but most ini
(cresting point of our defenses. The letter has
been a long lime on the way, but ie very inter*
rating end will well repay a perusal. The wrier
is a native Georgian, ot high standing, well
known in tho State. He will correspond for ua
occasionally.

This gentleman, the Superintendent ol the
Aatociaied Press, has been in onr city a lew
days looking after the business of the Asiocia
lion. He comprehends the duties ot the bush
ness which lie has assumed and has taken hold
with a will. He has untiring energy and the
most cxiensive experience in journalism—thor
oughly comprehending the wants of tho Press in
the telegraph'!- line. He has gone West to Mj«
bile, Jackson, Vicksburg and Port Hudson. His

We have seen a letter, says tli
Richmond Sentinel from un authentic
source, which says the officers of the Eng
lish war vessel, which came to Norfolk from
Charleston, after the late naval fight with
the blockaders, wero very indig aant at the
denial of their statements as to the result
of that fight by Federal officers. They
affirm that the blocltado was raised; that
the Yankee fleet fled out of sight, aban
doning not only the field of strife, but the
horizon itself. It is said that some of (he
officers went to Washington to confer with
Lord Lyons upon the subject.
The same writer says that nothing cre-
i.ted greater uneasiness among the United
States officers in Norfolk than the repulse
of their Charleston fleet; and that nothing
exceeded their joy when they saw Confed
erate newspapers yielding, for once the
truth of the case, and accepting the Yan
kee perversions as facts.

A revolution has burst out in Poland,
and the Emperor of Russia has given
orders to suppress it in .ten days at any
price. That can no more be done than
toward can suppress the movements of the
Confederate States in ninety days.
But the odds against the fi..al success ol
this effort to re-establish Polish Nationality
are tremendous, and indeed may be said
to include the three great powers of Eastern
Europe—Russia, Prussia and Austria, for i
they were all participators in the stolen
property still in their possession.
At first we may expect to hear of vic
tories obtained by the Poles, and even of |
divisions or jealousies between some of the
parties interested. But we may rest as
sured that Austria will be as little inclined
to permit the restoration of Polish nation
ality as Russia herself, since if the portion
;f the kingdom of Poland which Russia
claims, should succeed in establishing its
independence, it would carry with it A us-!
trian and Prussian Poland as well.—Wil

eral Assembly in reference to the policy vf

led compelled to decline co operation with a
co ordinate branch of the government in ear
rj mu out any measure which, in its judg
tm-ut, is promotive ot the public welfare.
My duty, however, is too plainly laid down
to l»e mistaken; and the obligations I have
assumed too solemn to be disregarded, and too
imperative to admit of hesitation. Had I
any desire to shrink from its fulfillment, the
views which I had the honor to submit to yon
in my inaugural address, are too recent to
have escaped my remembrance.
The preamble of the act refers to tho Con
stitution of the United States as providing
that no person shall be deprived of life, lib
erty pr property without due process of law.
But it ought also to have been recollected
that the same Constitution provides that, in
case of rebellion or invasion, the privilege of
tho writ of habeas corpus may be suspended
when tho public safety requires it, and tho
da:ig<-rous person may bo arrosted aud held
without bail or maiopnso. This provision

Each male pedestrian should turn to the
rijr^fwhen they meet each other, and thus
pass with ease and convenience.
Gentlemen should give the inside of the
walk to ladies. Negroes should yield the
inside to white persons. Not more than
turn persons should ever walk abreast on the
side walk; otherwise everybody passing
them is crowded off', and subjected to in
convenience. It is a mark of blackguardism
when three or four men walk abreast on
the pavement.
When you see such a spectacle, and hear
them vociferate “by gaude” and “gaude
dam,” then set it down, these animals ore
fit for the atmosphere of the fish market.
