The Command ng General is gratified to
bare to announce to the troops the follow*
ing joint resolutions unanimously adopted
by the Legislature of the State of South
Carolina:
Resolved, That the General Assembly
reposes unbounded' confidence in the abili
ty and skill of the Commanding General
of this Department, and the courage and
e atrotism of his brave soldiers, with the
lessing of God, to defend our beloved
city, and to beat back our vindictive foes.
Resolved, That his Excellency the Gover-
ner be instructed to communicate this
resolution to Gen. Beauregard."
Soldiers l the eyes of your countrymen
are now turned upon you on the eve of the
second anniversary of the 13th of April.
1861, when the sovereignty of the State of
South Carolina was triumphantly vindica
ted within the harbor which we are now to
defend. The happy issue of the action on
the 7th instant—the stranded, riddled
wreck of the iron-mailed Keokuk—her
baffled coadjutors, forced to retire beyond
the range of our guns, inspired confidence
in the country that our ultimate success
will be complete. An inestimably precious
charge has been confided to your keeping
with every reliance on your manhood and
enduring patriotism.

Mobile, April 10.—An official dispatch,
states that the enemy, 4.000 Btrong, mostly
contraband troops, landed at Pascagoula
yesterday, and were attacked by our caval
ry and repulsed with a loss of 15 killed—
Our loss is one Lieut, one private. and five
slightly wounded.
The Yankee gunboat put back to Ship
Island with the wounded. Reinforcements
have been sent to the scene of action.
Rodney, Miss. April 10.—Yesterday
Mqjor Harrison moved ap near the enemy
St. Joseph’s La., and opened with twelve
six-pounders. The enemy replied with
one piece, which was soon silenced, and the
eoenty withdrew. Several shells from our
batteries exploded in the midst of the
enemy. No casualties on our side.
Lynchburg, April 10.—The train* which
left here this morning On the Va & Tenn.
road with 4,00 exchanged Confederate
prisoners on board, ran on the track near
Lowry’s crossing, wounding eleven soldiers
—four of them seriously.

now on foot and developed by rebel sym
pathisers. We greatly need, in form for
distribution, a defence of the President’s
proclamation, and the refntasstion of the
charge that this is an abolition war. Such
oharges are educating the public mind for
resistance for a draft. Be assured that
there is great danger of their doing their
work effectually. No threat is even now
more common than that of resistance to

burg Republican says, on tbe authority of a
letter from North Carolina, that when a per
son applies for ohewing tobacco, at some of
stores in that State, the answer is “No, bat

The Benevolent Society.
This excellent Society, by their agent. Dr.
MeLine is now selling meal to soldiers' fami
lies at $2 per bushel. This arrangement gives
great satisfaction to the women Give them a
certain place to go to and they are all willing to
pay the reasonable price asked. The agent is
■ prepared to distribute any donations in the way
of provisions that the liberal and patriotic may
entrust to his care. Messrs Meyer, Jacobs St,
Co. have sent two tierces of rice. We hope
others will follow suit. The Society would be
glad to have a few more Shares of the Stock
taken that they mrfjr enlarge their operations.

Richmond, April 10.—The seport of the
committee of Conference recommending
that the Senate agree to the amendment or
tbe House bill exempting Contractors in
the military service was concurred, in.
The House bill abolishing all ports except
such as are also ports of entry passed the
Senate, then went into Becret session.
The House post poned the Supreme Court
and Court of Claims bills till next session;
and passed the bill to reorganize the Med
ical Department. Also concurred in the
report of the Committee of Conference in
relation to the exemption of mail contrac
tors.
The Augusta (Ga.) Volunteers desire us
to say to their friends at home, that all let
ters intended for members of their corps
should be addressed to the care of Captain
Jackson, at the Charleston Hotel.—Mer

Milledgeville, April 10.—The Senate
adopted as a substitute for the bill endor
sing Confederate Bonds, a resolution sub-
miting the question to the people at the
October election—Yeas 25. Nays 10. The
House reported Mr; Stephens’ resolution
declaring against the endorsement—Yeas
60, Nay8 61.
Bat if through they: incompetence and
criminal folly the currency should utterly
fail; our cause will be far from beiog lost. It
will never fail, as long* as we have men whose
hearts are in the caitso, and who have the
nerve to “ strike till the last armed foe ex
pires and ss long as enough to eat and
wear are produced in the. country. If Con
gress tails to levy a tax to maintain the credit
of the currency, and they go down, it con
levy contributioos tn kmd. Congress can tax
the pe'ple to be paid in flour, mefil, bacon,
suit, beef, iron, doth, &o., &o. As long'as
the oountry produces enough to eat and wear,
and brave men enough to fight the Yankees,
these resources oan easily be made available,
and the war can t e oarried on far more eco
nomically and efficiently than with a depre
ciated currency. Rail Roads can be taxed to
certain amount of transportation, and the
remainder cau be paid in articles the roads
need. Men who have no provisions or sup
plies of any kind to pay their taxes with can
pay it in tabor, or services of Borne kind. If
the government would cease to morrow to use
another note or bond, it conld get along bet
ter by taxing in kind, than it doeB at this time
on its redundant currecoy which it is doing
nothing to maintain.
So let no one despair of the cause, though
the credit'of the notes go to tbe dogs. That
is safe as long as the people are willing to
support it—as long as their hearts are in it,
This is our great resource When this fails
the cause will then be gone, and not before
If the great popular heart should give up the
cause all the gold of earth could no longer
maint .in it. While that continues to support
it, no lack of money—a commodity which no
man or beast, oan eat, or wear, or kill Yankees
with—can defeat it.
So dont be discouraged at the dt preoiation
of Confederate notes and ruin of Confederate
credit, if unfortunately, it come. Let the
people do their part to >>-aintain their credit;
but it can’t be done unless tbe government also
does its part. If the government bankrupts
itself, the people are not bankrupt, and will
not be, as long as gracious Heaven smiles up
on them with propitious seasons and bountiful
harvests.

Eighteen prisoners captured near Franklin
by Van Dorn, will reach here to-night.
Parties through the lines report the Confed
erate prisoners liberated from their guards by
the eittzans of Mt Sterling, Ind. Also, that
Burnside is at Louisville with 20,000 men.

It is a dangerous thing for individuals, cor
porations, or States, to i&>ue large amounts of
paper currently. If more is issued than a
healthful circulation requiraq', it is certain to
depreciate from excess, it mim uo outer cause

and corporations from issuing too mnnh, and
probibit all individual itwees, pu o- u ■ to res
trict the government, which issues at will,
having none to stay its hand.
Governments however, very seldom issue
currency, ex sept in times of war or great
public disturbance, derangement ot trade, or
finanoial difficulty—tbe very times of all
others when such i sues are more liable to
depreciation, and it is more diffioult to main
tain their credit. Notwithstanding this great
truth, ro well known to all men who have read
history, and so obvious to every thinking man,
our government in its inoipienoy launched
out upon the wild sea of <*n almost unlimited
paper issue, without adopting a single mea-
eure to maintain its credit or prevent its rapid
depreciation. It is going down, down,. and
will go the way of the Revolutionary Conti
nental currency, unless the government spee
dily adopt some bold and effectual method of
arresting the depreciation, and maintaining
public confidence and public credit. This
step Congress seems slow to take, and we fear
it will either do nothing or adopt some tem
porizing, ineffectual policy, that will eff. ot no
real good. If tuoh should be the case, and
the government goes on to issue notes, we see
no alternative but depreciation to the point of
worthlessness and utter bankruptcy.
Many of our patriotic citizens are sorely
troubled in view of this passible contingency,
believing that the downfall of tbe credit of
Confederate notes will be the end of the strag
gle, and that we will then be under the neces
sity of succumbing to the Yankees. They
seem to think the contest can no longer be
csrritd on when the currency gives ont or is
worthless.
We do not so lock upon it. In our opinion
the success of our cause is by no means de
pendant upon the credit of Confederate notes
or any other currency. We can fight this war
out without money as well as with it. Our
first revolution was fought through its most
important and trying crisis, after “ continen
tals” had ceased to he worth more than one
dollar for twenty, or fifty, or more. Frede
rick the Great fought a seven years war against
combined Europe, and was victorious- in the
end. This he did without a paper currency
and came out of it without owing a dollar.
He paid the whole expenses of the war aa he
went, and left no debt behind him to be en
tailed upon posterity, or to repudiate, or to
sink down in utter hopeless bankruptcy.
It is our duty to maintain the credit of our
currency if possible; and if Ccngress and
the Executive Departments will yet aot wisely
it can be done, and we can eventually pay the
last dollar of them. If this is not done, it
will be alone through tbe folly and want of
capacity and nerve on the port of the Admin
istration and of Congress
Orders .of Gen. Schenck in Regard to
Wearing the U. S. Uniform —Gen. Schenck
has issued an order that hereafter “any rebel
offioer found and taken in the lines or other
wise, wearing any article of clothing or any
accoutrement of the D. S. army, Bhall be
treated aud dealt with as a- spy.’’ Court mar-
tials are ordered, to oousider the woariog of
suoh uniform as sufficient evidence of the
character of a spy.
Milroy is ordered to communicate this or
der to the rebel eommander in the Shenan
doah' Valley by flag of trnce.
Increased -Prices.—The proprietors <>f tbe
daily press in Augusta, have advanced their
rates of subscription to $5 for two months—
that is thirty dollars per annum.
This is not any more extravagant than one
dollar for baoon, 99c. for lard, $10 for a small
load of wood, or 50o. a pound for. paper that
we used to buy at 12 1 2o. If a man is wil
ling to pay an advance of $5 to $1 on every
thing else, why not extend the same liberality
to newspapers ?
