THIRD DISPATCH.
Northern dates of the 10th have been re
ceived.
The charges against Vallandigham are:
That abont the 1st of May he adressed a
large meeting at Mount Vernon, .Ohio, de
claring the war unnecessary, cruel, and not
waged for the preservation of the Union, but
lor tho purpose of crushing liberly, and es
tablishing a despotism, lie denounced Burn
side’s order No 38. as a base usurpation of
arbitrary authority; aud said that the sooner
the people informed the minions of euch
usurped power that they would not submit to
such restrictions, the bettor it wou!d be for
them.
An arrival from Wilmington Bar reports the
iron-clads off Charleston, prepared for another

a Yankee schooner overhauling suspicious
vessels. A Spanish steamer was sent to in
vestigate the matter, but no farther news wss
published.
CnARAHoouA, May 11.—All is quiet on the
front, and thero is no prospeot of a baUle.
Andrew Johnson has been commissioned a
Major Goneral, to organize a force of five
thousand Tennesseans and ten thousand ne
groes. Ono regiment of negroes has been or*
gablzed; alter which William non’a cavalry dis
banded.
Boh Johnson, son of Andrew, has been pro
moted to a Brigadier-Generalship.
Ex Gov. Neal S. Brown, of Tennessee, has
come through the lines from Nashville, and

Claiborne County, Miss. Osterhauso is at
Cayuga, Hinds County, Miss., with 1600 cav
alry and six or seven regiments of infantry.
The enemy is reinforcing Willow 8prings and
Rocky Springs from tho river. Grant will
probably advance East, and not direct to
Vicksburg.
A special to tho Appeal, from Senatobia the
10th, says that reports frotn beyond the river
say that Gen. Price mot and thrashed tho
Feberals at Francis River, in Arkansas.
It was reported in Memphis that the Con
federates had occupied Pittsburg, Pa.
The Bulletin, of the 8th, has a dispatch
from Cincinnati, wbioh says that Dayton was
comparatively quiet after 10 o’clock yester
day. Troops from Cincinnati and Columbns
began to pour in, and thirty of the ringlead
ers had arrived—(been arrested T)
Every precaution had been taken to prevent
a renewal of the attack. -
A St. Louis dispatoh says that one hundred
of the moet prominent Secessionists had been
arrested, and that no favors would bo shown
them, but that they would be sent South with
their lamilics.
A Nashville dispatch says that Ex Governor
Brown is among the banished from that eity.

t@* We learn the following by telegraph
from a respectable party at Okalona:
Col Bartean, commanding the Confederate
forces, routed the enemy at Tupelo, on the
6th inst.
Eight companies of the 21 Alabama Cavalry
were captured by the enemy, but retaken by
onr forces.
The rout was complete; the enemy wa9 pur
sued to within a short distance of Corinth.
Some prisoners wero taken, but the number
has not been ascertained.
Col. Barteau and his command acted with
great bravery—the State wilitla wilh much
less.—Mobile Tribune. ~
Par Noble Fratbum—Among the ennobling
traits of Gen. Robert E. Lee’s character, none
is more conspicuous than his msgnamity.
This unaffected virtue has been recenily illus
trated, as we learn on good authority, in a
letter which he wrote to Gen. Jackson, after
hearing of the serious wound received by him.
We are informed that Gen. Lee expressed, in
this letter, the most profound regret at the
injury sustained by Gen. Jackson, and assured
him that, coaid he have ordered events, he
would have saved him ia his own person. To
Gen. Jackson’s skill he ascribed the glorious
victory which, under a kind Providence, we
have just achieved.
This is the purport of the letter, not its
phrase or spirit, but this muoh suffices to
show that the two leaders of our army in
Virginia—Leo and Jackson—are worthy of
that enthusiastic appreciation with which they
are regarded by the people of the Confederate
States.—Richmond Whig, 8/A mat.
■ -Tba-lkfl qb»»grtr —-
Itr-ccnt tluvclapcmcnta indicate a decided
clitinge ia tho war policy ot our enemies.—
That they are at last convinced they cannot
whip ns on the battle-field ia apparent. That
all idea of restoring the Union is aban
doned is equally apparent; and the fell spirit
of demoniac halo and a determination to ex
terminate us and possess for themselves our
lands and properly, is now the rnling pas
sion of the Yankee head. How most to crip
ple, damage, entail suffering up#, curtail .re
sources, and torture us,’ is their chief study and
their greatest asperations.
With the usual energy and facility of the
Yankee, they have concluded to change almost
their entire plan of operations; and with their
numbers resource! and ingenuity try to make
up for their lack of courage eni generalship
on the field of baltle. Hence tbeir new plan
of cavalry raids. Their men will he well
mounted, brought lo our lines and turned loose,
with iostruetiocs to invade onr country, burn
and destroy all onr foun Jeries, workshops,
and government, stores, and then, if hard
prefsed, surrender. In this any they hoped to
destroy all the railroad briJgos and_ trestle
work and then cut off our transportation,—
They aim thus to lay waste onr country and
crush the spirit of our poople. Finally, af
ter th- y shall have robbed us of all we possess
and ruined us, they will obliterate all State
linea and abolish all local governments and
establish a despotism, and appropriate our
property Iq, themselves, and work us aud our
negroes together for their .own aggrandize
ment, as vassals under Yankee task-masters..
This general plan, with all its horrible details
is their obvious intent.
Men of the South, shall it be done? We
ask all men—the men of this community—the
old men, crippled men, exempts, men who
have put in inbslitutes, boys and all, what is
our duty f We must act It is no time,, for
disputing or making suggestions about.wbat
ought to be done, or complaining of what has
heretofore, or been done wrong. What sho.uld
we do now t We say organise into companies
at once; let every .man be enrolled and know
where he ean put bis hand on a gun and am-
munition, and know where to report and fall
into line.
The Confederacy offipa—nineteen in number
—are enrolled and ready to respond to Captain
Alexander’s order to meet any emergency.—
Jchn Wesley onr faithful carrier saya be will go
along, too, to help all he can. He says be cannot
shoot and i here lore a gun would be useless in
his hands, bnt he is willing to help all he can to
drive back oar foes. Let every workshop, fac
tory or other eatab'isbment in town have its
whole force enrolled and ready; in fact, let
every honse have the name of every male in .it,
who can walk without a crutch, recorded on the
list of some .minMe company and be ready.
Don’t fail to read the burning words of onr ex
cellent Mayor'* proclamation, which be has is
sued in obedience to a request of the City Coun
cil at its last meeting. Let cveiy man—old and
young, Jew and Gentile—respond. And let all
real assured it can't be done too soon.
We also insist on every county in the State
organizing for home dofense. If yon cannot
drill and fight as effectually as hardened sol-
dicry, you ean at least, if yon are brave, hold
a i»fg» foroo >n check, mi reinforcements
could be brought to the spot.
We repeat what we said one year ago, that
Atlanta is not by any means.safe, and must
depend on the valor of hor citizens for pro
tection in ease of a sudden altaok.
We ask onr women to see to it that their
husbands, sons, brothers and lovers join some
company, and aro ready. If they do not
promptly, make home unoomfortable to them
till they do. Let everybody awake to the
danger, before it is too late, and either gain
our independence or all go down together.
Spirits,

We invite special attention to the advertise
ment of S. H. Goetsel & Co., of the Map of
the Siege of Vicksbuig. It is one of the
most useful and intelligible maps we ever
saw, and throws a flood of light upon all the
winter’s movements of the enemy in Missis
sippi- .
Prevision*.
The Confederate Tax Bill imposes a tax of
eight per oent. on all salt, wines, spirituous
liquors, tobacco, cotton, wool, flour, sugar,
molasses, syrup, rice, and other agricultural
products, held or owned on the. first day of
July next, the growth of any year previous to
the present, and not necessary for family con
sumption before the end of this year.
A Ilome In Texas.
Any person wishing to purchase a fine farm
ing tract of land in Texas is referred to tho
advertisement of R. M. Parks & Co., offering
for sale the “Justo Liendo Tract,” in Milan
county, Texas. Any person wishing a mag
nificent estate in that rich country could not
do better thin to purchase.the whole.
A burst or a Railroad Conductor.— John
Atkins, the conductor of the'train on the
Fredericksburg railroad, that was captured on
Sunday last by the Yankees at Ashland, was
arrested yesterday by Captain* Macubbin’s po
lice, on suspicion of disloyalty and treachery,
and intentionally running the train into the
possession of the enemy. _ The suspicion
against him, it is alleged, is strengthened by
the fact that he heard the signal to stop the
train, and saw the fire on the traok, bnt neg
lected to check the train. Atkins was arrest
ed in Manchester, and resisted considerably.
He was confined in Castle Thunder to await
an investigation.—Examiner, 8th.
Van Dorr’s Dxath —The Richmond Senli.
nei says: - .
The telegraph brings the news of Van
Dorn’s death. Ho died, it is understood, the
victim of a man, whose conjugal happiness
he had rained. It is said not to have been
his first similar offence. His fale will excite
no sympathy, while a cause Mich as ours will
sustain no loss.

. The otcuincr Robert Campbell, jr., Captain
McKinney, came down yesterday ' morning
from Sionx City, which point she left some
five or six days ago, having been detained by
high winds and low wator.
Among the Campbell’s passengers were sev
eral mountaineers, traders and miners, from
the headwaters, of the Missouri and Cumber
land rivers. Captain McKinney informed us
that they had a box on board filled with pure
gold dost weighing three hundred pounds, be
sides smaller packages on the passengers’ per
sons. They speak in‘the highest terms ot the
mines, Ausd are in a yieW of procuring supplies
and returniug.immediately.
The mountaineers all probably lake the over
land route as they return, as they are appre
hensive of lower water in the Missouri this
spring, there having been but vory little snow
in the mountains the past year.
The Campbell, in addition to a good list of
ptssengera,. among whom' we notice several
members of the fair sex, bad a line trip of
freight, which consisted in part of bales of
buffalo robes and several packages of wolf
skins, pelts, eta. She left for St. Louis at
noon, expecting to return soon.—St. Joseph
Herald.
Horace Greeley —The time is up with
Horace Greeley. Some two or three months
ago, he declared in print, over his own namo,
that if, by May, we were not whipped at
Fredericksbnrg, Charleston, Tullahoma and
Vicksburg, or in threw out of four battles to
occur at those places, he would be ready to
advocate the abandonment of tho contest, and
peace on the best terms they could make wilh
us. The time has come, and we have not
been whipped at any one of those places.
“On the contrary, quite the reverae.” Will
Horace now be as good as bis word ? He has
credit with many people for honesty and sin
cerity. The occasion puts these qualities to
the test. We are jcurious soe how he will
meet it.—Richmond Whig, 8th itul.
