The publicfocling on tho war question decidad-
Lr ineroaaer in strength, but no new intelligence
has been received with regard to the progress of
operation*. W better a virtual suaponsion of hoe- I
til ides has taken place, or Omar I’aaha hae re
ceivtd, as was alleged, orders to proceed with j
energy, in still uncertain, although the inference ia
that tee iatur is the correct autemcr.t. Indeed
there are general rumor* that a battle wu likely
to lake piece near Kalsfat, in Lesser Wallsckia,
about the 24th of ibis month, and hence aome new
and startling reports may be looked far every hour.
The Russian army under Prinoc Oortachakoffhaa
not yot received any reinforcements, and hence if
h# should advance with tho purpose of driving the
Tuika from Kalafct, acros* tlic Danube to Wiadin,
the prospect is tha. any engagement that might I
ensue belweeu them would prove a tolerahy fair
trial ol -lieugtii. .Should the Russian*, however,
delav their movement from Bucharest until they
have been joined by large additional forcea, Omar
would thflfi probably not wait their arrival,
but retire in the sane manner and in at good or
der mhe departed from OiUniian. He appears to
have many first rate officers iu bis camp lrom Eu
glaixl, France, Spain, Prussia, llui.gi.ry and Po
land, end there is consequently good ground to
hope be wt.l give the Bu v.iar.s no advantage " Ithor

other. . I
It is not expected that the reiuforcemonta in- :

some doubt as to tacir probable efficiency and ex- I ]

M inor have been of a more severe character even
than those > uatained l,y them in the Principalities,
and it is understood that the chief efforts, there
fore, of the t./ar are at this moment directed to an
increase of bis Ibi ces in that quarter.
The accounts of these disasters differ in points
df details, but ere sufficiently coherent and nnaui
mous to allow that they have been of an important
Chart er. In attempting to retake one of the pla
ces they have iceently lost, called Fort Bhcfkatel,
near li.iu.iun, on the Black bea, one of their vea
seln, containing 1000 or 1200 soldiers and teamen,
appears to .jivo been sunk, either from striklug
the ground or from the effects of the Turkish bat
teries, »Dd the Whole with the exception of 35 are
aaid to have been drowned, the few that escaped
owing their [ reservation solely to the help of the
Tn*k». Other advices represent that instead of
120 0 hoi lilt d,owned 1 000 were captured, but the
Oral Hlnlcuicnt is believed to be the true one. Os
tho fdakii.g of the vessel, however there aeems to
b« lie nerd it, and the fact that the Buasian* were
wholly repulsed in five desperate attacks on the
fort, and obliged to retire with loss, ia looked upon
as equally certain. In addition, it is staled by tel
ogr.pl. this morning that tboy have lost another
vessel wrecked near their great naval arsenal of 6a
bo.tapol. _
la tho midst of all these confliota, both in Eu
rope and Asia, the allied powers continue their di
plomatic efforts to obtain a peace. By a large num
ber of persons tho possibility of their success is
strongly believed, but it ia difficult to see on what
grounds. At any titno before the actual com
innucomont of hostilities, there was the fullest rea
son to hope forau adjustment from the fears of the
Czur, but with hispude, outraged as it has been,
the prospect of his submiting to accept an entire
ly now definition of his relations to Turkoy—and
the outbreak of war having cancelled all existing
treaties, nothing less would bo satisfactory to Eu
rope—rectus altogether out of the question. Nev
ertheless it is ulledgcd that a new form of ngree
mout has been drawn up and received the sanction
not only of England and Fiance but also of Prus
siuaiid Au tria ; thelutterof whom is to urge it
upon the fair, while England and Franco work up
on the bullau. That both of the coulonding par
ties will pretend to listen in so far as it may seem
to afford a pretext for eny desired dolay, is of
course to be expected, but after past experience, it
will be hard to inspire the general public with any
faith that it will olid iu positive results.
irrospeo ive, however, of the concurrence either
of Prussia or Austria, a treaty is understood to
liavu boon arrungod belwoon Franco end England,
guaranteeing Turkey from overy aggression on the
part of Russia, nd consequently binding oseh
power to take all immures for that purpose that
the course of events may ultimately render ueoes
sury. If Au itlu*oml Prussia choose to concur in
this agreement, they will bo welcome to do so ;
but their dis-oiit will not alter its iorce. Its stipu
lations uro, of course, supposed to boos a general
nature, and therefore totu.ly apart from eny oues
fion us to tbe precise tonus to be imposed when
ever a HCtilrrnont arrived ut, the sole immed ate
object being togivo Russia to understand that fight
as long u she may, she must ovorcotne not only
Tin key, hut England and France before she will
bo allowed to reap anything fur tier paina.
01 the ultimate treachery of Anstrn few porsons
on i rutin uny doubt. Prussia is bettor trustod,
and at tho opening of the Legislative session yes
tord iy, at Berlin, the speech of the King was more
vigorous than had been anticipated in its refer
ence to the indepondoiit course intended to bo
pursued.
Much attention Ims boon attracted during tbe
woek by some unmistakable evidences of tho pres
sure experienced by tho Emperor of Russia from
financial necessities. For four or five years he ha*
held Tfi io,ooo of Eugliah Kxohequor bills which
wnre deposited on his aooouut with the Bank of
England. The wholu of these havo just been sold
ami the money remitted to him in gold by Baring
Brothers. In addition lie has. it is believed, sud
denly withdrawn liis cash balance from the bank.

Tho details of the interview in whioh tho fusion

M AN' JlltfcTh it, Nov. 29 —Our own market is in no det
gree influenced by what we hear of Cotton. The motive
tor proceeding with extreme caution in commercial oper
ations continue to restrict iha purchase cf merchants with
in the narrowest limits. For exportat ons, therefore,
exceedingly little has been done to-day. B>me kinds of
Yarns have been taken a little more freely by home con
sumers, who look upon them as having f*l en to as !ow a

Wnat buying there is, is, therefore, extremely partial and
lighted. P*ices are well supported—leant eo however, in
the h :aWer 4 /in. shiriings adapted for the China trade.
The turn-onta, and the recourse to short time which is now
being adopted in different io j-nitich, produce a sustaining
effect upon prices. The mills at Burnley, with an ex
ception or two, have resumed work at the rate of four days
a week, with an aoatsinent of the advance that bad betn
paid. At tia.up the employers meet ti mortow to deter
mine their course of proceeding, which will no doubt be to
work four days at the old rate of wages. The hands at
Glosaop, ilyde, and Staiybridge are put upon Ehort time
(fourdays,) and also at Ashton, with a ueiuciion in this
place of the last addition of 1 & cent, to the wages of spin
ning. The employers of Stockport hud a meeting yebter
duy, at which it w<*B agreed that at the end of this week a
wtek’a notice should be given for reducing the time of
workidgto 40 hours y week. At Preston, the battle field,
an unabated obstinacy continues to be exhibited ; and the
same is the case at Wigan also.
LIVERPOOL, Nov. 25.—The sales this week amount to
41,183 bal.-s, including .")740 on speculation, 27£0 for export
and the remaining 32,690 to the trade. Prices arc in favor
of seller.*, and partially dearer. Low Cut tons
are more ocleai'ie
Politics look more peaceaHe. It appears that the win

negotiations wjJI be renewed.
The foreign exchanges, although still against us, are
bette* than last week.
The weather has been wet and cold.
Thu large body of operatives still cont'nue on strike;
several mi>ls will be re opened to give the destitute an op
portunity to resume woik, and as there is not the least
prospect of an increase in wages, the strike must soon
come to an end.
The Niagara and Arctic brought us a confirmation of
the ft oil hccountt, but the crop was still estimated at about
3,000,000 bales, and prices had not advanced further. This
news Lad little effet upon the market; holders, though
firm, remained free sellers, but as the imports are sm-ill,
buy* rs have less choice, and with an increased demand

CHARLESTON, Dec. 16.— Cotton— The transaction* in the
eariy part of last week were very limited, and the market «*n
the whole presented a languid and drooping appearance,
frem the fact that the contracting parties were unable to
cone to t-rras; an arrangement, however, was subse
quent made, which brought buyers out, and timing the
three days prior to the uate of our last report, a good busi
ness was done at a decline of #@#c. on naos. qualities
from the highest point of tho market. The middling grades
at the time were quoted at 9#(2Hoc. ai-d Midi hug Fair
ami Fair #c. The present week opened with a
very good demand, and during the day upwards of 160‘J
baits changed hanas at i range of prices corresponding
with the above quotations. Saturday and Monday were
comparatively quiet days—the sales cn the former having
been limited to 1400, and the latter day to ißoo bales—but
the market, so far as prices were concerned, fully sustain
ed its position. On Tuesday there was a very general and
active demand, for most qualities ol this article, based, as
we believe to some extent, on tho accounts published under
our telegraph head that morning, showing a decrease in the
receipts at all the ports at the latest daus, as compared
with thofce of last year, of nearly sui),o'jo bales, and dur
ing the excitement that prevailed, hoi 'ers in many
instances sold to rather better advantage. A good busi
ness was also done on Wednesday, purchasers havi jg
bought to the extent of 2000 bales, at a range of prices de
cidedly in lavor of sellers, which was particularly the case
with the Good Middling and Middling Fair anu Fair quali
ties. Yesterday some 1100 bales were sold, and the week
closed with these grades all of better than they
were at its opening. The receipts siuceoor last comprise

NOTICE TO COTTON FLANTXBB
IMI’IIOYRD COTTON <JINB.-The subscriber weald
Inform the Planter, of Georgia and the adjacent State.,
that he continue, to manufacture COTTON GlNSofampe
rior quality, at hi. factory three mile* east of the city of
Macon,on the Central Railroad. Having, within the last
year, enlarged his Factory and mode great additions to his
machinery, and having the very best of workmen, he la now
prepared to supply the country with Gins unsurpassed (In
any respect) by any made In the United States. The sub
scriber would not speak disparagingly ofany Gin Factory
In the State; yet he thinks it no presumption to say that
his Gins are more universally approved than those from
auy factory. Every Gin sent from his faotory within the
las' year has given entire satisfaction; he has not heard
the first complaint, bat has been informed by many, that
his Gins are superior In every reepeet to any they have
ever seen in use; and in all probability, thert is no other
factory in the State that has met with such suocese. He
attributes the fine performance of his Gins to the personal
attention which they receive from him in their construc
tion. Every Gin that leaves his factory, is closely inspect
ed by him during the time of its building and afterwards
He has never desired, neither does he ever Intend to, build
more Gins than be can properly tee to himself. Therefore,
all thosewho purchase Gins of him, may with confidence
expect a good one, for he assures the public that no other
kind shall leave his shop, as bis undivided attention will in
future be given to the building of Gins.
As an evidence of their superior quality, he refers the
public not only to bis numerous patrons, bet also to tbe
premium list of the last Agricultural Fair or the State of
Georgia, where it will be seen he took the premium over al
his competitors, (some of whom were quite formidable.)
and injustice to them ho would say they exhibited speci
mens of work hard to beat. And as still further evidence
of the character of his gins, he would state that the Com
mittee appointed to award the premium after the exami
nation made by them, each purchased s gin from him be
fore they left the ground. And notwithstanding the late
ness of the season, his gins were so much liked by people
visiting the Fair, that he sold twenty during the week. He
is well prepared to try all his gins before they leave the fac
tory; but he deems it unnecessary from the fret that all
stecasiisrsaijwss ,
