Islands. His gunboats move about with great
activity.
The Louisville Journal seems to doubt the sue
floss of Bnrnside in his “on to Kichmond’’ move -
meat. It also says : “Lee and Joe Johnson and
Gustavus W. Smith and Stonewall Jackson are
f'reat military leaders. We are afraid that the
ebef army lias a decided advantage of ours in the
important matter of generalship.”
Übas. A. Dana, late editor of the New York
Tribune, has been appointed Federal Assistant
Secretary of War in place of Mr Wolcott, resigned.
The Bostonians intend to have a Monitor of
their own for horbor defense. The Board of Al
ilerrnen have voted 1200,000 for the purpose.
A great many of the Northern papers are de
nouncing Burnside and his new base.
Some of the Northern papers say that informu
tion has been received by trie authorities that the
rumor “that .fl iron clad Confederate licet was
building in Europe” is false. *
Political prisoners still continue to be sent to
the old Capitol building Washington.
Lincoln’s friends claim that McCieihu’s own
letters in Lincoln’s possession contain statements
that will condemn him if he asks an investiga
tion.
A Washington dispatch to the Missouri Demo
crat says that Lincoln has told some of his Illi
nois friends that he should stand by the proclama
tion of freedom and issue the supplementary muni
Issto.
Late dates from Mexico state that Juares hud

reactionary chiefs but one, have givon their con
sent. Every defensible town is to be fortified.
The different Htutes are promptly sending rein
forcements. The Mexicans say they will not give
up, even if they lose their capilal; they are de
termined to fight to the last. The French now

Three thousand sick soldiers have lately been
seut from Warrenton, Va.,to Washington.
Mr. J. 11. Huett, of I’ittburg, l’a., communicates
to the Scientific American that, by instructions ot
the War Department last Bpriug, he conducted
experiments on targets of iron plateo four and a
huff inches thick, bucked with oighteen inches of
oak timber, and pierced them at every shot with a
four and a half inch Parrott rilled gun, ueing four
pounds of powder. It is somewhat, remarkable
that, although the chief energies of our ordnance
department are to enlarging smooth bore cast iron
guns to on unwieldy size, the most effective fir
ing has been done by our rifled guns of ordinary
caliber. The breaching of Fort Pulaski was a re-
murbublt: performance in the idewt of our orduuce
oflicors. It was contrary to their predictions. It
hub done at the distance of u mile, by Parrott
rifled thirty-two and forty-two pound puna, and
Janie's projectiles, while the ten inch columbiads
fuilud to make any impression.
One miiliou dollars for the volunteer's families
have been raised in New York, and the corpora
tion is about commencing on the third approba

Among the resolutions passed by the Federal
Congress wag one directing an inquiry as to the
alleged action of the Postmaster General in de
oiling what newspapers may and wbst may not
be transmitted through ihe mails. A preamble
and resolution was submitted reciting that illegal,
arbitrary arrests had been made by the agents c!
the Government, end declaring that the House
condemns ail such arrests. The resolution was
tabled. A similar resolution m relation to the
arrest and confinement ii citizens of Illinois,
was offered and also tabled.

the infamy of McNeil be fully understood and
appreciated without its recital.
A British subject, in Philadelphia, has written
a letter to the British Minister at Washington,
beaming him to intercede with the Confederate
Government to prevent the destruction of ships
bearing certificates ol British property, by the
“2U0.” lie suggests that application be rnaua to
our Government with reterence to the ransom of
such property, or that letters of protect oe issued

they weald be met by the declaration that, from
the very nature 0 our Government, it is liable ts

is, by persons abroad, stilt looked upon as an ex
periment which may prove a failure. But the
