been reported in the House of Represen
tatives of the United Stales, for Carrying
into effect the convention of indemnities
with Frame. According to this lull the
whole direction, of determining on tin-
merits of the respective claims, is lelt to
the Commissioners who are to ho appom-
ed; the distribution of the fund is wholly
in their hands. The duration of the com
mission is limited to three years. Their
awards are to he presented to the Treas
ury .where, if there lie not sufficient funds
received to discliaige them, n certificate is
to he issued, transferable to order, of the
amount-due on said award, to bo paid as
soon as tho balance of indemnities is re
ceived.
The deduction for tho Beaumarchais
and otltri claims, and for the expense of
