, CHARLES CARROLL.
Churlcs Carroll, of Carrollton, was
born uit the twentieth of September, 1737,
at Annapolis, in the State of Mary lard.
He descended from a highly respectable
Irish faimily, who had emigrated to this
country in the reign of William and- Ma
ry, and wet* distinguished as patriots in
the troubles of the colony, which soon af
ter that period spfting up. For awhile
the catholics, were persecuted, and de
privod of the right of suffrage; but by t
manly resistance to tyranny, they were
restored to the privileges grautod to them
by charter.
At a very early age Charles Carroll,
ot Carrollton, was sent to St; Omers to
bo educated; from thence, after a short
time, he was removed to Rheims, to the
college nl Louis Le Grand; and from
thence to one of the best institutions in
France for tho study of civil law. After
becoming well versed in this science,
more calculated than any other to expand
the mind for the reception and discussion
of great political truths, ho passed over
to London, and commenced his term at
the Temple for the study of common
law. This study sharpens tho wits, aud
opous the great fountain of Anglo Saxon
liberty to tho patient investigator of En
glish history. Aftor finishing his studies
nod his travels, he returned to his native
land at the ripe age of twenty-seven, and
was hailed by the best judges as a well
read scholar and an accomplished gentle
man. Foroign courts had not damped his
lovo of liberty. At this period the dis
cussions with the mother country and the
coloDips, upon great points of national
law, bud commenced: and soon were car
ried on with great warmth and pertinacity
by both parties. Mr. Carroll did not
hesitate for n moment, but took side with
the lovers of liberty. He wielded a ready
pen, and it was soon engaged in tho glo
rious causo. Liku others, he for some
time did not wish to be known; but his
writings were so satisfactory to his coun
trymen, that his secret could not long be
kept. Some of his political antagonists
wore among the first men in Maryland.—
He foresaw that an appeal mast be made
to arms, and ho boldly advanced his senti
ments on this head, and recotnmendod
due preparations for such an event. At
this time but few voices had bean rawed
to this in any part of the country. Early
in 1776, ho was sent as one of a commis
sion lo Canada, to induce the people of
that province to join us in opposing the
mother country. The disasters which
had previously befslUn our arms in that
quarter rendered the mission ineffectual.
Mr. Carroll returned in June, 1776, and
instantly repaired to the convention of
Maryland, of which he was a member;
aud thence urged them to withdraw the
instructions that body had given their del
egates in congress, not to vote for inde
pendence, and at length found his exertions
crowned with success. Mr. Carroll was
now appointed a delegate to congress, and,
with his colleagues, was free to act upon
tho great question as they pleased. On
the 18th of July, he presented bis ere'
dentials to the continental Congcss at
Philadelphia, and on the tecond day of
August following subscribed his name to
llm immortal instrument. He was con
sidered now as one of the most fearless
men of the age; for he had more to risk in
point of pro|ierty, than any other man in
tho whole community, Haucock not ex
cepted. On the first day be entered
Congress he was appointed to the board
of war, of which he was an efficient mem
ber.
During the whole of the periloua con
Diet he bora his part with unabated ardour,
of en boingatthesometime a membtr ofthe
convention of his oative state and a mem
ber of congress; u double duty, which re
quired greet energy and industry to per
form; but, so ably did he discharge his du-
; ties, that both bodies wen satisfied with
hia attention to each. In 1778,j he left
congress; (and devoted himself to the
councils ot his native state) but alwaya
with an eye to the great interests of thn
nation.
!Vben the constitution of tho United
Stf'cs went into operation, Mr. Carroll
was elected a Senator from Maryland,
and rook his seat in the city of New York
at the organization of the government, on
the 13th of April, 1789. He was elected
a second timo to this situation.
Ilq was never an office seeker, nor ever
from caution or timidity flinched from any
honest responsibility, in tba darkest hour
of the republic.
In the year 1801, he quitted public
life, ar far as such a man could do so,—
He had now reached bis grand climacteric,
and was willing and desirous that younger
men should take the field of politics,
hardly dreaming that he was to enjoy
uuoiher age ot man, in the fulfnets of in
tellectual vigour. These last thirty year*
of life have passed away in serenity and
happiness, almost unparalleled in the^isto-
ry of man, He has enjoyed a| It were,
an Indian summer of existence, a tranquil
and lovely period, when the leevea of th*
forest are richly Variegated, but not yet
soured; when tho parent-bird and tho
spring nestling are of the tame flock, and
move on equal wing; when the day of in
crease and the day of (ha necessity of
provisions are gone; when the fruits oftho
earth are abundant, and the lakes of tho
woods are smooth and joyous as if reflec
ting the buwers ol Eden. Such an Indian
summer has this patriot enjoyed; hia life
has been tbrico, yea, four times blessed;
: n his binh and education, in his health, in
his basket aud in his store; blessed in his
numerous and honorable progony, which
extend to several generations; blessed in
the protracted measure of days, in which
have been crowded the events of many
centuries; and blessed in the wonderful
prosperity of his country, whose popula
