THE BUCCANEER
Whilst our country urns yet in it* infan

s : rugglu, which terminated in (he political
sepeiatiun of the colonies from the moth
or country, them cruised off (he shoro of

by the appellation of the “ Black Buccan
eer,” a name given him front the qolor of
his vessel, whoso exterior was paintod

servation when the government cruisers
obliged him to seek shelter and conceal
ment among tho weeks and inlets of the
islands,
Rumor had widely disseminated the
daring exploits of this notorious buc
caneer, whose illicit proceedings were
principally, if not exclusively, directed a-
gainst the flog of Great Britain; but his
enminty tu that nation not only proved de
trimental to their commerce, but alio act
ed oppressively tu ours; as wo at that time
acknowledged allegiance to thn countiy,
front whose oppressive enthrallment, our
illustrious forefathers subsequently eman
cipated themselves and their posterity-
Unparallelled success had hitherto in
variably attended the most desperate ac
tions of this man; and his numerous cap
tures at length called the attention of the
Brittish Governor, who fitted out a vessel
for the express purpose of freeing the o-
cent) of one who proved so grout a scourge
to the commerical interests of Great Brit
ain and its dependencies. The command — f __

At sunrise on the fifth morning subse
quent to our departure, we discovered a
vessel to leeward; orders were instantly
given to bear down, when after an hour's
sail wn discovered tier to lie a forctopsail

tnry suprise wus over, every man in accor

prepared for action. The guns wero
loaded and run out of their respective
ports, (he magazine illumined, at the log
gerheads lighted—the decks cleared, und
every thing prepared to execute the work
of death. In the meantime tho Buccau-
eer was no way backward in imitating our
example; ho; vessel wus swung round un
til her brondside was brought to boar full
upon us, and her decks, which before
showed only five or six forms, werb now
literally crowded fore and aft;—then or
ders were given to commence the notion,
and the huge caunons belched forth tltoir
iron messengers of rientlt. *
" We must board," said our comman
der, after a quarter of an hour's cannon
ading, in which Do signal advantage was
gained by eilhet patty, “ Fill uway, my
men, and stund by to heave the grapnels.”
The mandate was obeyfed, oittf In a few
moments we were lushed, and fought yard
arm to yard arm with the bravest nnd most
formidable buccaneer that evor ploughed
the ocean.
The pirates were the first to board;
bended by their notorious chieftain, they
sprang upon our dock and fiercely assaul
ted our seamen; for a long time victory
remained undecided, but then the buccan
eers began to falter; still they fought baud
to hand, and with the infuriated frenzy of
mou who had experienced an opposition
they did not anticipate; but still.'thn tars of
old England met them with all the coolness
experience has taught to essential to vic
tory. By this time ono half the assail
ants lay dead or wouuded upon the deck.
Their choering sltofit were still heard,
though faihi, and almost drowned by the
clash of armband the groans ofthe tvoun
ded and dyiu|. Again they faltered and
lotreated a pace, but then the voice of
their commander was heard above tile
ruthless din, urging them to another effort;
again they formed, and rushed madly upon
our seamen, but they met the same per
tinacious opposition as before, and they
once more broke Hitd retreated. Al ibis
critical moment, when the pirates were
retreating step by step from our quarter
deck, their chieftain, rushed forward, and
cutting a possige with bit sword, sprange
down the hatchway, and.rushing Into the
light room, seized the burning lamp, then
shivering the partition of glass that Separ
ated it Irotn the magazine, he entered.—
Those upou deck beheld this strange move,
ment willi wonder, that can hotter be im
agined than described, and both parties
simultaneously dropped their wcspdOS lo
learn the issue of so strange an adventure.
Our edmmander, accompanied by a
few of tho officers, immediately descend
ed, and the sight that met their astonished
gaze was truly terrifying; the buccaneer
was standing amongst tho opened powder,
with a lighted lamp in Iris tightly clench
ed fist, Iris face was bluckonetl, and a
stream of blood gushed down his check,
front a subre cut in t|ic forehead; with
knitted brows and rosolutldn stamped up
on his countenadee, he stood regarding
those Who began to crowd the light room.

Baals of representation, rfs a reason tlrhy tho ■-

late, Cotivcmffin, ought not to he ratified, I comb
now to trost my Other objections, In their order.
1. My first'Wat, that the plan ofthe Conven
tion dots not answer the end proposed, in calling
that body; which is shown, by considering whet
wts tho mischief to bo retoedied, ahd would havb
been an effectual remedy.
' “ One of tho people" rests his defence of ihb
Convention, mainly. Oh the ground, .that thejr
plan will save the State a large audUril expendi
ture. It tho saving of money wbre Willy the ob-
joot b>r which the Conveutiott drat trilled, they
have not done half enough, add the jj'ndplu 'ought
not to bo satisfied. If expOuse Is in be reduced,
without regard to any other principle, why not
reduce the Senate to twenty, and. thn iiodxe to
fifty, nt once ! This would have saved the State
some 830,000 per annum; instead ol the. $20,000,
which, it is. said, the proposed plait Will save,
and would hake been economising to tome pur
pose ; while the laWs Would; probably, lirivn been
a* well made, as they will be ttoWi Exjiedab was,
and ought lo have been, one object. Bat, if iti»
people at Georgia have reutly mad;* bp their
minds to sacrifice substantial nnd pefurenetit po
litical interest!—rights, purchase by the toil, and
consecrated by the blood Of their father*— tc thtr
paltry Consideration of ddilara and centri, they e-
serve to bo slaves, and most certainy will »>e;
for, when mat are in the market, they will »lw«yw
find purchasers. Public money is a thing to bb
husbanded, and with care too; but wliun public
men sacrifice principle, Id preserve public money)
they forgot their dotjr, nnd betray ihuk constitu
ent*. If.the people sanction it, they lieifsyr them
selves.
Another Objoct, Which these' gentlemen say
they have attained, is the reduction oi the housw
of representatives, from a disorderly assembly, to
one of suitable size, for bosiriMs and for decorum.

few odd members—about 18 per cent) of the
whole—will make little difference in tub Order of
the house, or the despatch of bdsineta. An ax*
sembly of 144 men, always finder more er lose
political eXcitemont; must be rather mobbiih f
adding 91 more could make matters very llttl*
worse. To attain the object; proposed under
this head) the reductied should have bash still

properly ahswered; But, If they hafl beua, they
worb not the primary objects ef catling the Con

What was the inequality before! In the Sen

equal. In the House, every couuty had one re
presentative; mid for the additional members, the
ratio of increase was ao Urge, as to give to the
small counties a moat uniaasooablo advaolago.—
Even upoo tbe white basis, this inequality wae
