The steamship Baltic has arrived at New
York, from Liverpool on the 12th inst., bring
ing intelligence three days later than the
Africa.
§ There had been a decline of an J to in
cotton for the week preceding the sailing of
the Baltic. Sales of the week 41,000 bales.
I Consols had further declined to 86J.
I No change is reported in the prospects and
negotiations for peace.

The news from Asia is that the Russian army wore at
K ars. Small detachments were occupying and fortify
ing Soharley Dugh. The Russians hud collected a large
amount of stores at Zeni Rone village, on the road to
Jfeeroum. The Russians were apprehending an attack
on Kars by Selim Pacha, who was encamped in the
m- -untains.
I The Russians will not probably attack Ezeroum, in
consequence of the exhaustion of their troops, because of
th ■ state of the roads.
The latest dates from the Crimea were to December
26th. The Russians were strengthening their fortifica
tions over Inkorman, and had unmasked new batteries
on the left of the Teherneya. iVlisier remains in the
Crimea. Marmora acts as his proxy at the War Council
at Paris.
Omer Pasha lias become unpopular at Constantinople,
in consequence of* the fall of Kar . A Council of War
at Constantinople is directing all the efforts for the de
for.ee of Ezeroum and Trcbizonde.
War Council at St. Petersburg is principally en
gaged in considering questions in relation to fortifying
tin- strategic points of the Empire. Those at Kiew are to
be tinislied before the close of the winter. The railroad
from St. Petersburg to Moscow is to he protected at in
tervals by redoubts to be occupied, each, by a battalion
of militia.
