If ISTHMUS NEWS. — —• THE I'OBEIGN MAIL TAX. A SLIGHT PROSPECT OF A HOW. I We make up the following summary of lath- | Sus news from the Panama Star and lierald ] of the 19th inst.: ■ We learn that instructions have been reoeiv- j here from the General Government at Logo- j m or) iering that all foreign mails crossing this . “;, mus from the Atlantic shall, on arrival at j A uinw all, be delivered over to the Postmaster V [hat place, by him to be transported to the | ■ tmaster at Panama, and that those arriv- j Wcfrom the Pacific shall, in like manner, be j fi-T. ed ia the hands of the Panama Postmas- j Wt. to be sent to Aspinwall, in order to enable I ■pem to collect the tax. ■ This arrangement contemplates of course, Haem”- the entire United States mails beyond He control both of the transient and resident Hail agents of that government, during their Xuisit across this Isthmus. The law is, we j ■ilerstand, to take effect on the Ist proximo. ■ Tne United States Government has already j Helarcd its intention to resist to the utmost ! iK, imposition of this tax, as unjust and in di- j Met opposition to the treaties existing between J e two countries; and, if we are rightly iu ■rmeiJ, both the commander of the United S a tes sloop of war St. Mary’s and the United ■Bates resident mail agent here, have been in structed by the Minister of the United States JB Bogota, to resist any attempt on the part of this Government to take possession of the Sails of the United States crossing the Isth- IBus, or the enforcement yf the tax. We can Sarcely beiieve that the Government of New Hranada will be so fool-hardy as to attempt, in die slightest degree, the committal of so pal- II able an outrage, notwithstanding the passage o’the law, as they must be fully satisfied that U ich a step would at once break up the exist :|l ,g treaty, and lead to a most unfriendly feel || g, to say the least of it, between the two 1 mntries. ■Of one thing there can be doubt, and that if. that if the United States mail is molested ii its transit across the Isthmus, for the pur of enforcing the tax, the most prompt and derisive action will be taken by the United Bates to procure redress. ■lt is expected that two hundred troops arc ilnvon their way here from the interior, via. Buenaventura. 9 The object of so large a force here is, we are i formed by the official papers, to oppose for [ J gu invasion and suppress outside tilibuster - 11?- I We heartily wish there existed as little fear sum internal native fiiibusterism, which at present exists, as there is to be apprehended ffom those abroad. j It is an inexplicable fact, that men buried ib an avalanche of snow hear distinctly every ford uttered by those seeking for them, while •eir own most strenuous shouts fail to pene trate even a few feet of the snow. I The Hair. In to-day’s paper will be found an advertise ment of Prof. 0. J. Wood’s renowned Hair Re st'native. The statements contained in the letters of those who have used it, are wondcr fu i, but no less wonderful than true. This lustorative has not been long before the pub- Bt, but it has already achieved a world wide ■putation, and thousands daily thank the dis coverer. Read the advertisement, and go t I straightway and supply yourself.—Glasgow 1. [ Junes. Office, Vandaua, Juno 21, 1854. PROFESSOR WOOD— Dear Sir—l take pleasure in bearing voluntary tes timony to the excellence of your Ilair Restorative. Three months ago my hair was very gray. It. is now a dark brow n, (the original color,) smooth and glossy. The only application I have made to it, has been the Hair Res to* rative prepared by you, and which, from the result in my own case, I can most cordially recommend toothers Respectfully, yours, EDW. WOLCOTT. Vincennes, la., June 21,185JJ. PROF. 0. J. WOOD— As you are about to manufacture and vend your re cently discovered lfnir Restorative, i will state, for whomsoever it may concern, that I have used it, and known others to use it—that 1 have, lor several years, been in tin* habit of using ether Hair Restoratives, and that I find yours vastly superior to any other I know. It entirely cleanses the head of dandruff, and with one month's proper use, will restore any person’s hair to the original youthful color and texture, giving it a healthy, soft and glossy appearance; and all this, without discol oring the hands that apply it, or the dress on which it drops. I would, therefore, recommend its use to every one desirous of having a tine color and texture of hair. Respectfully, yours, W ILSON KING. St. Louis, June 21b 185 J. PROF. WOOD— As you are about to prepare and vend your recently discovered Hair Restorative, and as you request my opin ion of it, 1 will state, that my hair was. a lew months ago, very gray , and alter using two bottles of your liair Restorative, it resumed its original color; and since its application, all dandruff has disappeared from my head, and 1 have been troubled with no disagreeable itching of the sculp. lam satisfied that those v\iio use it will not regret it, as it gives the liair the appearance of having been recently oiled. lam prepared, therefore, to recom mend its use to all who arcs desirous of having u beautiful head of hair. I am, sir, yours, etc. 11. L. SThWART. PROF. WOOD— Dear Jni—My hair had, for several years, been be coming prematurely gray, accompanied by a harshness which tendered the constant application of oil necessary in dressing it. When 1 couinieun and u&ing your Ilair Res torative, about two months ago * wan in that condition ; and having continued its use ii.t within the last three weeks, it has turned to its natural color, and assumed a softness uml lustre greatly to bo preferred to those pro duced by tin* application of oils or any other preparation I have ever used. I regard it as an indispensable article for every lady’s toilet, whether to be used as a Hair Res turulivc, or for the simple purpose of dressing or beauti fying the hail . You have permission to refer to me all who entertain any doubt of its performing all that is claimed tor it. MRS. 0. BYMONDS, Cincinnati, Ohio, Feb. It), 1864. 144 Third st. Watertown, Mass., May 1,1854. PROF. 0. J. WOOD— Allow me to attest the virtues and magic powers ot youi Hair Restorative. Three months since, being ex ceedingly gray, 1 purchased, and soon commenced to use, two bottles; and it soon began to tell, in restoring the silver locks to their native color, and the hair, which was before dry and harsh and failing off. now became soft and ‘glossy, and it ceased falling; the dandruff disap peared, and the scalp lost all the disagreeable itching, so annoying before, and now, I not only look, but feel young again.
