years of age, 5 feet 7 or 8 inches high, weighing
about ICO lbs., walks somewhat pigeon-toed, has
rather a heavy beard and wore a goatee when he
left, is a painter by trade, can read and write, and
I have no doubt has forged a pass to suit the occa
sion. If not about here, or gone to the Yankees, f
suspect he Is in Montgomery, Ala., or .Savannah.
Ga. If about the latter place, lie is apt to ?»«* with
the army as Cook and Waitingman, (having been
therein that capacity). He is fond of such a life
and well acquainted with the location ol the army
thereabouts. I will give the above reward fir his
delivery to mo here, or $25 for his confinement in
any safe jail so that I cau get him.

entire belief, ihe announcement of a
fact which will create great dissatisfac
tion in Trance and England. Delegates
from the seceded States have met and
decided to send twenty millions of francs*
(four millions of dollars) as a participa
tion in the fund for tlie relief of the
working classes of Europe. Mr. Jctlcr
son Davis has demanded from President
Lincoln the authorization for the export
of cotton to tlie above named sum, which
will he sent to .Southampton, Nantes and
.Havre. Such an action is worthy of all
praise. It proves that the Confederates
appreciate the close association between
their interests and those of our working
classes. It remains to lie seen whether
! ihe Government at Washington will allow
I European vessels to enter the Southern
I ports for the purpose of loading with
the cotton in question. We may surely

I. A moving appeal having.been ad
dressed to the people of Georgia, by
t.i'ti. Beauregard, to rally for the defence
ol Savannah, and a call also made upon
i he Governor to famish till the assistance
in his power for the saute purpose: liis
Excellency, ns the readiest and most ef
| leclive manner of meeting the General’s
i request, aud of contributing as much as
in him lies to the protection of Georgia’s
commercial capital, from the horde of
abolition emissaries seeking to wrest her
and her constitutional rights from the
care and guardianship of the State and
of the Confederacy, hereby orders all tbe
militia officers of tlte State (except those
.already tendered to and accepted by
General Beauregard) including General,
Field. Stall, and company officers, lo re
pair forthwith—without hesitation or de
lay—to the city of Savannah, and re
port to Gen. Beauregard, to bo organized
under his direction into companies, as
hereinafter directed, and for duty in the
defence of that city until their services
can be dispensed with.
11. The oHiccr%of the thirteen militia
divisions of tin* Stale will be organized
at Savannah into, and will constitute
thirteen companies, to be officered as
follows: the Major General of each di
vision will art as Captain of the compa
ny formed of his division, with liis Brig
adier Generals, and so many of the Field,
Staff and company officers, according to
grade and rank, as may lie requisite,
and tiding as his Lieutenants, Sergeants
and Corporals, allowing four Lieuten
ants, six Sergeants anil six Corporals to
a company. The officers taking position
according to the date of their commis
sions in their grades, and the supeVnu
merary officers falling into the ranks as
j privates. Should a division be without
la.I a. Major General, as may be the case in
| two-or three divisions, the Senior Briga
j diet* General of it will act as Captain,
and so on in tlie order of seniority ao

111. The transportation to Savannah
will be furnisltod'lo tlie militia officers

their exhibiting to the agents or conduc

if their commissions be lost, on a certifi

agent or conductor and forwarded totbis

tice of this paragraph, and to protect
themselves from imposition, will scruti
nize carefully the commissions anu cer

IV. Each officer will take with him to
Savannah a blanket, shot gun, or ritlo,
or other serviceable weapon. But that
there mny be no delay for the want of
an arm, preparations will be made to
supply all I lint report, with nn efficient
lighting weapon,' with which, as Gen.
Beauregard suggests, he can “kill his
enemies or protect his friends.” Each
man moreover will take with him provi
sions enough to feed himself until lie
reaches Savannah, where, oil reporting,
he will he subsisted by the Confederate
authorities.
V. As the companies are organized,
muster rolls of them will be made out by
the Captains for payment or other pur
poses; the officers and men being paid
as Captains, Lieutenants, Sergeants,
Corporals and l’rivates according to the
positions actually held by tlieih in tlie
companies while in service.
VI. Any militia officer not obeying
this summons and reporting immediately
as herein ordered, will, if within the
age for conscription, be no longer ex.
empted, but will be reported to the prop
er officer for enrollment in the Confed
erate service ; and if lie be beyond the
conscript age, lie will be tried by Court
Martial, for disobedience of orders.
That there may be uo excuse for diso
bedience, on the plea of ignorance of
the order, newspapers throughout the
State arc requested to give it immediate
publicity; each will insert once aud
send in bill, and patriotic citizens are
urged to make it known through their
counties.
YU. All able bodied citizens, whether
subject lo militia duty or not are earn
estly invited to volunteer, till the emeryen
ei/ 7.1 punned, in answer to Gehcral Beau
regard’s eloquent and patriotic appeal.
All wlm volunteer will he expected to
conform for (lie time their services are
needed to tho rules which govern troops
iti service, and to such organization as
the commanding General may* find it,
necessary to order. To facilitate their
journey to Savannah the Railroad will
he authorized to pass all volunteers who
present certificates of militia officers
that they are'volunteers on their way to
Savannah. The certificate must, in each
case, give tlie name of the volunteer and
his place of residence, aud musP give
the name and rank of the officer, with
the county of his residence, or it will not
be recognized when presented for pay
ment.
VIII. If this Older ispromptly carried
out, ii is expected that from two to three
thousand able bodied effective men will
he added to the forces at Savannah in
time to assist in repelling the assaults of
the enemy. The high eharucter, intel
ligence and military training of the
persons of whom this force will be com
posed, justifies the expectation entertain
ed hy Ihe Commander-in-Chief, that they
will not only render the State the most
effective service in this hour of trial,
hut that they will display nn intrepidity
of valor upon the battle field, which will
make them invincible, and will satisfy
all that justice has not been done the mi
litia officers of Georgia by those who have
doubted their willingness to sacrifice
their lives, if need he, in the defense of
their State.

and receipts of the oflice from the 30th
of June, 1801, to the 30th of June, 1802,
and estimates for the present fiscal year,
ending June 30th, 1803. The figures
presented arc not calculated to convince
any one ot the wisdom of Ibe act which,
compels (he department to be selt-sus
tainiug from (lie first day of next Murch.
On the contrary, it furnishes the best
evidence that unless measures of reliei
arc devised, llie postal facilities of a
large portion of the people of tbe (,'oa.
federacy will soon be cut oil'. The total
receipts of the department from all sour
ces, for tlie year ending June 80th, 1802,
were the »ujii of $1,1111,189 05; and the
expenditures for the suuio pqriod, $2,-
020,29048, leaving an excess of expendi

by grants from the General Treasury, of
$1,013,101 48. For the fiscal year end

an estimated amount, of expenses over
receipts of $1,405,079 94. To meet this
excess of expenditure Cougress has at
various times made appropriations,
amounting in the aggregate, to $1,170.-

ury to the credit of the department, at
the close of the fiscal year, $11,153 51.
