states, that Justice Stroug issued a war
rant for tba arrest of Hosuier, who killed
Mr. Nimmo, a few days since, but the
military authorities who it seems had

ice turned over to the civil authorities,
which, we are pleased to state, was

says that though slavery is recognized

ting it are "humaue,” and "free negroes,
of whom there are many politically upon

requires the attention of all persons oon-.

Among I’rocdineu an impression exteu

extent, indeed all such property of their
former-owners, will lie divided out to
them. Much expectations aro fruitful of
idleuess, disappointment and mischief,
*nd of no good whatever. Every effort
nlioiild he made to show to Freedmen the
absurdity of supposing that a Ooveriimeu.t
which is simply vindicating their natural
righto as one class of its citizen*, will for
their benefit iuva.lu the equal rights and
property of another class.
There is, besides, a wide spread aud
natural desire on the part of Freedmen to
test their now liberty hy change of em
ployers. Iu iudividual cases, and whero
iio loos of time is involved, suoh a change
is generally for the good of both parties

the record) of all persons married wilhout

sons. They should know that, if alter
ample facilities have been for some time
a (forded, they have not conformed to
lb a necessity of social life, they will be
prosecuted aud punished. And that facil
ities-may be ample, all Probate Judges
aro respectfully requested to dispense
with tho customary bond, audio reduce

riages should be, as far as possible, pri
vale ; certainly without festivities.

For Freedman a system has been estab
lished, aud will be extended, of ‘‘Colo
nies, ” or farms used as places of transit,
where they «au be kept aud employed till
work is found for them, and where all
persons wanting labor are invited to ap
ply. To these places, may be sent by
Judicial Agents of the Bureau, all Freed
men found sleeping in streets, or in ex
cessively orowded rooms, or who ure
otherwise committed as vagrants.
For refugees in view of the probable
extent, of destitution this winter, it is
reooinniendod to all city aud county offi
cers to procure farms where wood aud
water will be perfectly accessible, to
which the issue of rations o&n be trans
ferred, and where the able bodied who
uow daily make oath that they cannot
preeute work, o»n be used to orecl build
ings for the comfortable shelter for the
iutiriu and destitute.
These suggestions, as far as they relate
to fmedmen only, can be most effectively
used by the intelligent and influential of
that glus;, and to them they are especially
directed. But the press and all persons
interested iu a class whose numbers make
their welfare inseparable from that of the
community, are invited to ant in giving
tbeui prevalence and effect.

duties of the approaching convention on'
the questions of slavery, negro suffrage,
nullification of civil contracts entered into
during the war; the condition of the
Confederate war debt, ote He stands
squarely ou Governor Holden’s platform,
at the same time he obscurely raters to
questions which should be left by the con
vention to the act mu of tho legislature.
The assumption of ttbo Confederate debt
may be one of these, for be does notap
pear to be iu favor of repudiation, though
opposed to the assumption of Ibe debt.
