made to believe no such stud. The I’rcß
ldaut is but carrying out bis own policy—
the same which he enunciated in his cele
brated Uumu speech in iheNonate in 1861,
and to which he has scrupulously adher
ed ibrougbout the war. Mr Johnson is
now, as ha baa always been, for the
Unios of the States, and not for the con
solidated Empire with eight or nine de
pendencies, suoh as is .advocated by Mr
Sumner and the Jacobin puny tie wants
the Union restored upon the basis of tbe
Constuu.iu, and the whole country
brought .back to its ancient prosperity
and greatness. For this he is denounoed
by tbe tag end of a political organization
which has seen the hand-writing on the
wall.

Win. Lloyd Garrison and Gov. Andrew
of Massachusetts represent a party—a
faction now at variance with the Admin
istration on the subject of negro equality
aud reorganization. Hence the Seoreiary
of Stale thought u expedient to flatter
the vanity of Ihese gentlemen by refer
ring to them the .revised Constitution ol
the State of Mississippi for Ihetr approv
al. Gov. Andrew thought it would d‘,
at least for the present. Mr. Garrison
gave the following oracular verdict: ‘That
so far aH it goes, the constitution is well
enough, and an evident improvement up
on the old “ League with hell and cove
nant with death. ”

Lloyd Garrison have anything to do with

The Alexandria (Virginia) Common
wealth, anew journal, has the following:
“la conversation with a gentleman from
this city, in Warrenton, a few days since,
General Early expressed a most decided
opinion that in tho present, attitude of
politioal affaire, no one should be voted
for as a candidate for the House of Rep
resentatives, who could not subscribe to
the oath now required to be taken by the
members of the House.’’

By General Orders trout the Headquar
ters of the military distriot of Middle
Tennessee, the sentence of death has been
pronounced in the case of Champ Fergu
son.
The sentence will be carried into effect
on the 20th day of Ootober, 1806, at
Nashville.

Intelligencer, flour was worth sl2 50 to
sl7 per barrel, and coffee from 36 to 40

The Galveston papers of the 17th, notic
ing the receipts of wool, say that the old
stock is large, this year’s clip good, and
that we shall be astonished at their ex
ports tno present year. Tfle Texas ports
are now in working order again and we
expeot soon to bo in receipt not only of
wool hut of cotton and even gold in ex
oh' Ugofor merchandise. Gov. Hamilton
has issued another proolamation in whieb
he says "that ati criminal aud oivil suits
ehatl be proceeded with forthwith, never
theless in no notion for debt shall final
judgment be rendered until further
orders.” Attorneys at law must take the
amuesly oath aud “all persons of color
must be put upon an equality with white
men in reepeot to tUe punishment of
crime.” Tho fatale Capitol is being re
paired, and new oora is selling at 250 the
bushel, In greenbacks, at Henderson.

burg.
Pktebsbpkg, Va., Oot. 3.—An immense
meeting of freedmen was held here last
night. The largest Afrioan ohurch was
orowded to excess. Capt. btuart Barnes,
of the Freedman's Bureau, made an ad
dress, exhortiug tbe freedmen to labor,
aud dieabusiug the minds of the blacks
from the idea that tbe lands of their late
owners were to be divided among them.
The address was enthusiastically received.
Addresses were aleo delivered by several
oolored speakers, all exhorting the freed
men to sobriety and industry, and coun
seling friendly feeling toward the whites.
The meeting adjourned at a late hour.

A company has been organized in Sa
vannah. oalled the “Georgia Land and
Emigration Company,” sna Messrs. L. C.
Nowell, Hill Gowdy and Riohard T. Gib
son have been appointed directors. Books
of subscription have been opened, and we
notice in the Herald, the names of some
of the most prominent merchants and
citizens of that city as tubsoribers to the
lunds of the company. Arrangements
have been made to send a competent per
son to the North immediately, for the
purpose of bringing on a large number of
emigrates, mechanics, laborers and do
mes'res.

Johnson with reference to the work of
restoration in that State. After convers
ing freely and frankly with them, the
President said:
“Go home and tell your people that I
have faith in their good intentions and
promisee, and will do all 1 oan to aid them
at the work of reetoratton.”

A correspondent of the Mobile Tribune
ssys at the reoeut Louisiana Democratic
State Convention Ex-Gov. Wiokliffe was
appointed permanent President. The
doctrine of States Rights ; repudiation of
the bogus Louisiana Constitution of 18114;
the right of petition for compensation for
loss of slaves ; were all made planks of
the platform.
The State Military Academy at Alex
andria, La., of wbioh Gen. Sherman was
superintendent before the war, has been
reorganized. One of the Professors is
Major West, a graduate of West Point,
and a Confederate artillery officer ; an
other is Kirby Smith’s late chief engineer,
It is expected that either Gen. Bragg or
Gen. Beauregard will be the superintend
ent of this institution.
Os the nominees the writer lays :
Governor Wells was nominated for the
Governorship as a necessity. Ex-Gover
nor Wiokliffe would not run; Col. An
drew S. Herron would Dot run ; Judge
Voorbiea declined in favor of Wells, ac
cepting tbe nomination for the Lieutenant
Governorship; and so, Wells had a clear
held. If either of the two first named
gentlemen had consented to run, the
Governor oould readily have been beaten.
J Ad. Rozier, one of the nominees for
Congtess, is now at St. Louis. It is not
known whether he will accept. Tne
State tioket is generally acceptable.

The nominees for the Legislature are
far better than those made hi any previous
time.
Now that the Legislature meets in New
Orleans, we shall have a far better dele
gation than in the days of yore.
Governor Wolls expoots to call the new
Legislature together in extra session to
provide for parish and city elections.
AN XNTHUBIABTIO SCENE.
A scone took place at tbe close of tbe
Convention which defies description. Mr.
Overall, a member of the Committee on
Platform, introduced a preamble and
resolution, requesting President Johnson
to release Jefferson Davis aud restore him
to citizenship. Mr. Overall commenced
speaking from his plaoe on the lloor of the
hall, but the Convention soon got wind of
his object. Cries of “get on tbe plat
form !” “we can’t bear you !” were
shouted over the bouse. Mounting the
platform, tho speaker continued his speech
amid thundering applause. iVleinbere
rose from their seats and came forward ;
tbe wildest excitement was apparent, and
the preamble aud resolution were passed
with thundering unanimity, tio eager
was tbe Convention to pass tbe resolution
that it would not listen to a few remarks
from a gentleman who arose to second
the measure.

WEST ALABAMA.
Major C. A. Neilan, who has returned
from an expedition into Western Ala
bama, reports to Gen. Howard on the 6th
inst., that the Freedmen are generally
doing well. They seem to regret their
separation from their wives and families,
who were left in different parts of the
Btate. The Freedmeu were working a
portion of the crop.
Dr. Grierson, a Union man, and promi
nent oilizen of ike State of Alabama, had
been brutaily murdered by a band ot
guerrillas.
The orops are almost worthless.

The Ayics states that at Tuskegee it hAs
been resolved to organize a company of
mounted infantry. A committee appoint
ed by a meeting of citizens chose the fol
lowing officers:
Captain, F. S. Ferguson, First Lieu
tenant, W. B. Jones, Second, J. M. Tate,
and Third, G. W. Dent.
W. P. Chilton was Chairman and T. B.
Jones Seoretary of the meeting.

A leading feature in the Michigan State
Fair was the display of Merino sheep.
About six hundred of these animals were
exhibited. Within twelve months in that
State as high as $7,000 has been paid for
a single Bpanish Merino buok, and in sev
eral instances $3,000 to $5,000, while a
payment of SI,OOO is of daily occurrence

This steamer is the first of the new line.
For a time the vessels will make monthly
trips, but as soon as the company oan

for Gen. Humphreys for Governor of this
State over Judge Fisher, will probably be

Court of Appeals in the Jackson district,

TIIE KETCHfIM AND JENKINS CASKS.
New York, (lot. 9. —This morning the
oouuHel for yoGng Ketohum announced
that bo wou’d put in a plea of guilty to
the indiotmenta charging his client with
forgery. It app ears that the prisoner
proposes to plead guilty, but as matters
affecting bis late firm, and their condi
tions, are still pending and unfinished,
and his explanations aud testimony are
still required by those interested, it is de
sirftb'e to defer the plea as late in the
term as possible. The District Attorney
said such a request was not unusual, and
gave notioe that the plea must be put on
ths last day of the term ; this was agreed
to.
The case of Jenkins, the Phenix Bank
robber, was oalled this morning. The
Diatria), Attorney announoed that he was
not ready to proceed, and that Jenkins
was absent to make anew plea ; he there
fore refused to let the case go over for the
term for which Jenkins’s counsel had
agreed.
SOUTHERN TRIP ABANDONED.
A Washington dispatch to the Times of
yesterday's date, says : The President has
abandoned his contemplated trip to Rich
mond, North and South Carolina, and
yesterday notified the Secretary of the
Navy that the vessels in wailing for him
would not be required.
FROM SOUTH CAROLINA.
New York, Oct. 9.—Mayor Macbeth
and the old board, at Charleston, have
been restored to the exercise of their
functions. The municipality buildings
have been restored to the civil govern
ment, and they are to have jurisdiction in
I all cases between the whites. The negroes
are to be turned over to the provost mar
shal. Tbe organization of Slate militia is
rapidly progressing. In some sections
they are to be subject to national officers,
aud co-operate with them in the suppres
sion of the present lawlessness
Gen. Benuet has issued an order direct
ing ins subordinates to assist in tbe form
ation of the State force, every member
of which, before January, must take the
national oath of allegiance.
I'HK NEW COUNTERFEIT.
The authorities yesterday reoeived a
copy of the new counterfeit $lO green
back legal note, just put in circulation.
Arre-ts have been made, and others will
be male, of persons eugagod in pieparing
and issuing this counterfeit, but for good
reasons we are not authorized to give the
particulars. The new b'gus issue is dated
Washington, March 10th, 1862; letter O,
and the red Beal, is badly executed ; as is
also the border of the note, which is made
up of repetitions. The letter is circular
ly put together. The general appearance
of the bill is bad.
VISIT TO STEPHENS AN It REAGAN
New York, Oot. 9 —The Herald’s cor
respondent gives an account of a recent
vibit to the Confederate vice president and
postmaster genera', Alexander H Stephens
and J. hn 11 Reagan, Fort Warren,
Boston harbor. He found them much in
the same condition in wh oh they have
been reported.
Judge Reagan has written and,forward
ed an address to the people of Texas. He
cheerfully accepts the result of the war,
saying we staked all and lost all. He ad
vises all rebels to regain their citizenship
as soon as possible, and to hereafter be
faithful to the constitution and National
Government. Iu regard to the freedmen
of the Bouth, he is m tavor of admitting
their testimony in the oouris, of granting
the elective franchise to suoh of thorn as
can read and write, and thinks it will be
impossible long to deny them these privi
leges.
LOUISIANA GENERAL ELECTION.
Gov. Weils issued his proclamation,
ordering a general Biate and Congression
al election to be held on the first Monday
(6th) of November, in oonformity with
the Constitution of the United States, and
the State of Louisiana. There are five
Congressional Districts in Louisiana, and
she is outitled to five representatives in
the4oth Congress. OfState Senators there
ate 27 to be chosen, and 122 Represen
tatives. The Governor reminds all whom
it may concern that bylaw, “Every white
male who has attained the age of 21 years,
aud who has been a resident of the State
twelve mouths next preceding the eleo
tiou, and the last three months thereof in
the parish iu which he offers to vote and
who shall be a citizen of the Uaited
States, shall have the right of voting.”
In addition “every elector is required to
produce the amnesty oath prescribed in
the .President’s proclamation either of the
Bth of December, 1863, or of that of May,
1865, eworn and subscribed to by him
before competent authority.” “This
oath,” he says, “will be rigidly enforced.”
And even from this privilege will be ex
cluded all of the “excepted” who have
not been specially favored by the Presi
dent.
TREASURY DEPARTMENT CIRCULAR.
Washington, Oot. 9 —The Treasury De
partment has issued a circular providing
that articles dutiable under the Internal
Revenue laws may be removed from the
faouth and shipped to New York, Phila
delphia, Baltimore, Boston, Cairo, St.
Louts, Cincinnati or New Orleans, on the
execution by the shipper of satisfactory
bonds to be given to the Collector of In
ternal Revenue at the place from whence
the articles are lobe removed, so that the
duty may be paid tbe Collector at the port
of destination.
This regulation is in consequence of the
difficulty of obtaining Natioual currency
to pay the duties at the p ace of purchase
NEW YORK MARKET—COTTON ADVANCING.
Kaw York, Oct. 9 —The cotton mar
ket to day was excited and unsettled, and
prices have advanced about 8 cents. The
salts to day were 7,000 bales at 57»58c.
closing at 60c. with a still advanoing ten
dency.
Flour has declined from 10 to 16e.
Sales to day 9,000 barrels.
Sugar quiet, rice firmer, naval stores
steady, freight quiet. Gold 145 J Su<»ar
had advanced in Liverpool from 6J to 1
shilling.
Slavery Im Killueky.
The military authorities of Kentucky
have practically declared all slaves in that
State free, by granting them passes to go
where they please. But the State laws
still recogniie slavery, and the military
authorities, it is said, allow the statutes
of the State to be enforced, in fining all
persons who employ slaves without the
consent of the owners.

approved by General Gilmore, command
ing the department, in a general order.
