Trains are now running from Philadel phia to Lynchburg, without obange of cars, a feat never accomplished before the war, and an aoeommodation that will be appreciated by our merchants and the traveling publio generally. The Danville Railroad Company has nearly oi quite completed permanent bridges over the Appomattox and Staun ton rivers, and preparations for perma nently bridging the James are in a very promising state of forwardness. Bio djc Jahbiro, Sept. 8, 1866.—A bat tle baa taken place at Tautany, on ibe Uraguay river, in which the allies have been victorious. The enemy lost 1,700 prisoners, and their cannon and flags. This defeat is considered to have struck a decisive blow at the Paraguayan inva sion. (Os the whole number of persons elect ed. to the North Carolina constitutional convention from the 85 counties, only two are said to have obtained their seats with the knowledge of their constituents that they would favor the admission of negro testimony in the oourts of justice. No candidate dared to oome before the people as the advocate of «qual rights, or the right of suffrage to the negro. The bay gelding Hester, whose feat of trotting a mile in 2:18 1-5 is the best on reonrd, is the property of George Allay, of New York, who purchased him for a mere song two years ago. Flora Tem ple’s Kalamazoo time —2:19J —has hereto fore been the best. Dexter had a tine day and a fine track for his feat. The best time he ever a race before was 2:24. The sole duty of the Treasury agents I in the South under existing regulations is to collect and forward to New York City the property oaptured from the Con feder ate Government by the armies of the United States. In doing this they have been definitely instructed not to interfere with pnvate rights, but on the contrary to re spect them. John Van Bcn-ea thinks that President JobDSon asks quite enongh— perhaps even a trifle too much—of the negroee, when he tells them they mast respect the mar riage rite and clothe themselves sad their children. By (he China dates of the 30th from Liverpool have been received : Fenian arrests continued of daily occur rence, particularly m me Irish provinoop. A passenger by the City of Manchester, from New \ ork, named Oriordan, who as sorts that ho is a (Jailed States captain, was arrested at Queenstown on lauding from the steamer. Treasonable dooumsut* were found on him. Three additional arrests have been re ported of soldiers in the garrison at Cork. The prisoners in Dublin, 41 in all, were to be brought up for examination on the 30ib, the day the China left Liver pool. The official Dublin Gazette of the 29m oontains a proclamation disarming several baronies in Tipperary, Limerick and Wa terford counties. The London Times suggests that the Prince of Wales should visit Ireland oo oasionally, and points out that the royal family have pissed more time on the oon tinent than io the sister kingdom. The Times’s correspondent in America represents the Fenians as mustering 300, 000 men in America Sir R bort Peel, Chief Secretary of Ira land, lias been summoned before a magis trate by Robert Gray, a Dublin banker, in consequence of an altercation in a rail way carriage. The Philadelphia correspondent of the London Times, points out (hat Fre&ideni Johnson has taken a decided conservative stand, aod baa thrown his protection over the conquered Confederate States. The Times has an editorial ou this subjeot, aod expresses the belief that, the lenient and generous policy of the President will within the next few mouths enable the (Southern States to again send Represent atives to Congress. Ii is stated that an effort is about to be made by a committee of the Confederate bondholders to induce i he .Stock Exohange committees to admit them to Lite privilege of quotation of the official lists. Rarinti’s Circular reports considerable transactions in Southern States slocks, but gives no quotations The Counters De Paris has given birth to a daughter at Twickenham, near Lon don. A large number of the ex Royal family of Frauee were present on the oc casion. Alderman Phillips, who is of the He brew faith has been unanimously elected Lord Mayor of London. The will of Mr. Cobden, executed the day before his death, was sworn under £B,OOO sterling. A writer in the Times asserts (hat the gold fields of Nova Sootia, if properly worked, would equal those of Australia. FRANCS. The Bank of France returns for the week show a decease in earn of seven and a quarter millions of francs. The Tiibune’s Paris correspondent states that the French troops will probably vaoate Roma by the lime fixed in the Con vention ot September 15, and that some regiments will bo gradually withdrawn to Civita Veccbia some time beforehand. The cholera at Toulon, which had sub sided, is rep Tied to be again worse. The Paris Bourse on the 29tu was firm and animated; rentes 68f. 55c. ITALY. At a resent Consistory the Pope, in his alooution, is reported to have spoken against sects in general snd Free Mason ry in particular, and to have censured the Sovereigns who protected them. In connection with this subject he adverted to the obsequies of Marshal Magnan at Paris. Hit* Fiojnr Spirit. The following occurs in a letter written by Bishop Qnintard, of Tennessee : I never was a secessionist; I used all my influence, both public and private, against the movement. * * * I never believed in secession; I nevei taught seoession ; 1 never voted tor seces sion. Bat the crisis c»me--Qiy path of duty was plain before uie. The Biato, in her sovereign capacity, had dissolved her connection with the Government. * * * The Churoh of Christ, by her divine constitution as Catholic, must, of necos sity, recognize the de faeto government everywhere and submit to it. The king dom of God, whion is to be the same in all the world, can, as such, have no pref : erence or choice as to forms .of govern ment, whether despotic, republican, le gitimate or usurped. ’The powers that bo’ are all that she can rigbttully know anything about. Her members and min isters, in their oivil capacity as citizens, may entertain these questions aud decide them, but to the Churoh they are foreign and forbidden. I therefore continued to minister to my people, and with the ad vice and consent oi my Bishop, aocupted the position of a chaplain in the South ern army. While the recollections of the last four years are very sad, they are very sacred. I have ministered to the wounded aud dying. 1 have carried tne consolations of a blessed gospel to the fields of carnage and into the noisome hospitals. 1 have attended rigidly to my duties as a Priest of the Church, minis tering alike to friend and foe. * * I have now but one object in life, and that is to set forward, as much as lieth in me, oharlty, peace, and good will among all men. I have taken the oath to sup port the Government ot the United States. 1 have kept back no part of the price. I shall abide by iny oath heartily and cheerfully, God being my helper. Transportation for Refugees aoil Freed men. The Secretary of War directi, in gene ral order, that upon the requisition of the Commissioner of the Freed men’s Bureau, transportation be furnished suoh destitute refugees and freedmen ae are dependent upon the Government tor support, to points where they can prooure employ ment and subsistence and support them selves, and thus relieve the Government; provided suoh transportation be confined by the Assistant Commission;-rs within the limits of their jurisdiction. its emplit* and hew OrUawi. It was slated, unofficially, that tne sum of $35J100 had already been raised for the support of the episcopate of ihn uow diocese. Mr Otis, of Illinois, moved to amend the resolution so as to make the name of the new diocese the diuotse of Pittsburgh This oaused a long discussion. THE BISHOP OF ALABAMA. The order of the day, the oase of Dr Wilmer, bishop of AUbam , was than re eumeil A loop discussion followed. Mr. Kerfoot, of Counto ltut, proposet the tallowing as a substitute for the origi nal motion : “ Whereat, The bishops have informed the house of iheir resolutions expressing for bishop Wilmer their regret regarding his lam pastoral address, therefore, “ Jiesulveil, That this house does hereby signify its concurrence iu said aooepiance, and declares its full participation la the spirit aud intent of the resolution in formally made known to this house ” Dr. Kerfoot took 'he grouud that the South was right in what they did. They acted upon a fiction now passed away, thank God ; hut it was a tact to them, and they proceeded to organize the woik of Ghrist. The poses of the churoh and the peace of the nation demanded the instant settlement of the question Et Governor Fish, of New Yoik—l had intended io submit a resolution similar to the one just read, but nun this addition ; "JVovuled, however, That such reception of the Right Reverend Richard H Wil mer, D. Dr. Vinton, and accepted by the lion. Mr. Fish. Dr. Kerfoot consented to the withdraw al of the second purt of the resolution. Horatio Bitney offered the tallowing: Resolved, That this House, m most cordially concurring, as it bus done, in the resolution of tne House of Bishops, appointing a day of thaukfgiving for the return of peace to our country and unity to the church, most respectfully expresses to the House of Bishops its most earnest desire that in religious service appointed for tne day, special thaii&a be offered to Almighty God for the re establishment of the National authority over our liouutry ; for the removal of lhai occasion of Na tional dioussion, and to which our troub les were due. Mr. Goodwin askel if suoh course ae was proposed would not settle the question. The chair decided it could tot be brought up to day but could hereafter Ayes and nays having been called for, were taken. The question being ou mo tion to lay the morion to reconsider on the table, the effect of the passage of which would prevent the question being taken up agaiu during the session of me present oonveution, the result of the vote by dio ceses was as follows; clerical 20 ayes, 6 nays; laymen 15 ayes, 7 nays. Johns n, on Monday the 9<h, entered upon hi* duties as Provost Marshal Genet al of the military division of Tennessee Collector Spooner, who visited Nash ville to investigate the frauds in toe In ternal Revenue, has returned to Cincin nati, the parties implicated having re funded to the Government the sum of one hundred and thirty-five thousand dollara Collector Spooner acted on special in structions from Washington. The most profound eetrevy has bsen observed in toe investigation and settlement of the affair in the ease of Colonel Crane. The testimony for the prosecution closed to day.
