Louisiana.— Free persons of color have
always been competent witnesses before
tho civil tribunals of Louisiana. This is
due to the liberal apirlt of the old Span
ish and French Codec which prevailed
before Louisiana was ceded to the United
States. Consequently, now that the ne
groes nave all beoome free, there is no
law in that State whioh would exclude
them as witnesses or as parties to civil
■nits.

and Es-Gov. H. V. Johnson have ontered
into a law partnership.
W. H. .-escott, a distinguished lawyer
of Charleston, S. C., has been appointed
"agent’’ of that State in Washington.
Bayard Taylor is now in Kansas on a

Mr Ritohie, a well known journalist,
of RicLmr 1, Va., nas been elected Mayor
of that oity. His wife, Mrs. Anna Cora
Mowatt Ritohie, has been residing for

In Ohio the Republicans have carried
the day by nearly thirty thousand ms
joriiy. So in lowa, Gov. Stone, taking
strong g round in favor of equal suffrage,

thousand majority. And even in Penn
sylvania the Republicans appear to have
oarried iwo thirds of both branches of
the Lrg alature. It is even said that the
maje-ity c i the popular vote in Pennsyl
vania will exceed that given to President
Lincoln.
The mult of these elections is a matter
of little consequence except to the candi
dates *.a mselres. When the policy of the
AdmiVt. anon comer before Congress
the prac u-al action will be that of Repub
licans, Union men, Democrats and old
line Whi-g su; j ting him. The Radicals
will, of i ourts, i .ad off, and constitute
the anti Administration party. But all
practice and modera e men will unite, if
neoesas ~ and form an Administration

It is the enstom with some of our New
York cotemporaries to send oat their Pro
spectuses and terns es publication to what
they are pleased to style the "country
press" in the principal cities of Georgia
and Alabama, (and wt presume of other
Southern .State* also,) with instructions
that their lohg advertisements be insert
ed in consideration of an exchange. We
have rooeived a number of these modest
proposals reoeutly, and have to say in re
ply, that our rates for advertising appear
in.every issue of the Sun and Timet. If
these rates are satisfactory, we shall be
pleaeed to insert the long notices of our
New York ootemporaries and forward
them our bills for payment.
As respects exohanging, we have to say,
that no daily journal, in New York or
elsewhere, need feel under obligations to
exobange with us unless they have reason
to oonsider our paper as serviceable to
them as theirs is to us. If in the present
condition of the South, and during the
most important epoch in the local affairs
of the State, a Geergia daily, published
in one of the priooipal cities of the State,
and which is designed to be a faithful re
flex of public sentiment here, ia not as
serviceable to a New York journalist as
a Now York daily is to the Georgia jour
nalist, then we hope our New York breth
ren will oonsider themselves under no ob
ligations to exobange with us.
Only think of a New York paper asking
the insertion of an advertisement of a
dozen or more squares, in consideration
of an exchange with it, and that too when
the subscription prioe to the paper thus
seeking notoriety in the Mouth is only ten
or twelve dollare per annum 1
Whilst our New York ootemporaries are
always welcome to our exchange list, we
do not value thoir vieits so highly as the
modest demands of their proprietors
would seem to imply. We have an ex
change list with the Louisville, Cinoiu
naiti, tit. Louis and Chicago papers upon
terms of equality. We will establish “so
oial relations" with the New York press
upon no other terms.
Prom Alabama.
Judge John A. Campbell, lately re
turned from Fort Lafayette, and paroled
on the 11th, was in Montgomery on the
20th.
In Livingston, in a difficulty, M. N.
O’Conner was choked by George McDan
iel, a young man. Hearing of it a son of
O’Connor shot McD. with a gun, killing
him instantly. The slayer has been held
to bail in the sum of $2,000.
The steamers James Battle and Rein
deer have been placed upon the line be
tween Mobile and New Orlean-.
The Ledger says Rev. (?) Mr. Buckley
has boen removed by Gen. Swayne from
his position as Assistant Superintendent
of Fresjjmen at Montgomery. No one
could bh less acceptable to the people than
Buohlsy.
Gov. Tarsons has appointed Chas. M.
Hooper, of Crawford, as Colonol Com
manding the Militia in Russell county. lie
invites the people to organize into com
panies when proper officers will be recom
mended to command them, and arms and
ammunition be furnished. Capt. It. M,.
Greene is directed by him to prooeed with
tho immediate enrollment of a Volunteer
company of Militia, for the purpose of sup
pressing insurrection and violence.
Geo. W. Gayle, who it will be r6mom
bered offered SIO,OOO for the assassina
tion of Linooln, has been released from
Fort Pulaski and was in Montgomery on
Thursday. He claimed that his offer was
in jest.

N. 0. ricayune says: I have the
reason for believing that the accent vio
lent course pursued by Gen. Woods ril.

voked. The President does not intend to
interfere with the freedom of religious
worship in the Southern States, nor to
manage the eoolesiaetio affairs of the Epis
copal Church. The Episcopal clergy of
Alabama, with Bishop Wilmer at their
head, will be restored to the free cxeroise
of their functions. The President wouid
liko to have the prayers of all good Chr's
tiaus, bat will not sanction bis officers
in compelling those prayers.
From Florida.
Four gentlemen from Northern Ohio
are on a visit to Florida, as a delegation
from a large community of German farm
ers, to examine and report upon the obar
astir of the climate and soil, the price of
lands and the temper and disposition of
the inhabitants towardi foreign emi
grants; and should the deputation be
favorably Impressed in their explorations,
a large eolony of people will be immedi
ately transported from Northern Ohio and
Germany to that State.
THE LATEST NEWS
FROM MEXICO.
New York, Oot. 18.— The Herald’s
City of Mexico correspondent of Oot. Ist,
says matters appear to grow worse and
worse, the Republicans increasing in no
tivity. A body of them appeared within
thirty-six miles of the Capital of the State
of Vera Cruz. They defy the efforts for
their expulsion, and make frequent forays.
In one of tho towns of the State of Ojecca
the Imperial journals admit that their
operations have assumed paoifioation,
while in Zaoatecas and Jalasoo, they are
sweeping all before them.
The U. B. Consul, in the City of Mexico,
had been refused admittance to the Impe
rial palace at this plaoe. He wss in
formed that he was unknown there.
It is said that rebel officers from this
oouatry, now in Mexioo, have refused to
oomply with tho request of Maximilian’s
Secretary of War that they should join his
army, adding that hereafter they could
fight under no flag but that of the United
States.
The emperor and empress and tho oonrt
were to start on a tour to Yucatan on the
fifth of January.

Washikoton, Oot. 17.—The Wirz com
mission reassembled to day. Judge Ad
vooate Gen. Hall was present.
After the reading of the reoord of Sat
urday, Col. Obipman stated that to pre
vent any appearanoe of prejudice, he had
caused an argument to be prepared for
the defense, which was examined and
revised by the accused, and submitted
with his approval.
Capt. 0 M. Saif was shown a paper in
which he rooognized the hand writing of
Robert Ould. The paper was endorsed
by Gen. Winder and Capt. Turner.
S F. Hunt testified that he found the
letter in a private desk of Gen. Winder’s
immediately after the fall of Richmond.
Mr. Baker asked to examine the paper.
Gen. Wallace understood Mr. Baker had
withdrawn from the ease. Mr. Baker
said auoh did not appear on the reoord ;
he merely submitted the case. Several
members of the Court thought Mr. Baker
had withdrawn, while others thought he
bad rested the defense without withdraw
ing. Mr. Baker was allowed to prooeed.
The letter from Mr. Ould, addressed to
Gan. Wii der, dated City Point, March 17,
1868, was then read. It oalled tor all the
military and political prisoners excepting
offioers, and said the arrangements work
ed largely in our favor, as we get rid of a
set of miserable wretches, and get some
of tho best material I ever saw. The
argument in behalf of the accused was
then read by one of the official reporters.
Col Chipman asked for 24 hours to pre
pare his dosing argument for the Govern
ment. He attached more than usual im
portance to the oaso, but thought he
*ould bo able to get through, so the
Court oould doss its session on Friday.
Tho Court then adjourned until Friday.
LECTURE BY WENDELL PHILLIPS.
Boston, Oot. 18.—Wendell Phillipa de
livered a lecture before the Boston fra
ternity last night. The lecture attracted
a large and enthusiastic audience. Its
itle was “The South Viotorious.” Mr.
Phillips said that President Johnson, in
hie speech to the delegation that waited
on him from South Carolina, and who ap
pealed to him for proteotion against Con
gress and the harsn feelings of the Narth
ern States, had arrayed himself with the
half converted rebels, and made himeelf
three quarters of a rebel in order that
the rebels themselves might be one-quar
ter Union men. Gen. Banss, Mr. Phil
lips denounced as a vagrant mountebank,
loaded with the ourseß of the loyal men
in Louisiana and Mossaohusetts, and yet
tne Mass-men here are going to send him
to Congress.
Mr. Phillips, in speaking of the en
dorsement of President Johnson by the
various Republican State Convention, said
the Republican party does not exist.
There is a speotre walking over the coun
try ia its shroud, but no suoh party has
existed einoe the Baltimore Convention,
when it was burled in the vault of Abra
ham Linooln. I deny the existence of
any political force entitled ths Republi
o »n party.

New York, Oct. 18.— Information from

New Ycrk, Got. 18.—Alex. H. Ste
phens, ex-Vice P-esident of the late Con
federacy, accompanied by Judge Reagan
and others, visited Mayor Gunther. Mr.
Stephens subsequently called on Sheriff
Kelley. Ho appeared to be in excellent
health and spirits.
A spseial to the Post, from Washington
of the 18th, says 6,000 colored persons in
Washington have signed a petition asking
for right of suffrage.
SUIT AGAINST GEN. ORTEGA, Or MEXICO.
* New York, Oct. 18.— An interesting
case in cocneotion with the Mexican emi
gration schema of last spring, was yester
day before Judge Monserief of tbe supe
rior oourt in this olty. Gen. Ortega,
who is Chief Justice of the Superior Court
of Mexico, and Vice President of the Re
public, and who by the expiration of the
term of President Juarez, will beoome
President next month, arrived in this
oountry in April last, whera he has sinos
remained principally in this oity. Some
days ago he was arrested and admitted
to bail in the sum of $7,000, on the com
plaint of Col. Wm. H. Allen, who figured
in conneotion with the reornitlng and
•migration movements.
Allen alleges that he was employed by
the General to superintend the whole
matter, and on the ground that all the
expenses would be paid. Now, Allen
states that after he had recruited a large
number of men for Mexioo, and inourred
debts amounting to nearly $7,000, Gen.
Ortego refuses to oash the bills or to have
anything to do with the recruits.
The action yesterday was on a motion
to show the cause why the order of arrest
should not be vaoated.
The General’s response to Allen’s alle
gations, ia a oomplete denial.

Raleigh, Oct. 17.— Jonathan Worth,
St&ta Treasurer, is announoed as a candi
date for Governor, this morning. He has
been looked upon as a Peace, or Union
man, but will be supported by all tha
Vanoe and Davis leaders, with the hope of
beating Gov. Holden. Gov. Holden is the
Union Administration candidate-
INTERNAL revenue decision.
A special to the Tribune, of Washing
ton, Oct. 17, says that the Commissioner
of Internal Revenue, has decided that
owners of buildings rented of the govern
ment, are not employees of the govern
ment ; henoe, the salary tax is not to be
deducted from the rents.

Mexioan and Honduras advioee say
the English Government repudiated ths
attempt of Maximilian, in 1864, to extend
the boundary of the Empire in British
Honduras, by means of a military mail
from Yuoatan. The British Minister
denies Mexico having any claim to this
territory and Senor Ramos in behalf of
that Government acqniesceß.
The supporters of Juarez are arming
Gurrillas.
Considerable exoitement has been raised
in the City of Mexico by the murder and
speedy punishment ot the criminals.
Three m3n assassinated a citizen named
Julian Casstillo. The publio indignation
was greatly aroused by the circumstances
of the case, and the Emperor ordered that
the murderers should be tried and pun
ished by a military tribunal within 48
hours. This was done, and three mur
derers were publioly executed-
Gen. Deas, wao was taken prisoner
when Oaxaoa fell, has escaped, and is now
at the head of a considerable Republican
force in the State of Oaxaoa.
